HomeMy WebLinkAbout061004 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING JUNE 10, 2004 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, June 10 2004, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park Drive, Temecula, California. Principai Planner Don Hazen presiding. Also present were Associate Planner Dan Long, Assistant Planner Associate Planner, Cheryl Kitzerow and Minute Clerk Adria McClanahan. Item No.1: Plannina Application No. PAO3-0709 A Development Plan to construct a 6.500 soft sinale-storv office/ restaurant buildina on a 1.03 acre site within the Vail Ranch Town Square. Located at the southwest corner of State Hwv 79 & Mahlon Vail Road. Principal Planner Don Hazen called the meeting to order at 1 :30 PM. Associate Planner Dan Long presented an overview. The Planning Director reviewed the project at the May 27, 2004 Director hearing. The applicant was directed to provide cross sections of the drive through to ensure adequate screening has been provided, to provide an architectural feature over the drive through window that appears as a structural portion of the building, new landscape plans and a site plan showing consistent locations of the sidewalk and a trellis feature in the courtyard area. The applicant has submitted additional cross sections, a new site plan and landscape plan. The Director has subsequently determined that the proposed trellis over the drive through window with vines provides adequate screening. A trellis has not been proposed in the courtyard area. Staff has reviewed the revised plans and has determined that the revised plans have addressed most of the concerns of the Planning Director. The cross sections show a berm with dense landscaping including photina shrubs, which grow up to 10 feet in height along with evergreen trees (pepper trees) to screen the drive through lane. The site plan and landscape plan show consistent sidewalks along the main entry to the site. Staff has added the following conditions of approval: . A trellis or alternative feature to provide additional shade in the courtyard area (Condition No. 14). . All shrubs planted on top of the berm adjacent to the drive through lane shall remain no less the 6 feet in height in order to screen the drive through lane (Condition No. 22). . A landscape maintenance program shall be submitted for review and approval in order to ensure adequate growth of the trees and shrubs for optimal screening purposes (Condition No. 22). Principal Planner, Hazen open the Public Hearing at 1 :34 PM. Richard Benson with Benson & Bohl Architects, 6310 Greenwich Drive, San Diego, Ca, 92121, questioned the suggested trellis in the patio area. He believed it to be more effectinve if the palm trees were substituted with shade trees. Mr. Benson stated typically umbrellas are added to outside patio areas. Principal Planner Hazen also questioned the architect's use of the "aggregate colored" concrete. Mr. Benson clarified the use of "aggregate" concrete. Mr. Benson agreed with the other conditions of the approval. Principal Planner Hazen closed the Public Hearing at 1 :36 PM Principal Planner Hazen requested Associate Planner, Long's opinion on the proposed alternative to constructing trellises over the patio. Associate Planner Long stated that the shade trees would provide adequate shading for the patio area in addition to the landscape area adjacent to the planter and the building in the courtyard area. Long wanted to know what size trees would be used in the patio area. Mr. Benson proposed a 36" box raised planter with a 24" box planter replacing the palm trees. Associate Planner Long was in agreement with the proposed planter size. Associate Planner, Long stated the project was consistent with the EIR adopted with the Vail Ranch Specific Plan and recommends approval of the project. Principal Planner, Don Hazen concurred with proposed alternatives with modifications to Condition #14 to read "Staff is allowing for alternative design to be reviewed and approved by the Planning Director prior to issuance of Building Permit" Principal Planner Hazen requested a consultation with Landscape Architect, Mike Elliott to clarify the species and growth of the proposed trees. Associate Planner, Long wanted to confirm the use of Evergreen trees. Mr. Benson consulted with Vince Di Donato, Landscape Architect, who suggested deciduous trees so they would stay green and lose their leaves to allow sun in the winter when there are cooler temperatures. That would effectively provide shade in warmer temperatures. Per Principal Planner, the landscape plans will be forwarded to the City's Landscape Architect, Mike Elliott for clarification. Staff is flexible with regards to the size of the species. Principal Planner deemed the project approved with revised conditions # 14 and #22. Item No.2: Plannina Application No. PA03-0485 A Tentative Parcel Map to subdivide a 5.19 acre parcel ( 4.19 net acres) into three (3) commercial parcels with a minimum lot size of 1.17 acres. Southeast corner of Overland and Ynez Road. Associate Planner Cheryl Kitzerow presented a brief overview of the project stating a Development Plan was approved for the site to permit two restaurants and a retail building on the site. Staff has reviewed the proposal and determined it is consistent with the General Plan and zoning regulations within the Community Commercial Zoning District. Staff has recommended approval with the attached conditions. Principal Planner Hazen questioned the conformity of the Building Footprints to the approved site plans for the project. Principal Planner wanted to know if there were any setback problems. Recalling the Conditions of Approval, Principal Planner Hazen wanted to make sure the MSHCP fees and the DIF Fees were collected at the proper time. Principal Planner opened the Public Hearing at 1 :43 PM. Principal Planner, Hazen closed the Public Hearing at 1:44 PM No further requests to speak were presented. Principal Planner Hazen approved project.
