The District does not usually review land divisionSìì£uid u~è cåses or provide StátèOivision of Real Estate
letters/flood hazard reports for projects that are located within incorporated Cities. Exceptions are made for cases
with items of specific interest 1'0 the District including District Master Drainage Plan facilities, other regional flood
control and drainage facilities vrhich could be considered a logical component or extension of a master plan system,
and District Area Drainage Plan fees (development mitigation fees). The District has not reviewed the proposed
project in detail and the following comments do not in any way constitute or imply District approval or endorsement
of the proposed project with respect to flood hazard, public health and safety or any other such issues.
PA03-D176 is a,proposal to d~sign, construct and operate a commercial building on a 1.15 acre site located at
41720 Winchester Road in the City of Temecula.
The entire site is located within the unshaded Zone X boundary as delineated on Panel No. 0607420005B of the
Flood Insurance Rate Maps is~¡ued in conjunction with the National Flood Insurance Program. administered by the
Federal Emergency Management Agency (FEMA).
The project is located within the limits of the District's Murrieta CreeklTemecula Valley Area Drainage Plan for
which drainage fees have been adopted; applicable fees should be paid for by cashier's check or money order
written to the Flood Control Di:;trict prior to the issuance of building or grading permits. Fees to be paid should be
at the rate in effect at the time I)f issuance of the actual permit.
The following information of a ¡¡eneral nature is provided herewith for your use:
This project may need toob, taill an applicable National Pollutant Discharge Elimin<!tion System (NPDES) permit
'coverage froli1 the State Wäter ResourceS CóntrolBoard or the,CalifomiaRe!jional Water Quality Control
,BoaI'd (RWQCB) - San Dingo Region. Clearance for grading, recordation. or other final approval should not be
given until the City has det'~rmined that the project has been granted a permit or is shown to be exempt.
If the mapped flood plain is impacted by the project, the City should require the applicant to obtain a Section
1601/1603 Agreement from the California Department of Fish and Game and a Clean Water Act Section 404
Permit from the U.S. Army Corps of Engineers, or written correspondence from these agencies indicating the
project is exempt from the,¡e requirements. A Clean Water Act Section 401 Water Quality Certification may be
required from the RWQCB - San Diego Region prior to issuance of the Corps 404 permit.
Should you have any question,¡ regarding this matter, please feel free to contact Teresa Tung at 909.955.4050.
Very truly yours,

WATER AVAILABILITY - APN 909-270-017
PARCEL NO. 22 OF PARCEL MAP NO. 19582-1
PLANNING APPLICATION NO. PA03-0176
Dear Mr. Preisendanz:
Please be advised that the above-referenced property is located within the
boundaJies of Rancho California Water District (RCWD). Water service,
therefore, would be available upon completion of financial arrangements
between RCWD and the property owner,
If fire ,protection is required, the customer will need to contact RCWD for fees
and requirements.
Water availability would be contingent upon the property owner signing an
Agency Agreement that assigns water management rights, if any, to RCWD.
This project has the potential to become a commercial condominium site with
individual building owners and a homeowners' association maintaining the
common property, and private water and fITe protection facilities. As a
condition of the project, RCWD requires that the City include a Reciprocal
Easement and Maintenance Agreement for these on-site private water facilities.
In addition to this agreement, RCWD will require individual water meters for
each building if å condomif'..ium conversion takes place.
If you have any questions, please contact an Engineering Services
Representative at this office.
Sincerely,
RANCHO CALIFORNIA WATER DlSTRlcr
