MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
FEBRUARY 19, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
February 19, 2004, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Principal Planner David Hogan presiding.
Also present were Associate Planner Rick Rush, and Minute Clerk Cynthia Lariccia.
Item No. 1:
Pianninci Application No. PA03-0673 A Minor Conditional Use Permit to establish
a Budaet Car Rental in an existina 22.211 square foot buildina. located at 40605
Winchester Road.
Principal Planner David Hogan called the meeting to order at 1 :35 PM.
Associate Planner Rick. Rush presented an overview and staff recommendations of the project.
Budget Rent-A-Car has leased approximately 100 square feet of the interior portion of the
building and is currently conducting operations with a Temporary Use Permit that is set to expire
in June.
Principal Planner asked what ten spaces are identified for vehicle storage.
Associate Planner stated that on the site plan, the ten parking spaces are located at the most
northerly parking spots located towards and adjacent to the creek, furthest away from
Winchester Road.
Principal Planner stated that a conditional of approval on where they are located should be
adequate.
Principal Planner openHd Public Hearing at 1 :38 PM.
Applicant Jennifer Neilson, Budget Rent A Car, 40605 Winchester Road, Temecula, stated that
she has reviewed and concurs with the conditions of approval.
No further requests to speak were presented. Principal Planner closed the Public Hearing
portion on this item.
Principal Planner Davie! Hogan approved PA03-0673 with modification of conditions of approval
to include the designated ten parking spots.
Item No.2:
Plannina Application No. PA03-0531 A Product Review for 79 detached sinale-
familv re.sidential homes with three different floor plans and three architectural
desians with VTM 25004. located south of Murrieta Hot Sprinas Road. east of
Serephina Road. and north of Nicholas Road.
Associate Planner Rick Rush presented an overview and staff recommendations on this project,
highlighting the three different floor plans and three architectural designs. Design is in
conformance with the Design Guidelines.

Principal Planner questioned if all the garages conformed to the 20 x 20 foot interior
requirement.
Associate Planner statEJd that Condition of Approval #10 highlights this requirement.
Principal Planner questioned if the two-story side and rear elevation have additional articulation
on them.
Associate Planner stated that the Design Guidelines did not specify or require four-sided
architecture. He statl3d that some of the rear elevations have balcony options and side
elevations show a one-story element and the second story steps back.
Principal Planner questioned if Planner checked the original conditions of approval on the
original Vested Map to see if they had been adhered to. Associate Planner stated that the
application is up to date on all requirements.

Applicant's Representative (Architect) William Currier, 10675 Treena Street, San Diego, stated
that the owner concurs with the conditions of approval.
No further requests to speak were presented. Principal Planner closed the Public Hearing
portion on this item.
Principal Planner David Hogan approved PA03-0531.
There being no further business, meeting was adjourned at 1 :47 PM.
