HomeMy WebLinkAbout121890 TCSD Minutes MINUTES OF AN ADJOURNED REGULAR MEETING OF THE TEMECULA COMMUNITY SERVICES DISTRICT HELD DECEMBER 18, 1990 An adjourned regular meeting of the Temecula Community Services District was called to order at 8:00 PM, President Birdsall presiding. PRESENT: 4 DIRECTORS: Moore, Mu~oz, Parks, Birdsa II ABSENT: 1 DIRECTORS: Lindemans Also present were City Manager David F. Dixon, City Attorney Scott F. Field and June S. Greek, Deputy City Clerk. PRESENTATIONS/ PROCLAMATIONS Shawn Nelson, Director of Maintenance Superintendent. PUBLIC COMMENTS None given. CSD BUSINESS 1. Community Services, introduced Tad Garrety, the Min-tes It was moved by Director Moore, seconded by Director Parks to approve the minutes of December 4, 1990 as mailed. PHhlic Facilities Reservation Fee Policy Shawn Nelson, Director of Community Services, reported that currently members of the public are being charged a fee for daily, non-evening usage of Sports Park, which has caused a financial burden on many organizations. He stated staff believes public parks should be as accessible as possible to members of the community and proposed adopting a fee policy which includes eliminating fees for daily non-evening park usage and categorizing utility fees based upon the type of user group. Director Parks asked if a company desires to have a picnic at the fields, would they be required to reserve it and pay a fee? Mr. Nelson stated the intent of the policy is to make facilities available at no charge during the day. Director Parks asked if organized sports have priority. Mr. Nelson answered that a coordinator will be on site and a master calendar for 1991 has been developed setting aside time for all organized sports. Director Moore asked if non-residents would also be free to use the park during the day. Mr. Nelson answered that for an organized program, non-residents will be charged a $10 fee for the season. It was moved by Director Mu~oz, seconded by Director Parks to adopt the Public Facilities Reservation and Fee Policy. Phase II Mr. Nelson reported at the meeting of December 4, 1990, staff was instructed to look at the feasibility of retrofitting the lights on the north and south fields of Sports Park, and rehabilitating the existing lights on the upper south soccer/football fields. He stated a cost estimate has been made at $130,000, and since not all funds originally allocated were used, an additional $65,000 is requested to complete Phase II of the Sports Park Lighting Project. 4\CSDMIN\121890 -2- 11/05/96 CSD Min,,tes December 18. 1990 Director Parks stated he is in favor of retrofitting the existing lights, but he feels restroom facilities and a snack bar are also important and asked that they be given priority. Mr. Nelson stated there are enough funds in the budget to take care of this concern and a landscape architect has been hired to develop a conceptual design of Sports Park that will address those specific issues. A report on this should be back within the next 30 days. Director Parks asked about the timing on the lighting project. Mr. Nelson reported that Phase One should be completed by March 1, 1991 and Phase Two would come shortly thereafter. It was moved by Director Moore, seconded by Director Mu~oz to approve Phase II of the Sports Park Lighting System Project. He reported that effective January 1, 1991, the Temecula Community Services District will assume total responsibility for Parks and Recreation, Median/Slope Maintenance and Street Lighting services for the City of Temecula.
