This meeting was conducted utilizing teleconferencing and electronic means consistent with State of
California Executive Order N-29-20, dated March 17, 2020, regarding the COVID-19 pandemic. The
live stream of the meeting may be viewed on television and/or online. Details can be found at
temeculaca.gov/tv. In accordance with Executive Order N-29-20, the public may only view the
meeting on television and/or online.
Submission of Public Comments: For those wishing to make public comments at this committee
meeting, please submit your comments by email to the Executive Assistant at
luisa.tovar@temeculaca.gov. All email comments shall be subject to the same rules as would otherwise
govern speaker comments at a Committee meeting. Electronic comments for this Committee meeting
may only be submitted via email and comments via text and social media (Facebook, Twitter, etc.) will
not be accepted.
Reading of Public Comments: Email comments shall be read into the record, provided that the reading
shall not exceed five (5) minutes, or such other time as the Committee may provide, consistent with the
time limit for speakers at a Committee meeting. The email comments submitted shall become part of
the record of the Committee meeting.

COMMITTEE BUSINESS
1. Status of 1-15 Auxiliary Lane (northbound Temecula Parkway to Rancho California Road); Potential
Soundwall Requirements.
• City staff provided a brief history of how the I-15 Aux lane projects came to be due to
congestion on I-15 not just for Temecula citizens but communities adjacent; included
consortium of stake holders, agencies, public agencies and other cities created workshops to
determine reason for congestion; resulted freeway shape in terms of capacity, friction between
main line and through traffic used for operational improvement; summary of how the scope of
work and cost of the City's project has crept up to nearly $14M, up from the $5M conceptual
estimate Caltrans provided a couple years ago.
• Six months into project April 2020 when ready to initiate, Senior Planner at Caltrans asked
about NEPA and this was CEQA only project; Caltrans insisted on NEPA due to property on
Federal land
• Part of the driving factor is the requirement to use NEPA for the environmental work, which
necessitates the addition of sound walls
• The subcommittee directed reaching out to our lobbyists in DC to work with DC-FHWA to
secure a waiver/exemption for NEPA.
• Additionally, their direction was to contact local Caltrans & RCTC reps to get the NEPA
justified if necessary.
