Planning Application No. PA97-0266 was approved in on August 18, 1997 as a variance for the
monument sign located in front of the Temecula Stage Stop as well as sign specifications for
the McDonald's restaurant that will now be occupied by a new tenant, Sweet Lumpy's BBQ.
Wall signs are proposed for the south, east and west elevations in addition to a new panel for
the multi-tenant monument sign. This project is within the Tourist Retail Core (TRC) District of
the Old Town Temecula Specific Plan.

ANALYSIS
The subject building where these new signs are proposed was previously approved by the City
as a McDonald's restaurant. A sign program was included as a part of that original
development plan. The new lessee, Sweet Lumpy's BBQ, is proposing to install three (3) wall
signs and one (1) panel on the multi-tenant monument sign in compliance with that program.
An attachment to this staff report has been included to show the location and sizes of the
original signs approved for the McDonald's restaurant under Planning Application No. PA97-
0266
In conformity with the standards set forth in the original development plan for this restaurant, the
wall and monument panel sign designs for this building are sandblasted wood and feature
colors from the Sherwin-Williams Preservation Palette. The wall signs are 3' X 6' on the east
and west elevations and 1' X 2' on the south elevation. The panel on the monument sign is 12"
X 45". These dimensions are consistent with the sign program standards.
The artwork used on the building wall signs is a logo used by applicant, Sweet Lumpy's BBQ.
RECOMMENDATION
Staff is requesting that the Old Town Local Review Board evaluate the color, materials and
design of this proposal and provide direction for staff as to its consistency with the Old Town
Specific Plan.

PROJECT DESCRIPTION
Mr. William Lackey, owner of the Welty Building located at 42012 Main Street, is in the process
of renovating this historical structure located within the Tourist Retail Core (TRC) District of the
Old Town Temecula Specific Plan. He is proposing to construct a new walkway cover along
Main and Old Town Front Streets and replace some non-conforming windows with historically
appropriate designs.

ANALYSIS
In support of this expansion and the on-going renovation of this historic building, Mr. Lackey
has determined it is necessary to remove and rebuild the covering over the walkway on the
Main and Old Town Front Street elevations. He intends to remove the rotted wood and
shingles keeping the vertical posts and ledgers. He is proposing to replace the wooden
shingles with architectural-grade composition shingle. A sample of the shingle material will be
presented at the May 10, 2004 Old Town Local Review Board Meeting. The covered walkway
on the west side of the building will be entirely removed. From a historical standpoint it was not
part of this building's early history.
In addition, the owner is proposing to remove the small "pass-through" windows installed for
the deli and replace them with larger custom made wooden sash windows to match the original
design of the building.
RECOMMENDATION
Staff is recommending that the Old Town Local Review Board review, provide comments and
approve the structural changes to this building as proposed.

Code Enforcement Actions in Old Town
Property at 28464 Felix Valdez, Rancho Creek Apartments. Owner Chandu Sangodkar has
completed all interior improvements. Deck repairs inspected week of February 23, 2004.
Final inspection of deck is complete. Tot lot needs to be replaced. Footing of stairs is still in
violation of code.
2. Sixth Street Parking Lot. White Chevrolet Blazer, gray/blue Jeep Cherokee, tan Volkswagon
Jetta, dark blue Pontiac Firebird, and blue Corvette have been removed.
3. Property at 28780 Old Town Front Street. Electrical and drywall tenant improvement
installed without permit. Permit obtained April 14, 2004, for removal of existing work done
without permit and for a new tenant improvement. Homeless person that set up residence
behind dumpster has moved to a new location. Trash and debris behind dumpster has been
removed.
4. Property at 41964 5t' Street. Two inoperative vehicles. Ten day Notice to Abate sent to
registered owner(s) on March 22, 2004. Vehicle owners asked for and were granted a 30
day extension to remove. Code Enforcement not able to remove vehicles immediately due
to response from owner.
5. Property located at 28495 Old Town Front Street, Mad Madelines. Painted trim color not
approved. Referred to legal.
6. Property located at 28464 Old Town Front Street, Sweet Lumpy's. Banner permit obtained
April 4, 2004.
Property located at 28464 Old Town Front Street, Psychic Reader. Signs installed without
permit have been removed. New cloth signs have been installed without permit. The owners
were given a Notice of Violation to remove new signs or obtain permit on April 29, 2004.
8. Weed abatement notification has started in Old Town.
