JANUARY 22, 2004
CALL TO ORDER
The City of Temecula PublicfTraffic Safety Commission convened in a regular meeting at 6:00
p.m. on Thursday, January 22, 2004, in the City Council Chambers of Temecula City Hall,
43200 Business Park Drive, Temecula, California.

COMMISSION CONSENT CALENDAR
1. Minutes of December 11. 2003
RECOMMENDATION:
1.1 Approve the Minutes of December 11, 2003
MOTION: Commissiomr Lanier moved to approve the Consent Calendar. Commissioner
Katan seconded the motion and voice vote reflected unanimous approval.
COMMISSION BUSINESS
2. Public Safetv/Public Works Commendation Award Proqram
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission consider staffs recommendation for
the creation of a Public Safety/Public Works Commendation Award Program to
communicate the City and Commission's appreciation for outstanding work performance
and service, by recognizing those individuals who maintain high standards of personal
conduct and mak,e significant contributions to make Temecula one of the best cities to
live in.

Human Resources Analyst Lanier provided a staff report (as per agenda material), noting the
following:
· That the Public Traffic Safety Commission approve a Public Safety, Public Works
commendation award program;
. That the program was designed to recognize and award local safety employees
along with City of Temecula Public Works employees;
. That the program will consist of three levels;
. Level 1 Distinguished Service Certificate, for major improvements in
technology, procedure, and exceptional personal effort.
· Level 2 Excellence Certificate, exceptional achievement above and
beyond normal job requirements.
. Level 3 Meritorious Certificate, Acts of heroism performed at great
personal risk.
. That after a nomination is submitted and recipient determined, that person will be
recognized at a Public Traffic Safety Commission meeting and will receive the
appropriate certificate of appreciation.
Chairman Connerton requested from staff that an Outstanding Citizen Achievement Award
Program also be incorpol'ated.
MOTION: Commissioner Lanier moved to approve staff's recommendation, adding a provision
for Outstanding Citizen Achievement Award Program. Commissioner Ramos seconded the
motion and voice vote reflected unanimous approval.
3. Communitv CPR/AED/First Aid Proqram
RECOMMENDATION:
3.1 That the PublicfTraffic Safety Commission review the program concept and
provide input to staff.
Paramedic Coordinator A dams presented a staff report (as per agenda material), noting the
following:
. That the City purchased seven Automatic External Defibrillators (AEDs) for use
at various City facilities;
· That City staff received training on AEDs as well as CPR;
· That staff will be creating a training program that will allow for community
members 1:0 receive training at a reduced cost;
. That training will take place twice a month every other month at Fire Station 84;

· That staff was directed to return with an item for City Council consideration that
would provide $15,000 in grant funding for a Public Access Defibrillation (PAD)
program; that the program would provide matching grant funding for qualifying
businesses that would wish to purchase an AED unit and begin a PAD program.
Commissioner Ramos relayed that the Commission would request an update on usage of
AEDs.
MOTION: Chairman Connerton moved to approve staff's recommendation and that the
Temecula Citizen Corps Council be tasked with managing the grant program. Commissioner
Katan seconded the motion and voice vote reflected unanimous approval.
4. Request for Street Closure - Promenade Subdivision
RECOMMENDA liON:
4.1 That the Public/Traffic Safety Commission deny the request to close
Georgetown Lane at Margarita Road, or Winwood Circle at Rycrest Drive.
Principal Engineer Moghadam presented a brief staff report (as per agenda material), noting the
following:
. That the il:em was reviewed by the Public Traffic Safety Commission in October
2002 and that the Commission at that time recommended to not close the
streets due to the data available;
· That the City received a recent request for street closure due to high volume of
traffic;
· That in January 2004, vehicular volumes and speed data was collected at four
locations (see staff report);
. That although volumes are slightly higher, the n umber of cut-through traffic is
negligible;
. That there have not been any reported accidents within the last 24 months from
January 2001 to December 2003;
· That Promenade residents perceive the traffic from Wood crest subdivision as a
cut-through traffic;
· That staff is of the opinion that the route is being used as it was designed to be
used;
· That due to the fact that data does not indicate any cut-through traffic, staff
cannot support street closure.

At this time, the Public Hearing was opened.

The above-mentioned individuals spoke in support of street closure for the following reasons:
. That homeowners are concerned about the volume and speed of traffic;
. That children are not able to play in the street due to speeders;
. That there was a police chase in October 2003;
. That there were two burglaries in 2003;
. That traffic volumes are 1,500 per day and rising;
. That there are 39 homes that are affected daily with high-volume traffic and
speeders;
. That crossing the street is dangerous;
. That most vehicles do not stop at stop signs but rather run them;
. That it is ,extremely difficult to back out of driveways due to speeders;
. That homeowners should not be afraid to cross the street.
At this time, the Public Hearing was closed.
Commissioner Katan relayed that he frequently drives through the neighborhood and has not
experienced the high-volume of speed and traffic as indicated by the residents and that it would
be difficult for cars to sp1eed through due to cars parked on the street.
Commissioner Lanier thanked the residents for coming out to speak in this regard. Mr. Lanier
also asked Sergeant Pi no if the motor officers could patrol the area from 3:00 p.m. to 5:00 p.m.
Vice Chairman Ramos relayed that he would not support a street closure; that he is familiar with
the streets and would be is of the opinion that there would be more of a traffic-volume problem
than a speeder problem; and that the majority of the cars passing through are residents of the
Promenade and Woodcrest Community.
Chairman Connerton noted that he would not support street closure.
MOTION: Commissioner Lanier moved to approve staff's recommendation. Vice Chairman
Ramos seconded the motion and voice vote reflected unanimous approval.
Commissioner Katan requested that Mr. Kucera return to the podium.

At this time, the Public Hearing was re-opened.
For Commissioner Katan, Mr. Kucera relayed that the I ighted-sign put in by the City did not
display the speed of drivers passing by but rather displayed the speed limit; that some
improvement was observed with the lighted-signs and police presence; and that homeowners
meetings are held quarterly.
For Chairman Connerton, Senior Engineer Moghadam relayed that the City does have signs
that display Speed Limit Is. Your Speed Is
For Mr. Kucera, Commissioner Katan relayed that the PublicfTraffic Safety Commission would
be willing to work with the homeowners to resolve the speeding problems as long as it would be
within the City's guidelines.
Mr. Kucera thanked Commissioner Katan for his efforts and his willingness to meet with the
homeowners to help resolve the speeding problem and noted that the homeowners would be
willing to work with the City on this issue.
For Mr. Kucera, Chairman Connerton relayed that the volume of traffic is from within the
community and that surveys have indicated that it is not cut-through traffic.
In response to Chairman Connerton, Mr. Kucera relayed that the homeowners do agree with the
engineer study and that most of the traffic does come from within the two subdivisions; that the
Woodcrest subdivision streets are designed to handle the high volumes of traffic and that the
Promenade streets are not; that the goal of the homeowners was to segregate the two
subdivisions, not penalize Woodcrest; and that Wood crest Community does have an adequate
traffic flow without traveling through the Promenade neighborhood.
At this time, the Public Hearing was closed.
For Chairman Connertol1, Sergeant Pi no suggested additional neighborhood enforcement; that
previous patrolling led to half a dozen tickets; that times and days were documented; that all
written tickets were to msidents that live in the community and adjoining community; that there
were no cut-through people receiving tickets; and that motor officers will be asked to patrol the
neighborhood at peak hours and will be writing tickets to all violators.
For Chairman Connerton, Principal Engineer Moghadam relayed that currently there are four
speed limit signs that am in use but when one becomes available, one could be installed.
Director of Public Works Hughes stated that the last time that speed limit signs were posted
some of the neighbors stated opposition; that if adjacent neighbors to where the signs will be
posted give concurrence, when signs are available they could be posted.
For Mr. Kucera, Chairman Connerton requested that he call a special meeting with the
Homeowners Association and get concurrence from the potentially impacted neighbors (signed
petition) and submit it in writing to the Commission. Chairman Connerton also suggested
meeting with Principal Engineer M oghadam and Public Works Director Hughes to determine
where the signs would be most effective.
In response to Chairman Connerton, Mr. Kucera stated that he will call a special meeting with
the Homeowners Association and contact Director of Public Works Hughes.

Chairman Connerton also noted that he would have the Commission Secretary agendize the
formation of a subcommittee at the next meeting.
Commissioner Lanier suggested that the appointed subcommittee investigate other traffic
calming measures.
Mr. Kucera requested that the Commission immediate appoint two subcommittee members.
Director of Public Works; Hughes noted that traffic calming was explored at the time when the
subdivision was designed; although the streets are narrow, windy, and curvy, if the streets were
straight through streets, the speed would be much higher; and that from a traffic-calming
standpoint, the design of the subdivision is working exactly how it was intended.
Mr. Kucera stated that although drastic measures were not taken, he appreciated the positive
move forward.
Chairman Connerton nol:ed that great distances are created and accomplished by short steps.
Vice Chairman Ramos and Commissioner Katan volunteered to be on the subcommittee.
Traffic Enaineer's Repc)rt
Principal Engineer Moghadam noted that he had no reports at this time.
Director of Public Works Hughes reported that there have been some utility conflicts at Rancho
California Road and Ync~z Road that have delayed the construction project. That currently the
City is waiting for Southern California Edison to establish retaining walls and relocate service
lines into the Target Center.
Principal Engineer Moghadam relayed that 20 LEDs have been replaced at intersections and
that staff is aware that more LEDs need to be replaced.
Police Chiefs Report
Providing a Police Depal1ment update for the Public/Traffic Safety Commission, Police Sergeant
Pi no relayed the following:
. That DUI arrests doubled in the month of December;
. That the injury accident rate is the lowest it has been the entire year;
. That the three new motor officers are finishing up their training.
Fire Chiefs Report
Fire Safety Specialist Horton presented a briefing on a proposed purchase by the Fire
Prevention Bureau for a Fire Safety House, noting the following:
. That the Fire Safety House will be a 39' trailer designed to provide mobile,
simulated living environment where fire and life safety training could be
conducted;

. That the Safety House will be a hands-on learning tool that would give children,
seniors, a nd family members the s kills a nd knowledge needed to create safer
homes and communities;
. That real life hands-on learning experience will ensure children build the skills
necessary to save lives in the event of a fire or other type of emergency.

Vice Chairman Ramos congratulated Fire Specialist Horton on a fantastic job with the Fire
Safety House and noted that he would be in support of the program.
Chairman Connerton echoed Vice Chairman Ramos' comments.

Commission Reports
Vice Chairman Ramos relayed kudos to the City's Police Department for its hard work during
the holiday season.
For Vice Chairman Ramos, Sergeant Pi no relayed that the investigation of a fatality on Wolf
Valley is currently pending.
Chairman Connerton also commended the Police Department for its holiday enforcement.

BACKGROUND:
Fire staff was requested by the Public/Traffic Safety Commission Chairman, Darrell Connerton to
evaluate the use of digital technology for use at traumatic and medical incidents. Due to other
programs and commitments of Fire Department personnel required to evaluate this request, fire staff
is asking to defer the pmsentation until April or May 2004 when the comprehensive evaluation is
complete.
To effectively evaluate the benefits and merits of this technology, fire staff will need to contact other
jurisdiction that currently utilize this process (if any exist), County EMS for patient confidentiality
issues, ER Hospitals to discuss their input, and technological needs associated with such a process
to name a few.
Contacts with the appropriate representatives will be required to attain the respective information
mentioned above. Further, as this issue is evaluated additional contacts may be required to assure
all aspects are appropriately covered. Fire staff appreciates the Commission's patience regarding
this matter, and look forward to presenting this issue in the future.

RECOMMENDATION
That the Public/Traffic Safety Commission recommend the installation of the proposed median
island on Jefferson Avenue north of Winchester Road to the Santa Gertrudis Creek Bridge as
shown on Exhibit NO.2.
BACKGROUND:
At the request of the Public/Traffic Safety Commission, City staff held two workshops with property
and business owners along the project limits. The workshops were held on September 11, 2003
and January 20, 2004. In the workshops staff discussed various alternatives to the turning
movements along Jefferson Avenue. As a result of the two workshops, staff is recommending
Exhibit NO.2 as the preferred alternative for the proposed raised median along Jefferson Avenue.
Staff will be giving a presentation at the Commission meeting and discuss this project in further
detail.

Parking Restrictions - Westside Business Park
RECOMMENDATION:
That the PublicfTraffic Safety Commission provide a recommendation to the City Council.
BACKGROUND:
At the meeting of December 11, 2003, the Public/Traffic Safety Commission approved the Staff
recommendation (4-0) to establish a parking restriction on Diaz Road between Winchester Road
and Dendy Parkway, and to remove the existing "No Parking" signs on Dendy Parkway, Remington
Avenue, Zevo Drive, Rio l'ledo, Via Industria, Calle Empleado, Roick Drive, Colt Court, and Bostik
Court. This recommendation was made since on-street parking did not pose a safety problem on
these streets and parking restrictions were not necessary.
At the meeting of January 13, 2004, the City Council approved the parking restriction on Diaz Road
and directed staff to forward this item to the Public/Traffic Safety Commission to consider that
parking be restricted on the remaining existing streets in the Westside Business Park Monday
through Friday, with parking allowed on Saturday and Sunday only.
Currently, in the Westside! Business Park there are numerous locations where "No Parking" signs
have been removed to accommodate on-street parking. The removal of the signs has occurred on a
"case by case" basis as requested by the property owner/tenant to provide additional parking for the
business' employees and customers. For the businesses that currently take advantage of the on-
street parking, a Monday through Friday parking restriction as proposed could create further on-site
parking problems. Moreover, it is likely that the lack of available on-site parking would result in
motorists continuing to use the street for overflow parking in violation of the proposed parking
restriction. This along with the permitted parking on Saturday and Sunday could cause confusion for
some motorists as well as an enforcement problem for the Police Department.
For these reasons, staff suggests that the Commission consider the implementation of either full
time parking restrictions or no restrictions at all, on streets within the Westside Business Park.
The public has been notified of the PublicfTraffic Safety Commission's consideration of this issue
through the agenda notification process and by mail.

Request for Multi-Way Stop Signs - Meadows Parkway and La Serena Way
RECOMMENDATION:
That the Public/Traffic Safety Commission recommend that the City Council adopt a resolution
establishing Multi-Way Stop signs at the intersection of Meadows Parkway and La Serena Way.
BACKGROUND:
The City has received several requests to review the feasibility of installing multi-way stop signs at
the intersection of Meadows Parkway and La Serena Way to reduce vehicular speeds and provide a
controlled crossing for students attending Rancho Elementary School. The public has been notified
of the PublicfTraffic Safe~{ Commission's consideration of this issue through the agenda notification
process.
Meadows Parkway is classified as a 76 foot wide four (4) lane Major Highway on the City's General
Plan Circulation Element with two travel lanes in each direction, a raised median and a bike lane in
each direction. The Average Daily Traffic (ADT) on Meadows Parkway is approximately 4,800 south
of La Serena Way. The speed limit is posted at 45 MPH on Meadows Parkway.
La Serena Way is c1assifted as a 64 foot wide four (4) lane Secondary Highway on the City's
General Plan Circulation Element with two travel lanes in each direction and a bike lane in each
direction. The ADT on La Serena Way is approximately 8,600 east of Meadows Parkway. The
speed limit is posted at 4~; MPH on La Serena Way.
In order to evaluate the need for multi-way stop signs, entering vehicular volume data and accident
history was reviewed for the intersection. This data along with an evaluation of other roadway
conditions was used to perform a Multi-Way Stop Warrant analysis.
A review of the accident history for the twelve (12) month period from January 1 , 2003 to December
31, 2003, indicates that there were 2 collisions at this intersection, which are susceptible to
correction by multi-way stop signs or traffic signals. The types of correctable collisions are right-
angle or left-turn collisions.
The Caltrans Traffic Manual indicates that the multi-way stop signs may be useful at locations where
the volume of traffic on intElrsecting roads is approximately equal and/or where a combination of high
speed, restricted sight distance and an accident history indicates that assignment of right-of-way is

necessary. Multi-way stop signs should not be used for controlling vehicular speed. There are
three (3) criteria that Caltrans has established for the evaluation of Multi-Way Stop signs. These
criteria are as follows:
1. Where signals are warranted and urgently needed, the multi-way stop may be an interim
measure that can be installed quickly to control traffic while arrangements are being made
for the signal installations.
2. An accident problem, as indicated by five (5) or more reported accidents within a twelve
(12) month period of a type susceptible to correction by a multi-way stop installation. Such
accidents include right and left-turn collisions as well as right-angle collisions.
3. Minimum Traffic Volumes
a. The total vehicular volume entering the intersection from all approaches must
average at least 500 vehicles per hour for any eight (8) hours of an average day,
and
b. The combined vehicular and pedestrian volume from the minor street or highway
must average at least 200 units per hour for the same eight (8) hours, with an
average delay to minor street vehicular traffic of at least 30 seconds per vehicle
during th,~ maximum hour, but
c. When the 85th percentile approach speed of the major street traffic exceeds 40
miles per hour, the minimum vehicular volume warrant is 70 percent of the above
requirem<~nts.
The multi-way stop warrant analysis performed for the intersection indicates that the minimum traffic
volume warrant satisfies seventy percent (70%) of the requirements and multi-way stop signs are
warranted at this location. In this case the warrant is satisfied because the approach speed on La
Serena Way exceeds 40 MPH.
This location has been identified in the City's Capital Improvement Program for construction of a
traffic signal in Fiscal Year 2003/2004. The traffic signal is currently in the final design stages and
the design should be completed within the next month. The current schedule anticipates a "turn-on"
date of late August/early September.
Since multi-way stop signs are warranted at this location and traffic signal controls are scheduled to
be in place in seven (7) months, staff recommends the installation of "interim" multi-way stop signs
at the intersection of La Serena Way and Meadows Parkway.

PROJECTS UNDER CONSTRUCTION
1. Children's Museum
This project will construct a 7,500 square foot children's museum. 2H Construction has completed
the structural repairs to the building shell. Fleming Construction, the original building shell
contractor, and 2H Construction have both completed the work to the building shell and Public
Works will be filing the Notice of Completions next. Sparks Exhibits and Environments is
completing the tenant improvement modifications and will begin installing the Museum exhibits
thereafter.. Public Works will not be monitoring the installation of the exhibits as TCSD is
administering that contraGt. The Notice of Completion for the Fleming contract will go to the March
16,2004, City Council ml~eting.
2. Pechanga Parkway (Formerly Pala Road) Sound Wall Improvements
Under this project, sound walls will be designed and constructed on the southwest side of Pechanga
Parkway, from Rainbow Canyon Road to the Pechanga casino and on the northeast side along the
residences just north of Loma Linda. Bullard Construction has nearly completed construction of the
entire length of the sound wall from Masters Driver to Via Eduardo. After completion of the wall
construction, the landscaping subcontractor will mobilize to the site and begin the restoration of the
landscape improvements along Pechanga Parkway and in the rear yards of the individual homes.
The project is on schedule at this time.
3. Rancho California Road Bridge Widening Over Murrieta Creek
This project will widen Rancho California Road Bridge over Murrieta Creek 35 feet on the south and
15 feet on the north to provide four additional traffic lanes. The right and left bridge decks and
closures have been poured. Adjacent road widening is underway. Completion of the project is
anticipated in the Spring of 2004 although the allowable working days extend into August of 2004.
4. John Warner Road Assessment District
Under this project an assElssment district was formed. This district includes the construction of street
and storm drain improvements in the John Warner Road area. Utility relocation was substantially
completed on 2/4/04, although several small relocation areas remain. McLaughlin began roadway
grading operations on 2t:l/04, which is still ongoing. RCWD water main line relocation on Paulita
Road resumed on 2/17/04; anticipated completion date is 3/1/04. RCWD water main extension
work on John Warner Road between La Presa Loop and Colver Court is currently in design. It
should not effect overall project completion, which is anticipated in April 2004.

5. Rancho California R:oad Widening & Median Modifications East of Ynez Road
The project will include the closing of the two median openings on Rancho California Road in front
of the Town Center, while lengthening the left turn lanes at Ynez Road, Town Center Drive, and Via
Los Colinas to improve traffic circulation. In addition, a dedicated right turn lane will be added on the
eastbound direction on Rancho California Road at Ynez Road. Edison conflict with retaining wall
was corrected on 2/6/04 and work on the project resumed on 2/11/04. Current item of work is the
construction of the retaining wall on north side of Rancho California Road. Estimated duration is one
month. Updated project s:chedule is expected from the contractor, R.J. Noble, the week of 2/16/04.
6. Old Town Community Theatre
This project will construcl: a 20,000 square foot community theater complex and refurbishes the
existing Mercantile Building. Negotiation approval for Fourth Street right-of-way acquisition for
utilities and access is scheduled for approval by RDA on 2-24-04. We are awaiting Army Corps
404 permit although they have verbally committed to granting one. Tovey Schultz was awarded
the construction contract on 2-10-04. Construction is anticipated to start near the end of this
month with the allowable working days (14 months) is to extend to May of 2005.
PROJE:CTS BEING ADVERTISED FOR BIDS
1. Pechanga Parkway Storm Drain Improvements - Phase II
This project will construct the storm drain triple box culvert and the channel improvements north of
Loma Linda. As part of this stage the entire Pechanga Parkway, Phase II project will be
environmentally cleared in accordance with the California Environmental Quality Act (CEQA). The
City has completed the legal descriptions and plats needed to transfer Right of Way to RCFC &
WCD for maintenance of the storm drain system. The City submitted a design/construction
agreement to RCFC & WeD for their review and approval. The agreement included an overall right
of way map and irrevocable offers of dedications with associated legal descriptions and plats.
RCFC & WCD has signed the plans and the bid opening date for the storm drain improvements
(Located on Pechanga Parkway from Loma Linda Road to Temecula Creek) is March 10, 2004.
PROJECTS IN DESIGN
2. Pechanga Parkway (Formerly Pala Road) Improvements - Phase II (SR 79 South to
Pechanga Road)
This project will widen Pechanga Parkway (formerly Pala Road) to its ultimate width from the
Pechanga Parkway Bridge to Pechanga road. The City is working with Caltrans' Local Assistance
and City's Environmental Consultant to expedite the environmental approval process. The
Preliminary Environmental Document Classification (NEPA) of the project has been determined to
be an "Environmental Ass:essment" (EA). Required technical studies (involving Federal action) will
be included in the EA. The Planning Department completed Addendum NO.3 to the Wolf Creek EIR
and the Notice of Determination for the project. The Addendum and NOD were needed to satisfy all

CEQA requirements for the project. Corps of Engineers is requiring that the City process an
individual permit in addition to a nationwide permit for the Wolf Valley Creek Channel. The City is
returning comments to DMJM+HARRIS this week for the Pechanga Parkway Phase II Street
Improvements.
This project will be divided into two stages. The first stage is to construct the storm drain triple box
culvert and the channel improvements north of Loma Linda. Construction of this stage is scheduled
for Winter 2004. The sec,:>nd stage will construct the remaining street improvements and drainage
structures. Construction of this stage will start once the first stage is completed.
3. Temecula Library
A full service library, approximately 34,000 square feet in area, will be designed and built on Pauba
Road, just west of Fire Station #84. This project will provide the community with library resources
and services. A separate parcel has been created for the library for bond purposes. The City was
approved for funding by the State on October 28,2003. TCSD will coordinate the submittal of plans
between the architect and the State. Public Works will take the lead on all utility issues, bidding, and
construction management. The various utility issues are being addressed, i.e. services, protection,
relocation. .Etc. The project will be advertised for bids once the plans are approved by the State and
all issues are resolved.
4. Pauba Road Improvements - Phase II (Margarita Road to Showalter Road)
This project will widen Pauba Road from Showalter to just west of Margarita Road to its ultimate
width. The City has reviewed the 100% Design Plans submitted by the consultant. Specifications
are under review. Plans were sent to all utilities and utility issues are being addressed.
Environmental documents have been finalized by the City's Planning Department. The public
comment period ended December 11 and there was one comment from MWD, which staff already
addressed Work is being coordinated with the library project, which resumed since State funds have
been secured. An agreement to design the Pauba Road Waterline Extension (to service the library)
is in the process of being approved.
5. Murrieta Creek Brid,ge - Overland Drive Extension to Diaz Road
On-hold. This project will entail alignment studies and the design of an extension of Overland Drive,
westerly to Diaz Road, which includes a new bridge over Murrieta Creek. The project includes the
widening of Overland Drive from Jefferson Avenue to Commerce Center Drive, and the extension of
Overland Drive across Murrieta Creek to Diaz Road. Staff prepared an amendment to the original
agreement for the PS&E. Council approved the amendment that included a scope of work to
complete the P.S. & E. Tile kick-off meeting was held and the design is on-hold until further notice.
6. Landscaping and Hidewalk On SR 79 South (Old Town Front Street to Pechanga
Parkway)
The project consists of the design and construction of new sidewalk, irrigation, and landscaping
along State Route 79 South between Old Town Front Street and Pechanga Parkway. PS&E is 80%
complete. Final revisions to plans are under way.
CA Sunset HOA reviewed the Landscape Maintenance Agreement with the City at their board
meeting on 02-09-2004. Approval of plans & specs, and authorization to bid is scheduled for City
Council meeting on 02-24-2004.

7. Temecula Sports Cllmplex
A new 40+ Acres sports complex will be built at the corner of Pechanga Parkway and Deer Hollow
Way. The City Council ~Ipproved the Conceptual Master Plan of the project and funding at the
January 14, 2003 meetin!~ 95% completed project plans were submitted this month and are currently
under City review. Coordination efforts with the developer and utility companies continues.
8. Bridge Barrier RaillJpgrade, Rainbow Canyon Road over Pechanga Creek/Del Rio Road
over Empire Creek
This project will replace the existing barrier rails of the Rainbow Canyon Bridge over Pechanga
Creek and the Del Rio Road Bridge over Empire Creek Project plans and specs are 100% complete
and are ready to bid. Caltrans headquarters reviewer requested additional information which was
provided on November 3rd. The project is waiting for Caltrans construction authorization.
9. Fire Station - Wolf Creek Site
A fire station will be built at the Wolf Creek Site. STK (project architect) presented preliminary
revised design sketches to CIP and Fire on 2/4/04. All parties are receptive to new design; Planning
is to review. STK is to submit proposal for increased design and construction costs for review by
Standard Pacific Homes, who, according to the agreement will bear these increased costs.
10. Vail Ranch Park (NElar Pauba Valley School) - Add Amenities
This project will add amenities, including play equipment, to the recently annexed Vail Ranch Park.
RHA Landscape Architl3cts/Planners Inc. is the design firm. Final design documents were
resubmitted to the City and final review is complete. Mylars will be submitted. The specifications
have been prepared and are being reviewed. The City Council granted authorization to advertise for
bids on November 25, 2003 and the project will be advertised during the next reporting period.
11. Murrieta Creek Multi Purpose Trail
This project will build portions of the equestrian and bike trails along Murrieta Creek within City
limits. The City has received a federal grant of $1,214,000. Caltrans has given the City the
"Authorization to Proceed with Preliminary Engineering." We are working with US Army Corps of
Engineers (USACOE) and Riverside County Flood Control to coordinate the trail design with the
Murrieta Creek Improvement project. A meeting was held on Dec. 16, 2003 to discuss the
environmental issues and a follow-up Field Review Meeting with Caltrans local Assistance was held
on Jan. 27, 2004. The City is currently waiting for comments from Caltrans on the Preliminary
Environmental Study (PES).
12. State Route 79 Soullh Medians
Under this project medians will be constructed on State Route 79 South within the City ofTemecula
limits. The City Council approved a design agreement with Project Design Consultants (PDC) on
May 27, 2003. Under thil. project medians will be constructed on State Route 79 South within the
City of Temecula limits. PDC has submitted the 1st plan check and it is being reviewed by the City.
13. Guardraillnstallati(l>n and Replacement On Rainbow Canyon Road
In this project, old guardrails will be replaced and new guardrails will be installed in needed locations
on Rainbow Canyon Road within the City of Temecula. The kickoff meeting was held on 02-05-
2004. Five of the seven utility maps were forwarded to Tetra Tech. Preliminary Environmental Study

(PES) is in circulation at Galtrans.
14. Old Town Southern Gateway Landscaping
Under this project, 10,000 square feet remnant parcel west of Front Street, which was created by
the realignment of First Street, will be landscaped. Project plans and specifications are currently
being revised to accommodate Murrieta Creek Project. Revised plans schedule to be complete by
the end of April.
15. Rancho California R:oad Widening, Old Town Front Street to 1-15 (Souths ide)
This project will provide a right turn lane for southbound 1-15 motorists and explore the possibility of
providing a dual left turn lane from westbound RCR to southbound Front Street. Alternatives study
is complete with City to decide on a preferred alternative.
16. Fire Station - NorthEiast Site (Roripaugh Ranch)
This project will construct a new fire station in the north part of the City. Amendment of the design
agreement, for final design, was approved at the 6/10/03 Council meeting. The timing ofthe station
will be impacted by the developer's ability to provide finished street grades, a soils report for the
station, site utilities, and finish all site grading. The plans have been through two plan checked and
are stalled by the lack of a soils report, which is expected by developer by mid March. The
developer has agreed to provide site specific geotechnical report and perform the mass, rough and
final grading of the site. It is anticipated that the City will take title of the fire station site in the middle
of March 2004.
17. Jefferson Avenue P,avement Rehabilitation - Phase II
This project will rehabilitate Jefferson Avenue from approximately 650 ft south of Overland Dr. to
Rancho California Rd. The rehabilitation will include pavement overlay and road/driveway
reconstruction. Currently, the design includes a complete reconstruction of the road within the
project limits. The 70% plans were submitted to the City on 1/28/04 and the next submittal (90%
plans) is expected in early March, 2004.
18. Main Street Bridge ()ver Murrieta Creek (Replacement)
This project will replace the existing Main Street Bridge over Murrieta Creek. Project kick-off meeting
was held on 1/29/04; design is currently underway. Design of bridge and scheduling of construction
is contingent on US Army Corps of Engineers Murrieta Creek flood control project's schedule and
configuration for Reach ;~. Coordination with USACE is ongoing. Application for Highway Bridge
Replacement and Rehabilitation (HBRR) funds is being submitted at this time.
19. Diaz Road Realignment
Under this project, Diaz Road will be realigned to Vincent Moraga Road at Rancho California Road.
Business Park Drive will be aT-intersection at Diaz. The project is on-hold, except for the two traffic
signals at Diaz Rd. & Rancho Way and Business Park & Rancho California Road. Right of Way
acquisition process is ongoing. Plans for the two signals are being finalized. Staff went to City
Council for authorization to solicit construction bids on January 27, 2004.
20. Winchester Road Widening Between Enterprise Circle and Jefferson
This project will widen Winchester road between Enterprise Circle and Jefferson Avenue. It will also

add a right turn lane from Eastbound Winchester to Southbound Jefferson, starting at Enterprise
Circle. In-house design and property acquisition process continues. A second workshop with the
business owners was hel,j on 1/20/04. Staff recommendation will be presented to the Traffic Safety
Commission on February 26, 2004.
21. Bus Bench UpgradE's
Under this project, bus benches and shade structures will be installed and existing ones will be
upgraded at various locations. Project research on locations of current bus stops, existing bus
bench/shade structures, bus bench/shade structure costs and RTA routes is complete. Bus
bench/shade structure design and location options were reviewed and a report with
recommendations was prepared. The design and locations were approved. Staff has begun
preparing construction bid documents.
22. Traffic Signal Installation - Citywide
Under this project, traffic signals will be installed on Meadows Parkway at La Serena and at
Rancho Vista. Staff met with representatives of Temecula Valley Unified School District on
November 20,2003, to obtain their input on the installation of the traffic signal at the intersection
of Meadows Parkway and La Serena. Thereafter, a preliminary plan was forwarded to the
Traffic Division for approval. Project plans are being designed in-house and are approximately
30% complete. The first utility notice will go out in March 2004.
23. Pavement Rehabilibtion Program - FY 20031 2004
This project continues the annual pavement rehabilitation program for City streets. Candidate streets
for rehabilitation are being defined. Funds allocation for project is also being refined.
24. Localized Storm Drain Improvements
This project will fix various minor drainage problems in the City. A field review with PW Maintenance
Division was conducted on 01-27-2004. Potential sites are: (1) Front Street, concrete cross gutter;
(2) East side of Ynez north of Rancho Cal; (3) East side of Vincent Moraga south of Rancho Cal;
and (4) Business Park Drive north of City Hall.
25. Slurry Seal Project" FY 2003/2004
This project continues thl~ annual slurry seal program for City streets. All streets to be slurried
have been identified and a site visit was done on 02-03-2004. The first draft specs was
submitted for review on 02-12-2004 and a project summary was submitted to the Public Works
Maintenance Division for their review and approval on 02-13-2004. A scope of work for materials
testing is being finalized with Leighton Consulting, Inc. Approval of plans & specs, and
authorization to bid is scheduled for City Council meeting on 02-24-2004.
PROJECTS IN THE PLANNING STAGE
1. 1-151 SR 79 South Interchange - Project Study Report (PSR)
This project will modify th e 1-15/ SR 79 South Interchange to accommodate projected future traffic.
The City will proceed with the modified alternative #5. The latest FHW A and Caltrans comments

have been addressed and the final Project Study Report (PSR) was resubmitted on February 12,
2004. Staff is currently waiting for Caltrans approval of the PSR.
2. French Valley Par~.way Overcrossing and Interchange, Project Report (PR), Plans
Specifications, and Estimate (PS&E) Preparation
This project will construct an interchange between Winchester Road Interchange and the 1-15/1-215
split. The consultant continues to work on the Project Report. Currently, the consultant is working
on some additional traffic: studies that both FHWA and Caltrans required. Also, the consultant is
finalizing their comments from the Value Analysis and the Accelerated Construction Technology
Transfer (ACTT) worksh:>ps. We are also continuing to pursue the acquisition of a number of
properties to protect them from development.
3. City Maintenance F.lcility and Corporate Yard
Under this project, an expansion of the maintenance facility will be built on the property adjacent to
City Hall. Proposal review and consultant interview process is complete. Staff is negotiating a
design contract with Richard Brady & Assoc.
4. Alignment Study for Murrieta Creek Bridge Between Winchester Road and Temecula City
Limits and Diaz Ro~id Extension
This study will determinl3 the alignment and location of the Murrieta Creek crossing between
Winchester Road and thE! northern City Limits. In addition, the study will be combined with the Diaz
Road Extension alignment study and design. Coordination with the City of Murrieta, Riverside
County Flood Control and Army Corps of Engineers is necessary. The Consultant and Staff met
with Riverside County Flood Control to discuss possible alignments. The consultant is currently
awaiting data from Rivers ide County Flood Control in order to complete the work on the first draft of
the alignment study. Staff has yet to receive the data.
PROJECTS THAT ARE SUSPENDED OR ON.HOLD
1. Santa Gertrudis Bridge Widening at 1-15
This is Phase II of the Southbound Auxiliary Lane project at the southbound exit ramp for
Winchester Road. This project will widen the 1-15 southbound exit-ramp at the Santa Gertrudis
Creek Bridge to provide an additional lane on the exit ramp just north of Winchester Road. Staff is
revisiting the merits of this project in light of the Project Study Report for French Valley Parkway
Interchange. The study shows that this bridge may have to be removed in the future to
accommodate the new Interchange. This project is suspended indefinitely.

Also, City Maintenance staff re:;ponded to -1!L service order requests ranging from weed abatement, tree trimming,
sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared to.22- service order requests
for the month of December. 2003.
The Maintenance Crew has also put in ~ hours of overtime which includes standby time, special events and
response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of .Januarv. 2004 was $ 20.513.85
compared to $ 34.204.84 for the month of December. 2003.
