MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
MAY 20, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
May 20, 2004, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park
Drive, Temecula, California. Principal Planner Don Hazen presiding.
Also present were Associate Planner Dan Long, Assistant Planner Christine Clary, and Minute
Clerk Adria McClanahan.
Item No.1:
Planninq Application No. PA04-0042 A Minor Conditional Use Permit to establish
a 4.896 square foot church. includinq a 2.082 square foot sanctuary. located at
41735 Winchester Road (APN: 909-282-005\.
Principal Planner Don Hazen called the meeting to order at 1 :34 PM.
Associate Planner Dan Long presented an overview and staff recommendations of the project.
Indicating the primary issue for staff was adhering to the parking requirements. The applicant
proposed a shared parking agreement. The total required number of parking spaces is 75.
Currently the facility has 59 on site parking spaces and 81 off site facility parking spaces. The
applicant submitted the shared parking agreement also signed by the three existing tenants.
Associate Planner Long stated applicant will comply with statement of operations, in accordance
with item #2 in the Conditions of Approval.
Associate Planner Long stated staff received a letter of opposition from Joe and Dee-Dee
Polzin, P.O. Box 268, Temecula, California, 92593.
Associate Planner stated that project was consistent with City guidelines and policies and
recommended approval.
Principal Planner Hazen opened Public Hearing at 1 :40 PM.
Pat Conklin, representing The Springs Community Church, residing at 31980 Conte Pesitas,
Temecula, Ca 92592, questioned procedure concerning the Parking agreement. Principal
Planner, Hazen explained, once the City Attorney receives and approves of the Parking
Agreement, it will be sent to the County Recorder's office to be recorded.
Frederick W. Kunst, 26440 John Adams Street, Murrieta, California, 92563, stated he
understood and agreed with the Conditions of Approval.
Pastor Robert E. Branch, 39665 Athens Circle, Murrieta, California, 92563, Questioned Item
#18 in the Draft Conditions of Approval. Construction is not allowed on Sundays and some of
the construction for the church facility will be completed by volunteers. The volunteers are
available only on Sundays. Principal Planner Hazen stated the Construction Ordinance No. 0-
90-04 shall not apply in this case since the construction will be inside the church facility.
Section G (1) of Riverside County Ordinance No. 457.73 also does not apply since the Church
facility is not within one-quarter mile of an occupied residence.

Pastor Branch also wanted to know what a Knox-Box was. Associate Planner Long explained
the function of a Knox-Box.
No further requests to speak were presented.
Principal Planner Hazen closed the Public Hearing portion on this item at 1:45 PM
Principal Planner Don Hazen approved PA04-0042.
Pastor Branch questioned the timeline for the City Attorney to approve or deny the Parking
Agreement. Associate Planner Long stated the City Attorney should have an answer for the
applicant by May 26, 2004.
There being no further business, meeting was adjourned at 1 :50 PM.
