MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
JANUARY 15, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
January 15, 2004, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Principal Planner Donald Hazen presiding.
Also present were Assistant Planner Stuart Fisk, Associate Planner Sheila Powers, and Minute
Clerk, Cynthia Lariccia
Item No.1:
Planninq Application No. PA03-0654 A Minor Conditional Use Permit for the sale
of used automobiles from a showroom located in 1.500 square foot suite within
an existinq liqht industrial buildinq located at 43122 Via Dos Picos. #C
Principal Planner Donald Hazen called the meeting to order at 1 :30 PM.
Assistant Planner Stuart Fisk presented an overview and staff recommendations of the project.
The site is currently used as a multi-tenant industrial building including various automotive uses.
The showroom will operate in conjunction with an existing smog check business and the
applicant is not requesting to add square footage or alter any ex1erior portion of the building.
Principal Planner opened Public Hearing at 1 :35 PM.
Owner/Applicant Salim Purmul, 40540 Windsor Road, Temecula, expressed his desire to be
licensed to sell used cars. Applicant agreed with all Conditions of Approval.
No further requests to speak were presented. Principal Planner closed the Public Hearing
portion on this item.

Item No.2:
Planninq Applicant No. PA03-0533 A Product Plan Review for a 28 lot
subdivision in Crowne Hill Tract TM 26941 located east of Crowne Hill Drive.
south of Pauba Road and north of Old Kent Road.
Associate Planner Sheila Powers presented an overview and staff recommendations of the
project, highlighting the three separate floor plans and twelve architectural design themes.
Each architectural design theme will have a different color of material scheme depending on the
floor plan with a total of 7 different color schemes, 13 stone variations without duplication and 7
different brick variations without duplication.
Associate Planner stated that the Master Home Owners Association does not include the 28
lots. Prior to any building permits issued, slopes that are created will need to have the
installation of landscaping per the development code. The proposal will require the homebuyers
to complete the landscape within 120 days within the close of escrow. Once the home site is
sold, applicant will be released from maintenance of the slopes.
Principal Planner requested the approximate distance of the development to the homes in the
east. The question was referred to the applicant.

Principal Planner opened Public Hearing at 1:45 PM.
Applicant Scott Woodside, 31988 Paseo Parallon, asked for clarification of numbers 20 and 23
in the conditions of approval regarding landscaping.
Associate Planner stated that the landscape plans were approved by the City in terms of the
development being public. The applicant has decided to make the project private.
Principal Planner asked if there is a revised map being reviewed by Planning for that
conversion.
Associate Planner stated Public Works is reviewing revised street plan.
Applicant stated that a final map has been recorded. An amendment will be necessary for the
entry gates which will go before public hearing.
Applicant also stated that the approximate distance between homes is 250 to 300 feet.
Mr. Martin Bogdanovich, 41999 Via Del Monte, requested if there are any plans to put additional
roads from Crowne Hill to Country Road Estates. Applicant stated there will be only one
entrance on Via Del Monte.
Principal Planner reviewed the landscaping concerns of applicant. Changes in the conditions of
approval will include
Condition #20 will be deleted.
Condition #21 will remain but amended to delete wording "models."
Condition #22 will be deleted.
Condition #23 will be deleted
Condition #31 will be modified to include wording, "Homebuyers shall complete their
landscaping within 120 days from the close of escrow:'
Mr. Bogdanovich asked if the lot sizes could change. Principal Planner stated no.
No further requests to speak were presented. Principal Planner closed the Public Hearing
portion on this item.
