OF THE TEMECULA COMMUNITY SERVICES DISTRICT
HELD DECEMBER 11, 1990
A regular meeting of the Temecula Community Services District was called to order
at 9:10 PM, President Birdsall presiding.
PRESENT: 5 DIRECTORS:
Lindemarts, Moore, Mu~oz, Parks,
Birdsall
ABSENT: 0 DIRECTORS: None
Also present were City Manger David F. Dixon, City Attorney Scott F. Field and June
S. Greek, Deputy City Clerk.

CSD BUSINESS

introduced Gary King, the Park
It was moved by Director Moore, seconded by Director Parks to approve the
minutes of November 27, 1990, with the deletion of the word acting before
City Manager David Dixon.
The motion was carried by the following vote:

2. Recp~est for O.~lific~tions (RFr)) - P~rks ~nd Recreation M~ster Plan
Shawn Nelson, Director of Community Services, stated that Requests For
Qualifications (RFQ's) will be submitted to the TCSD by several consultants
aspiring to develop the Parks and Recreation Master Plan. He stated a
selection committee comprised of a member from the Board of Directors; two
Parks and Recreation Commissioners; and city staff members from Planning
and the TCSD will review the proposals and select the top consultants to make
a formal presentation. He recommended appointing one member from the
Board to serve on the Parks and Recreation Master Plan Selection Committee.
Director Mu~oz questioned the need for a consultant to develop a master plan.
Mr. Nelson stated that a consultant would have technical expertise in the
development of a master plan. He explained this is standard with most cities
to use the services of a consultant.
Director Parks asked if this information will be used as part of the Temecula
General Plan. Mr. Nelson answered that this information will be coordinated
and that work will not be duplicated.
It was moved by Director Moore, seconded by Director Lindemans to appoint
Director Mu~oz to serve on the Parks and Recreation Master Plan Selection
Committee.
The motion was carried by the following vote:

Completion of Process for Dedication of Tract ;P31;P8. M~rtinioj~e by Sunland

Shawn Nelson reported this is a dedication of slope areas for maintenance,
submitted by CSA-143. He recommended the TCSD accept Tract 23128 for
dedication.

It was moved by Director Parks, seconded by Director Moore to accept Tract
No. 23128 for Dedication to the Temecula Community Services District.
The motion was carried by the following vote:

Annexation to TCSD 7one B - Parcel MaD 91383 - Rancho Core Associates No.
Mr. Nelson reported this matter was also submitted by CSA-143, stating it is
an annexation of Parcel Map 21383. He said the services provided will consist
of street lights only and recommended acceptance of this parcel map for
annexation.
It was moved by Director Parks, seconded by Director Lindemarts to accept
annexation of Parcel Map 21383, Rancho Core Associates No. 1 to the
Temecula Community Services District, Zone B.
The motion was carried by the following vote:

Mr. Nelson requested that the meeting be adjourned to December 18, 1990, 8:00
PM.

It was moved by Director Parks, seconded by Director Moore to adjourn at 9:20 PM
to the meeting of December 18, 1990 at 8:00 PM. The motion was unanimously
carried.
