PUBLIC/TRAFFIC SAFETY COMMISSION
MAY 27,2004
CALL TO ORDER
The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, May 27, 2004, in the City Council Chambers of Temecula City
Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Chairman Connerton led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners Jacobs, Ramos, and Chairman Connerton
Absent:
Lanier.
PRESENTATION:
Mr. Len Borok presented the end of the year review for 2003 Community Action Patrol
program (CAP), highlighting the following:
Background and History;
Equipment;
Three types of patrols conducted by CAP;
0 Routine 1880 hours of which 940 hours were on the road;
0 Extra and;
0 Event;
Unscheduled event patrols, 269 hours;
Scheduled event patrol 247 hours;
Total hours 2396 hours;
Number of hours provided by CAP for calendar year 2003;
2004 outlook and goals:
That the goal would be to increase the CAP membership. This increase would
allow routine patrols to increase to at least six and possibly seven per week.
More CAP members would translate to more "Eyes and Ears" for the Routine
Patrol efforts.
That more CAP members would also increase the number of volunteers available
for unscheduled patrols, freeing up more Police Officers at accident/incident
scenes, and allowing them to go back on their respective assigned duties.
That to accomplish this, the streamlining of, and frequency of the CAP
indoctrination training must be addressed, so that recruiting new members can
be completed in a more timely manner;
That it would be the CAPs team goal to pursue this issue in 2004.

SUMMARY:
That the City of Temecula is a Safe Place to Live and Work.
Chairman Connerton thanked the CAP team for all their hard work and dedication and
for all the hours that they have given to the program.
Commissioner Ramos commended the CAP team for their excellent work.
Commissioner Jacobs extended his appreciation to the CAP members for their
dedicated work.
Lieutenant Chris Davis, patrol operations and traffic bureau for the Temecula Police
Department, stated that Officer Ron Griffith is a 15 year Veteran as a DUI enforcement
officer; that as of December 2003, Officer Griffith has made approximately 70 DUI
arrests in the City of Temecula; and that his dedication to citizens of Temecula is
appreciated and commended by all.
Chairman Connerton presented Officer Griffith with a plaque for outstanding
performance and dedication to the Temecula Police Department DUI Enforcement
Program.
The Commission thanked Officer Griffith for his hard work and dedication.
PUBLIC COMMENTS
Mr. Rob Leanza, 41555 Eagle Point Way, noted the following in regard to the newly
installed stop sign at Meadows Parkway and Royal Oaks:
That the noise is uninhabitable;
That the residences on the corner of Meadows Parkway and Royal Oaks have an
$80,000 difference in value compared to the residences down the street;
That there are four (4) residences that currently went up for sale due to the
newly installed stop signs on Meadows Parkway and Royal Oaks;
That there are a number of cars who do not stop;
That what was initially intended to be a safety issue has turned into a false sense
of security;
. A tape was dispensed for the Commission to review.
For clarification, Director of Public Works Hughes stated that staff would be happy to
review the tape but noted that unless one of the Commissioner's requests that this item
be brought back to the Commission, the action has already been taken by the City
Council.
For Mr. Hughes, Chairman Connerton requested that the item be brought back to the
Commission at the next Public Traffic Safety meeting so that the tape brought in by Mr.
Leanza could be reviewed at that time.

Mr. Ed Lindsey, 42375 Camino Merano, commended the Public/Traffic Safety
Commission for their efforts in lowèring the number of vehicles speeding through the
neighborhood.
Mr. Jack Morehouse, 41334 Salt River Court, President of the Ridgeview Rancho
Homeowners Association (HOA), relayed that there is a high number of vehicles
traveling through the area and would request that the Commission and staff agendize
this item for the consideration of closing Calle Pina Colada.

RECOMMENDATION:

exception of Commissioner Lanier who was absent.
COMMISSION BUSINESS
2.
ProDosed CaDitallmDrovement Proqram - Fiscal Years 2005-2009
RECOMMENDATION:
2.1
That the Publicrrraffic Safety Commission review and discuss the
proposed Capital Improvement Program (CIP) Circulation Projects for
Fiscal Years 2005-2009.
Director of Public Works Hughes provided a presentation of the proposed Capital
Improvement Project (CIP) for the next five (5) years by Power Point Presentation,
advising the following: that the proposed CIP was presented to the City Council in a
workshop forum a week ago and will be scheduled to move forward to open session for
the City Council on June 8, 2004; that the purpose of the presentation is to ensure that
the Publicrrraffic Safety Commission is aware of all the proposed projects; and advised
that current CIP has 111 proposed projects for the next five (5) years, (see staff report)
That there will be:
0 38 traffic circulation projects;
0 27 public facilities improvements;
0 39 park projects (new parks and upgrades to parks);
0 7 redevelopment department projects.

That the proposed total value of the proposed projects will be over four-hundred
and forty million dollars. .
At this time, Director of Public Works Hughes ended his Power Point Presentation and
queried if the Commission had any comments.
For Mr. Hughes, Commissioner Jacobs advised that he was impressed to see how many
projects the City is able to manage in the Capital Improvement Program (CIP).
Commissioner Ramos relayed that City staff does an incredible job and is proud to be a
part of the Publicrrraffic Safety Commission.
For Mr. Hughes, Chairman Connerton requested the following changes:
That Prioritv II, Diaz Road Extension to Cherry Street, be moved to Priority I;
That Prioritv II, Diaz Road Widening from Winchester Road to Rancho California
Road, be moved to Prioritv I; Mr. Hughes clarified that although it will be
necessary to move it from a Priority I to a Priority II, currently there is no funding
for this project.
That Prioritv III, La Paz Street widening from Ynez Road to State Route 79
South, be moved to Prioritv II;
That Prioritv III, Pauba Road improvements West of Margarita Road north side,
be moved to Prioritv II;
That Prioritv II, Santiago Road Assessment District Improvement Project, be
moved to Prioritv I:
That Prioritv III, Temecula Creek Crossing, access to State Route 79 South, be
moved to Prioritv I;
That Prioritv IV, Western Bypass Corridor - Phase I and Phase II be moved to
Prioritv III;
That Prioritv III, Ynez Road widening from Rancho Vista Road to La Paz Street,
be moved to Prioritv II;
. That Prioritv III, Ynez Road widening from Tierra Vista Road to Rancho Vista
Road, be moved to Priority I;
. That Prioritv I, Traffic Signal Installation - Citywide, Jefferson Avenue at Sanborn
Avenue to be moved to vear 2004-05; Mr. Huges noted that the City Council has
moved this up to 2005-06; advising that the Development Impact Fees (DlF) will
not be available until 2005-06.
Director of Public Works Hughes advised the Commission that he will be advising the
City Council of Chairman Connerton's requests for priority changes.

MOTION: Commissioner Ramos moved Chairman Connerton's requests submitted to
the City Council for consideration. Commissioner Jacobs seconded the motion and
voice vote reflected aDDroval with the exception of Commissioner Lanier who was
absent.
3.
School Area Traffic Circulation
RECOMMENDATION:
3.1
That the Publicrrraffic Safety Commission approve the following
recommendations:
SDarkman Elementary School
1.
Modify the striping on Pio Pico Road to provide an additional lane
for student loading/unloading.
Request that the Temecula Valley Unified School District
implement congestion management measures which will
encourage parents to use the southerly parking lot located on
Margarita Road.
2.
Temecula Elementary School
1.
Install an eastbound right-turn lane, red curb, and provide
westbound left-turn access into the site from Margarita Road when
the new driveway opens.
Marqarita Middle School
1.
Provide direction to staff regarding potential "U" turn restriction
alternatives on Margarita Road east of Avenida Barca.
Principal Engineer Moghadam presented a staff report (as per agenda material), noting
the following:
That at the Meeting of April 22, 2004, the PublicfTraffic Safety Commission
received a request from Ms. Kerry Hoffmans to review the feasibility of widening
Pio Pico Road, east of Margarita Road, to relieve traffic congestion in front of
Sparkman Elementary School;
That staff met with Mr. Bill McKinney of Temecula Valley Unified School District
(TVUSD), to review potential alternatives that could alleviate congestion at
Sparkman Elementary during the student drop off/pick-up periods;
0 That one alternative would be to remove the existing bike lanes on Pio
Pico Road, east of Margarita Road, and relocating the existing striping to
provide additional lane for loading/unloading and;
0 that in conjunction TVUSD agreed to implement changes which would
encourage parents to use the south parking lot located on Margarita Road
as an alternate student loading/unloading area; that however, due to the

median and Margarita Road, parents would not be able to make a direct
left turn access to' go southbound on Margarita Road;
. That while the proposed alternatives may not completely eliminate the
congestion during peak drop-off/pick-up periods, it would provide some relief at
the intersection of Pio Pico Road and Margarita Road.
At this time, the Public Hearing was opened.
Ms. Darilynn Fields, 31840 Calle Redondela, expressed concern with traffic congestion
on Pio Pico Road in front of Sparkman Elementary School and suggested having
parents park on the easterly portion of Pio Pico.
Ms. Kerry Hoffmans, P.O. Box 892881, stated that she concurs with staff's
recommendation and also concurs with Ms. Darilynn's suggestion of having parents park
on the easterly portion of Pio Pico.
Ms. Rebecca Weersing, 41775 Yorba Avenue, expressed concern with the traffic
situation on Pio Pico and Margarita and also concurred with Darilynn's suggestion.
Ms. Michelle Anderson, 43797 Burletta Street, suggested assembling a task force
between the City, TVUSD, and PTAs to encourage a "Walk to School Week" to help to
encourage kids to walk to school.
At this time, the Public Hearing was closed.
Commissioner Ramos concurs with staff's recommendation and would request that
parking from Redondela Court to Margarita Road be restricted.
Commissioner Jacobs expressed concern with the removal of bike lanes; and concurred
with Ms. Anderson's suggestion of encouraging the kids to walk to school; and is of the
opinion that staff's recommendation would not have any long term effect.
Chairman Connerton concurred with staff's recommendation but also expressed concern
with the elimination of bike lanes; but is in concurrence with the use of the south parking
lot as a drop-off/pick-up area.
Mr. Moghadam noted that although it will not be a perfect solution, it would be a quick
and relatively inexpensive solution; and that there would not be any major side effects
from the proposal.
Mr. Bill Mc Kinney, Director of Transportation for the School District, relayed the
following:
. That the School District has been working with staff to find a solution;
. That the southern lot would be available to drop-off/pick-up;
. That another option would be to install delineators which would prevent left-hand
turn into the parking lot headed in a westerly direction;

That he will explòre the possibility of having a left-turn and a right-turn exiting the
parking lot.
For Chairman Connerton, Sergeant Pino commented on the following:
. That it would be his opinion that the bike lanes do not necessarily create safety
zones for the cyclist in that area;
That in his opinion, removing the bike lane for the proposed recommendation is
a good solution;
That having two cars exiting at the same time (left-turn, right-turn) could be
hazardous;
That with the proposed recommendation and police enforcement efforts, this
would help to alleviate some of the congestion during the peak drop-off/pick-up
hours;
That there are not enough resources to have a net-officer posted every day.
MOTION: Commissioner Ramos moved to approve staff's recommendation and to
review this item in October. Chairman Connerton seconded the motion and voice vote
reflected aDDroval with the exception of Commissioner Jacobs who voted No and
Commissioner Lanier who was absent.
Principal Engineer Moghadam presented a staff report in regards to Temecula
Elementary School and Margarita Middle School, relaying the following:
Temecula Elementary School
That staff met with representatives of TVSD and it was requested that staff
investigate the feasibility of modifying the painted median on Margarita Road in
front of Temecula Elementary School to provide left-turn access into the school
site;
That an evaluation of conditions was performed determining that the striped

evaluation revealed that the eastbound curb lane is wide enough to support a
much needed eastbound right-turn lane at the Moraga Road intersection;
however, the striping of the right turn lane will require restricting parking on
Margarita Road adjacent to the school; and that all of the on-site improvements
have not been completed the striping modification improvements should be
deferred until the driveway opens;
That therefore, staff recommends the installation of an eastbound right-turn lane,
red curb, and providing left-turn access into the site from Margarita Road when
the driveway opens.

For the Commission, Mr. McKinney relayed that the new driveway will be the new
ingress into the school; that the existing entrarice will bè shut down and sothat as traffic
makes the right-hand turn, they will not be stacking up to enter into the school; and that
this would be doubling in size for parents to access the campus.
Marqarita Middle School
That staff received a request from the TVUSD Board Members to investigate the
feasibility of restricting mid-block "U" turn movements occurring on Margarita
Road in front of Margarita Middle School;
That the driveway located at the east end of the school provides ingress to the
site while the westerly driveway is designated for egress only;
That the two-way left turn lanes located on Margarita Road in front of the school
serves a dual function by providing storage for left-turns in the school and a
refuge lane for left-turns out of the school; and that passenger loading/unloading
is allowed on Margarita Road, motorists often execute mid-block U-turns and that
while this alternative would only provide a "quick-fix" solution in the immediate
area of the school, it would only move the U-turn movements to other locations;
. That the most effective way to restrict U-turns is to construct a raised median
between Avenida Barca and La Serena Way which would effectively limit U-turn
movements to the intersections only;
For the Commission, Principal Engineer Moghadam noted that he is not aware of any
major accidents in that area.
Sergeant Pino relayed that the U-turns that are taking place are illegal; and that the
center median that is being proposed would help to alleviate some of the existing
problems.
For Commissioner Jacobs, Mr. Moghadam clarified that the proposed recommendation
would be at a signalized intersection, that U-turns would be allowed.
At this time, the Public Hearing was opened.
Due to no speakers at this time, the Public Hearing was closed.
Commissioner Jacobs expressed concern approving staff's recommendation for
Sparkman Elementary School and Margarita Middle School; that he would request that
staff agendize " A Walk to School Week i.e. Safe Routes to School" for Temecula; and
that he is of the opinion that this would be along term benefit rather than a "quick-fix".
For the Commission, Director of Public Works Hughes relayed that the above mentioned
items would be a very time consuming type of activities; that this would not be in the
current budget; and that if the Commission would like to explore it further, it could be
brought back to the Commission at a later time to prepare a report to identify funding
sources, if any, in August or September.

For Mr. Hughes, Chairman Connerton noted that he would request to have "A Walk to
School Week", beagendized for July. . . .
Commissioner Jacobs suggested that staff work with Temecula Valley Unified School
District (TVUSD), law enforcement, and as many other entities as possible to help with
funding sources.
Chairman Connerton suggested forming a subcommittee in August and that the
Commission appoint Commissioner Jacobs to spear head the program.
MOTION: Commissioner Ramos moved to approve staff's recommendation for
Temecula Elementary School and Margarita Middle School. Commissioner Jacobs
seconded the motion and voice vote reflected aDDroval with the exception of
Commissioner Lanier who was absent.
4.
Request for Crosswalk - Meadows Parkwav and Roval Oaks Drive
RECOMMENDATION:
4.1
That the Publicrrraffic Safety Commission deny the request to install a
crosswalk at the intersection of Meadows Parkway and Royal Oaks Drive.
Principal Engineer Moghadam presented a brief staff report (of record), noting the
following:
. That at the Public/Traffic Safety Commission meeting of March 22, 2004, the
P/TSC approved staff's recommendation that the City Council adopt a resolution
establishing multi-way stop signs at the intersection of Meadows Parkway and
Royal Oaks Drive, that although the intersection did not satisfy the necessary
warrants based on vehicular volume, staff recommended the installation of stop
signs primarily because of visibility constraints;
. That at the City Council meeting of April 13, 2004, the City Council approved the
Commission's recommendation; that the City Council directed staff to review the
feasibility of installing a marked crosswalk on Meadows Parkway and bring the
item back to the Public/Traffic Safety Commission in sixty (60) days for further
consideration;
That since the testimony indicated that the majority of the pedestrians crossing
Meadows Parkway were school children, pedestrian count data was collected
during morning and afternoon peak hours; and that data revealed that there were
no pedestrians observed crossing Meadows Parkway during the process;
That it was mentioned that the school bus stops at the intersection to load and
unload passengers and that children were required to cross Meadows Parkway
during this process;
That although the school bus does load and unload children on the west side of
Meadows Parkway, staff did not observe any school aged children/pedestrians
crossing Meadows Parkway during the loading/unloading process;

. That marked crosswalks are typically installed at controlled locations where there
is a need to emphasize the presence of pedestrians such as adjacent to schools
and at signalized locations; and that a crosswalk at this location would not be
consistent with the City's current practice;
That furthermore, the installation of marked crosswalks could create a false
sense of security for pedestrians crossing Meadows Parkway;
That staff would recommend that he Commission deny the request for a marked
crosswalk at the intersection of Meadows Parkway and Royal Oaks Drive.
At this time, the Public Hearing was opened.
Mr. Rob Leanza, 41555 Eagle Point Way, concurs with staff recommendation to denv
the request to install a crosswalk at the intersection of Meadows Parkway and Royal
Oaks.
Ms. Carol Malin, 41507 Eagle Point Way, thanked the Commission for the installation of
the stop signs at Meadows Parkway; but that she would request a crosswalk at this
location due to the curvature of the road and incline of the hill; stating that at the last City
Council meeting she distributed a signed petition from neighbors who are in favor of a
crosswalk at Meadows Parkway and Royal Oaks.
At this time, the Public Hearing was closed.
Commissioner Jacobs relayed that he supports staff's recommendation to denv the
request to install a crosswalk at the intersection.
For Chairman Connerton, Sergeant Pino relayed that crosswalks do create a false sense
of security.
Mr. Moghadam clarified for the Commission that the current stop signs are considered
controlled crosswalks.
MOTION: Commissioner Jacobs moved to approve staff's recommendation.
Commissioner Ramos seconded the motion and voice vote reflected approval with the
exception of Commissioner Lanier who was absent.
5.
Request for Removal of Double Yellow Centerline - Calle Pina Colada
RECOMMENDATION:
5.1
That the Publicrrraffic Safety Commission deny the request for
permanent removal of the double yellow centerline.
Principal Engineer Moghadam presented a staff report (of record), noting the following:

That staff received a petition from the residents of Calle Pina Colada requesting
that the double yellow centerline and raised pavement markers be removed from
Calle Pina Colada due to perceived increase in vehicular speeds;
. That however, staff's observations do not support the residents' perception that
vehicular speeds have increased on Calle Pina Colada;
. That it should be noted that centerlines have been striped on several similar
streets in the vicinity;
. That speeds have decreased since the centerline was removed but that it is
staff's opinion that it is attributed to the roadways rough surface, debris, and
appearance that the area is under construction, rather than the removal of the
markings.
For the Commission, Mr. Hughes relayed that Calle Pina Colada serves as a residential
collector road.
At this time, the Public Hearing was opened.

centerline on Calle Pina Colada.

(6) month speed survey and that this motion be sent to the City Council for final
approval. Commissioner Jacobs seconded the motion and voice vote reflected
aDDroval with the exception of Commissioner Lanier who was absent.

BACKGROUND:
At the meeting of May 27, 2004, the PublicfTraffic Safety Commission received a request for
removal of the multi-way stop signs at the intersection of Meadows Parkway and Royal Oaks Drive
to reduce the noise created by vehicles stopping and accelerating at the intersection. A video
illustrating the noise was presented to the Commission for review by Mr. Rob Leanza.
Subsequently, staff was directed to agendize this item for the next meeting. The public has been
notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda
notification process and by mail.
At the meeting of March 25, 2004, staff recommended the installation of multi-way stop signs at this
location due to the limited visibility looking south from Royal Oaks Drive. The issue of noise
associated with the installation of multi-way stop signs was addressed in the staff report and
reiterated at the meeting during the public hearing. For this reason, staff required that a petition
signed by all the residents of the immediate vicinity of the proposed stop signs, be included along
with the request. Mr. Leanza's signature was included on that petition.
If removal of the stop signs is considered by the Commission, the raised median island on Meadows
Parkway would have to be modified to eliminate left-turns in and out of Royal Oaks Drive.

Temecula Valley High School Site Improvements
RECOMMENDATION:
That the PublicfTraffic Safety Commission receive and file the report and make any necessary
recommendations.
BACKGROUND:
The Temecula Valley Unified School District (TVUSD) is in the process of developing a long term
improvement plan for the Temecula Valley High School campus site. These improvements include
construction of additional ball fields, parking lots, and replacement of the existing modular facilities.
These improvements are planned for construction in phases over the next several years. It should
be noted that the proposed improvements are not anticipated to increase the number of students
attending Temecula Valley High School.
Staff will provide a brief overview of the proposed improvements. Mr. Dave Gallaher, Director of
Facilities, TVUSD, will be available to address specific details regarding the on-site improvements.
The public has been notified of the Publicrrraffic Safety Commission's consideration of this issue
through the agenda notification process.

PROJECTS UNDER CONSTRUCTION
1. Rancho California Road Bridge Widening Over Murrieta Creek
This project will widen Rancho California Road Bridge over Murrieta Creek 35 feet on the south and
15 feet on the north to provide four additional traffic lanes. The goal is to open the bridge in July,
with the channel extending into late July. The allowable working days extend into September of
2004.
2. John Warner Road Assessment District
Under this project an assessment district was formed. This district includes the construction of street
and storm drain improvements in the John Wamer Road area. Paving work on the project is now
complete, with the exception of the cap course on John Warner Rd. from Colver Ct. west to the
project limits. This was left out for now until the RCWD water main extension work is complete.
Final plans for that work should be received from RCWD by 6/21/04. All roadway work on La Presa
Loop is yet to be done, with the possibility of going back to the original design. Negotiations with the
property owner to the east (Simonetti) will determine the final configuration of this street. Remaining
few concrete driveways are to be completed this week, AC dike work will be done next week, at
which point the project will be at the punch list stage.
3. Rancho California Road Widening & Median Modifications East of Ynez Road
The project will include the closing of the two median openings on Rancho California Road in front
of the Town Center, while lengthening the left turn lanes atYnez Road, Town Center Drive, and Via
Los Colinas to improve traffic circulation. In addition, a dedicated right turn lane will be added on the
eastbound direction on Rancho California Road at Ynez Road. Stage 1 construction (right-turn lane)
was completed on 5/25/04; traffic was switched to Stage 2 (median island work) on 5/26/04. Stage
2 construction proceeding on schedule and it is to be completed by 6/21/04. The estimated project
completion date is 7/15/04.
4. Old Town Community Theatre
This project will construct a 20,000 square foot community theater complex and refurbishes the
existing Mercantile Building. The acquisition of 4th Street right of way is complete. All
environmental permits have been obtained. Construction started on 3-3-04 and the allowable
working days (14 months) extend to 4-13-2005. Work is progressing on the foundation systems
and site utilities.
5. Pechanga Parkway Storm Drain Improvements - Phase II
This project will construct the storm drain triple box culvert and the channel improvements north

of Loma Linda. As part of this stage the entire Pechanga Parkway, Phase II project will be
environmentally cleared in accordance with the California Environmental Quality Act (CEQA).
The construction contract was awarded to Yeager Skanska Inc. Construction began on May 18
and is scheduled for completion on December 14. The project includes construction of a storm
drain and open channel from Loma Linda Road to Temecula Creek. The contractor is
scheduled to finish excavation north of Muirfield Drive the week of June 21 and begin formwork
shortly thereafter. Work will begin just north of Loma Linda Road during the week of June 21.
Additional pavement and stripping will be installed on Loma Linda and traffic will be allowed
through the construction zone.
6. Slurry Seal Project. FY 2003/2004
This project continues the annual slurry seal program for City streets. All streets have been
slurried. Additional slurry work was performed on Enterprise Circle North, Enterprise Circle
South, and Overland Drive. Remainder of work includes replacement of pavement delineation
and general clean up. Project is on schedule.
7. Diaz Road Realignment Phase I, Traffic Signals
Under this project, two traffic signals will be installed, one on Diaz Road at Rancho Way and the
other one on Rancho California Road at Business Park DriveNincent Moraga. Also, a northbound
lane will be added on Diaz Road from Rancho Way to Via Montezuma (Low Flow Crossing).
Contractor started work on 6/7/04. Excavation of the area where a lane to be added is on-going.
8. Vail Ranch Park (Near Pauba Valley School) . Add Amenities
This project will add amenities, including play equipment, to the recently annexed Vail Ranch Park.
A pre-construction meeting was held on June 7th. The contractor submitted the equipment
information for review and approval.
9. Jefferson Avenue Pavement Rehabilitation. Phase II
This project will rehabilitate Jefferson Avenue from south of Overland Drive to Rancho California
Road. The design includes a complete reconstruction of the road within the project limits. In
addition, problematic driveways will be reconstructed. The Pre-Construction meeting was held on
6/8/04 and construction will start on 07/06/04 and end in October. The RCWD Pre-Job meeting was
held on 6115/04. All of the Right-of-Entry forms have been executed and returned by the property
owners. Contractor will submit the Traffic Control Plan this week. The City's property owner
notifications have gone out this week.
10. Landscaping and Sidewalk On SR 79 South (Old Town Front Street to Pechanga
Parkway)
The project consists of the design and construction of new sidewalk, irrigation, and landscaping
along State Route 79 South between Old Town Front Street and Pechanga Parkway. City and CA
Sunset HOA did not reach amenable terms on the Landscape Maintenance Agreement. Base Bid
(sidewalk only) will be awarded to C. S. Legacy Construction, Inc. on 06/22/04. We anticipate
beginning construction in early July.

PROJECTS IN DESIGN
1. Pechanga Parkway (Formerly Pala Road) Improvements - Phase II (SR 79 South to
Pechanga Road)
This project will widen Pechanga Parkway (formerly Pala Road) to its ultimate width from the
Pechanga Parkway Bridge to Pechanga road. The City is working with Caltrans' Local Assistance
and City's Environmental Consultant to re-classify the Preliminary Environmental Document
Classification (NEPA) of the project to a Categorical Exclusion with required technical studies
(involving Federal action). The Planning Department completed Addendum No.3 to the Wolf Creek
EIR and the Notice of Determination (NOD) for the project. The Addendum and NOD were needed
to satisfy all CEQA requirements for the project. Corps of Engineers is requiring that the City
process an individual permit in addition to a nationwide permit for the Wolf Valley Creek Channel.
This project was divided into two stages. The first stage is to construct the storm drain triple box
culvert and the channel improvements north of Loma Linda. The second stage will construct the
remaining street improvements and drainage structures. Construction of this stage will start once the
first stage is completed.
2. Pechanga Parkway Landscape Improvements
This project will complete the landscaping that was required as part of doing the sound walls on
Pechanga Parkway. The plans have been completed and the specifications are being prepared. It is
anticipated that this project will go out to bid in July 2004. TCSD is obtaining the necessary right-of-
way for the maintenance of the landscape area.
3. Pechanga Parkway. Muirfield Drive Traffic Signal
Under this project, a traffic signal will be installed on Pechanga Parkway at Muirfield Drive. The
consultant submitted a preliminary design 30% plans should be submitted to the City the week of
June 28.
4. Temecula Library
A full service library, approximately 34,000 square feet in area, will be designed and built on Pauba
Road, just west of Fire Station #84. This project will provide the community with library resources
and services. A separate parcel has been created for the library for bond purposes. The City was
approved for funding by the State on October 28, 2003. TCSD will coordinate the submittal of plans
between the architect and the State. Public Works will take the lead on all utility issues, bidding, and
construction management. The various utility issues are being addressed, I.e. services, protection,
relocation..Etc. The project will be advertised for bids once the plans are approved by the State and
all issues are resolved. An agreement to design the Pauba Road Waterline Extension (to service the
library) was approved and the design is underway.

5. Pauba Road Improvements - Phase II (Margarita Road to Showalter Road)
This project will widen Pauba Road from Showalter to just west of Margarita Road to its ultimate
width. The City has reviewed the 100% Design Plans submitted by the consultant. Specifications
are under review. Plans were sent to all utilities and utility issues are being addressed. Work is
being coordinated with the library project, which resumed since State funds have been secured. A
new RCWD water line is under design to service the library project. It will tie into an existing line that
ends just west of Margarita Road.
6. Murrieta Creek Bridge. Overland Drive Extension to Diaz Road
This project will entail alignment studies and the design of an extension of Overland Drive, westerly
to Diaz Road, which includes a new bridge over Murrieta Creek. The project includes the widening
of Overland Drive from Jefferson Avenue to Commerce Center Drive, and the extension of Overland
Drive across Murrieta Creek to Diaz Road. Staff prepared an amendment to the original agreement
for the PS&E. Council approved the amendment that included a scope of work to complete the PS &
E. The consultant will submit 30% design plans the week of July 26.
7. Temecula Sports Complex
A new 40+ Acres sports complex will be built at the corner of Pechanga Parkway and Deer Hollow
Way. The City Council approved the Conceptual Master Plan of the project and funding at the
January 14, 2003 meeting. Project went to council for permission to advertise at the May 25th
meeting. Project plans are back from consultant with the 5th submittal under city staff review.
Coordination efforts with the developer and utility companies continue.
8. Bridge Barrier Rail Upgrade, Rainbow Canyon Road over Pechanga Creek/Del Rio Road
over Empire Creek
This project will replace the existing barrier rails of the Rainbow Canyon Bridge over Pechanga
Creek and the Del Rio Road Bridge over Empire Creek Project plans and specs are 100% complete
and are ready to bid. Caltrans Local Assistance group was provided with copy of submittals for the
third time. We finally got confirmation that it was sent to Caltrans HQ for Authorization to Construct.
9. Fire Station. Wolf Creek Site
A fire station will be built at the Wolf Creek Site. Standard Pacific Homes has posted a deposit for
the redesign of the station to better match their development architecture. STK contract amendment
is going to the City Council on 6/22/04. STK will commence making design revisions once the
amendment is finalized. It should be a 3-4 months process plus time for plan checks.
10. Murrieta Creek Multi Purpose Trail
This project will build portions of the equestrian and bike trails along Murrieta Creek within City
limits. The City has received a federal grant of $1,214,000. Caltrans has given the City the
"Authorization to Proceed with Preliminary Engineering." We are working with US Army Corps of
Engineers (USACOE) and Riverside County Flood Control to coordinate the trail design with the
Murrieta Creek Improvement project. The City received comments from Caltrans on the Preliminary
Environmental Study (PES) on April 22, 2004 and is working on addressing them. The Natural
Environmental Study (Minimal Impacts) (NES (MI)) was submitted to Caltrans on April?, 2004, no
comments have been received to date. The next meeting will be held in June.

11. State Route 79 South Medians
Under this project medians will be constructed on State Route 79 South within the City of Temecula
limits. PDC is making the 1st plan check (30%) corrections.
12. Guardrail Installation and Replacement On Rainbow Canyon Road
In this project, old guardrails will be replaced and new guardrails will be installed in needed locations
on Rainbow Canyon Road within the City ofTemecula. Progress on PS&E continues. We anticipate
receiving 60% plans this month. Caltrans Environmental is reviewing the Preliminary Environmental
Study and Environmental Document.
13. Old Town Southern Gateway Landscaping
Under this project, 10,000 square feet remnant parcel west of Front Street, which was created by
the realignment of First Street, will be landscaped. Project Plans are back to the consultant for
corrections with resubmittal scheduled for mid June.
14. Rancho California Road Widening, Old Town Front Street to 1-15 (Southside)
This project will provide a right turn lane for southbound 1-15 motorists and explore the possibility of
providing a dual left turn lane from westbound RCR to southbound Front Street. Alternatives study
is complete and the City has chosen alternative no.1. (widen the south side of the entire length
between Old Town Front and 1-15). An environmental assessment was sentto planning and work is
progressing on finalizing a location for the wall and property acquisition.
15. Fire Station - Northeast Site (Roripaugh Ranch)
This project will construct a new fire station in the north part of the City. The timing of the station will
be impacted by the developer's ability to provide finished street grades, final site utilities, and finish
all site grading. The building department has approved the plans; approval is pending from Fire,
TCSD, and Planning. The grading plan is being revised for the second plan check submittal. The
developer has agreed to provide site specific geotechnical report and perform the mass, rough and
final grading of the site. PS&E approval and authorization to be bid is anticipated in July.
16. Main Street Bridge Over Murrieta Creek (Replacement)
This project will replace the existing Main Street Bridge over Murrieta Creek. 30% design plans were
received from consultant Simon Wong Engineering on 6/10/04 and they are being reviewed in-
house. However, the issue of required freeboard is outstanding, and a recent development that may
change this from 1.0' to 2.5' may have major project (schedule and cost) implications. A team
meeting on 6/24/04 will address this issue.
17. Vail Ranch Middle School Basketball Court Lighting
This project will add lights to the basketball courts at Vail Ranch Middle School. Dream Engineering
is preparing lighting plans for second submittal. It is anticipated that this project will go out to bid in
July 2004.
18. Veteran's Memorial
This project will construct a Veteran's Memorial next to the Duck Pond. The artist and the concept
have been chosen. Precise grading plans were received from design consultant RBF on 6/7/04; in-

house review of these plans was complete on 6/16/04 and the plans were returned to RBF on
6/17/04. RBF will incorporate City comments into final grading plans and proceed from there with
the final structural design. Final design package from RBF is anticipated the week of 6/28/04;
project is on schedule for (ceremonial) groundbreaking on 7/4/04..
19. Diaz Road Realignment
Under this project, Diaz Road will be realigned to Vincent Moraga Road at Rancho California Road.
Business Park Drive will be a T-intersection at Diaz. The project is on-hold, except for the two traffic
signals at Diaz Rd. & Rancho Way and Business Park & Rancho California Road. Right of Way
acquisition process is ongoing.
20. Winchester Road Widening Between Enterprise Circle and Jefferson
This project will widen Winchester road between Enterprise Circle and Jefferson Avenue. It will also
add a right turn lane from Eastbound Winchester to Southbound Jefferson, starting at Enterprise
Circle. In-house design and property acquisition process continues. City Council adopted the
Negative Declaration document at the April 13, 2004 meeting and approved the median layout on
Jefferson Avenue at the May 11 meeting. The project is scheduled to go out to bids after we receive
authorization from the City Council at the 6/22/04 Council Meeting.
21. Bus Bench Upgrades
Under this project, bus benches and shade structures will be installed and existing ones will be
upgraded at various locations. Project research on locations of current bus stops, existing bus
bench/shade structures, bus bench/shade structure costs and RTA routes is complete. Bus
bench/shade structure design and location options were reviewed and a report with
recommendations was prepared. The design and locations were approved. Staff has begun
preparing construction bid documents including ADA and permitting requirements.
22. Traffic Signal Installation - Citywide
Under this project, traffic signals will be installed on Meadows Parkway at La Serena and at
Rancho Yista. Staff met with representatives of Temecula Valley Unified School District on
November 20, 2003, to obtain their input on the installation of the traffic signal at the intersection
of Meadows Parkway and La Serena. Final revisions to the plans and specifications are being
completed. This project is expected to be advertised for bids in late June 2004.
23. Pavement Rehabilitation Program - FY 2003/ 2004
This project continues the annual pavement rehabilitation program for City streets. This project is to
be executed through a CCO under PW02-26 Jefferson Avenue Phase II. EnGEN completed the
field borings and are finalizing the Geotechnical Report. PS&E for the Diaz portion of the work is
anticipated this month.
24. Localized Storm Drain Improvements
This project will fix various minor drainage problems in the City. A field review with PW Maintenance
Division was conducted on 01-27-2004. Potential sites are: (1) Front Street, concrete cross-gutter;
(2) East side of Ynez north of Rancho Gal; (3) East side of Vincent Moraga south of Rancho Cal;
and (4 ).Business Park Drive north of City Hall. This project will fix the drainage problem at the ,south
end of Front Street (at the MWD easement). Staff is preparing a conceptual design for presentation
to MWD (since it will be on top of their waterline).

25. Traffic Signal at SR79 South and Country Glen Way
Under this project, a traffic signal will be installed on State Route 79 South at Country Glen Way.
Plans have been approved by Caltrans. Staff started the preparation of specifications for submittal
to Caltrans for their review and comments.
26. Long Canyon Detention Basin. Access Road
This project will construct an access road to the Long Canyon Detention Basin being maintained.
Preliminary research is being performed in order to begin preparing plans.
27. Citywide Concrete Repairs - FY 2003/2004
This project continues the annual Citywide concrete repairs program for City streets. Bid were
opened on 6/14/04. The contract award is scheduled for the June 22, 2004 City Council meeting.
PROJECTS IN THE PLANNING STAGE
1. 1-15/ SR 79 South Interchange - Project Report (PR)
This project will modify the 1-15/ SR 79 South Interchange to accommodate projected future traffic.
This is the next step of project development after the completion of the Project Study Report. RBF
Consulting (the firm that completed the Project Study Report) has agreed to submit a cost proposal
for this stage. We anticipate receipt of the proposal by the end of June.
2. French Valley Parkway Overcrossing and Interchange, Project Report (PR), Plans
Specifications, and Estimate (PS&E) Preparation
This project will construct an interchange between Winchester Road Interchange and the 1-15/1-215
split. The consultant continues to work on the Project Report. Currently, the consultant is working
on some additional traffic studies that both FHWA and Caltrans required. Also, the consultant is
finalizing their comments from the Value Analysis and the Accelerated Construction Technology
Transfer (ACTT) workshops. We are also continuing to pursue the acquisition of a number of
properties to protect them from development. The work on the environmental document continues.
3. City Maintenance Facility and Corporate Yard
Under this project, an expansion of the maintenance facility will be built on the property adjacent to
City Hall. Final version of Master plan will be presented to the City Council along with an amendment
for final design in July. Construction will be completed in phases with phase one being the parking
lot which can be utilized as overflow parking for City Hall. Phase two will expand the present
maintenance yard and phase 3 will construct a maintenance building.
4. Alignment Study for Murrieta Creek Bridge Between Winchester Road and Temecula City
Limits and Diaz Road Extension
This study will determine the alignment and location of the Murrieta Creek crossing between
Winchester Road and the northern City Limits. In addition, the study will be combined with the Diaz
Road Extension alignment study and design. Coordination with the City of Murrieta, Riverside

County Flood Control and Army Corps of Engineers is necessary. The Consultant and Staff met
with Riverside County Flood Control to discuss possible alignments. The consultant is currently
awaiting data from Riverside County Flood Control in order to complete the work on the first draft of
the alignment study. In order to proceed with the design of Diaz Road Extension for the proposed
college, the alignment study was restarted with the existing information.
PROJECTS THAT ARE SUSPENDED OR ON-HOLD
1. Santa Gertrudis Bridge Widening at 1-15
This is Phase II of the Southbound Auxiliary Lane project at the southbound exit ramp for
Winchester Road. This project will widen the 1-15 southbound exit-ramp at the Santa Gertrudis
Creek Bridge to provide an additional lane on the exit ramp just north of Winchester Road. Staff is
revisiting the merits of this project in light of the Project Study Report for French Valley Parkway
Interchange. The study shows that this bridge may have to be removed in the future to
accommodate the new Interchange. This project is suspended indefinitely.

CURRENT STATUS & PROGRESS
This project will widen Rancho Califomia Road Bridge over Murrieta Creek 35
feet on the south and 15 feet on the north to provide four additional traffic
lanes. The goal is to open the bridge in July, with the channel extending into
late July, The allowable working days extend into September of 2004,
Paving work on the project is now complete, with the exception of the cap
course on John Wamer Rd, from Colver Ct. west to the project limits. This
was left out for now until the RCWO water main extension work is complete,
Final plans for that work should be received from RCWO by 6/21/04, All
roadway work on La Presa Loop is yet to be done. with the possibility of going
back to the original design, Negotiations with the property owner to the east
(Simonetti) will detenmine the final configuration of this street. Remaining few
conerete driveways are to be completed this week, AC dike work will be done
next week, at which point the projeet will be at the punehlist stage,
Stage 1 construetion (right-tum lane) was completed on 5/25/04; traffie was
switehed to Stage 2 (median island work) on 5/26/04, Stage 2 construction
proceeding on schedule and It is to be completed by 6/21/04, The estimated
project completion date is 7/15/04.
Construction of a 20,000 square foot community theater complex and
refurbishment of the existing Mercantile Building, The acquisition of 4th Street
right of way is complete, All environmental pemnits have been obtained,
Construction started on 3-3-04 and the allowable working days (14 months)
extend to 4-13-2005. Work is progressing on the foundation systems and site
utilities,
Construction began on May 18 and is scheduled for completion on December
14, The projeet ineludes construetion of a stomn drain and open channel from
Lama Linda Road to Temeeula Creek The contractor is scheduled to finish
excavation north of Muirfield Orive the week of June 21 and begin fonmwork
shortly thereafter. Work will begin just north of Lama Linda Road during the
week of June 21, Additional pavement and stripping will be installed on Loma
Linda and traffic will be allowed through the construction zone
All streets have been slurried, Additional slurry work was pertomned on
Enterprise Circle North, Enterprise Cirele South, and Overiand Drive,
Remainder of work ineludes replacement of pavement delineation and general
clean up, Project is on sehedule.
Under this projeet, two traffic signals will be installed, one on Diaz Road at
Raneho Way and the other one on Raneho Califomia Road at Business Park
DriveNincent Moraga, Also, a northbound lane will be added on Oiaz Road

This project will add amenities, including play equipment, to the recently
annexed Vail Ranch Park. A pre-construction meeting was held on June 7th,
The contractor submitted the equipment infonmation for review and approval,
This project will rehabilitate Jefferson Ave. frOm south of Overland Orive to
Rancho Califomia Road. Griffith Company is our conlractor, The Pre-
Construction meeting was held on 6/8/04 and construction will start on
07/06/04 and end In October. The RCWO Pre.Job meeting was held on
6/15/04. All of the Right-of-Entry fonms have been executed and retumed by
the property owners. Conlractor will submit the Traffic Control Plan this week,
The City's property owner notifications have gone out this week,
City and CA Sunset HOA did not reach amenable tenms on the Landscape
Maintenance Agreement. Base Bid (sidewalk only) will be awarded to C. S,
Legacy Construction. Ine. on 06/22/04. We anticipate beginning construction
in early July.
The City is working with Caltrans' Local Assistance and City's Environmental
Consultant to re-ciassify the Preliminary Environmental Oocument
Classification (NEPA) of the project to a Categorical Exclusion with required
teehnical studies (Involving Federal aetion), The Planning Oepartment
completed Addendum No, 3 to the Woif Creek EIR and the Notice of
Detenmination (NOO) for the project, The Addendum and NOD were needed
to satisfy all CEQA requirements for the project. Corps of Engineers Is
requiring that the City process an individual pemnit in addition to a nationwide
penmit for the Wolf Valley Creek Channel
The plans have been completed and the specifications are being prepared. It
is antieipated that this project will go out to bid in July 2004. TCSD is obtaining
the necessary right-of-way for the maintenance of the landscape area,
Under this projeet. a traffie signal will be installed on Pechanga Parkway at
Muirfield Drive. The consultant submitted a preliminary design 30% plans

The City was approved for funding by the State on Oetober 28,2003, TCSO

CURRENT STATUS & PROGRESS
The City has reviewed the 100% Oesign Plans submitted by the consultant.
Specifications are under review. Plans were sent to all utilities and utility
issues are being addressed. WorK is being coordinated with the library
project, whieh resumed since State funds have been secured. A new RCWO
water line is under design to service the library project. It will tie into an
existing line that ends just west of Marganta Road.
The project includes the extension of Ovenand Onve from Commerce Center
Onve to Oiaz Road. A bndge over Murrieta Creek is inciuded in the design
and coordination with RCFC & WCO and the Corp of Engineers is required,
The consultant will submit 30% design plans the week of July 26,
Project went to council for penmission to advertise at the May 25th meeting.
Project plans are back from consultant with the 5th submittal under city staff '
review, Coordination efforts with the developer and utility companies continue.!
Project plans and specs are 100% complete and are ready to bid. Caltrans
Local Assistance group was provided with copy of submittals for the third time.
We finally got confinmation that it was sent to Caltrans HO for Authonzation to
Construct.
Standard Pacifie Homes has posted a deposit for the redesign of the station to
better match their development architecture. STK contract amendment is
going to the City Council on 6/22/04, STK will commence making design
revisions once the amendment Is finalized. It should be a 3-4 months process
plus time for plan checks,
The City is worKing with Caltrans. US Army Corps of Engineers (USACE) and
Riverside County Flood Control to coordinate the trail design with the Murrieta
Creek Improvement project, The City received comments from Caltrans on
the Preliminary Environmental Study (PES) on Apn122. 2004 and is worKing
on addressing them, The Natural Environmental Study (Minimal Impacts)
(NES (MI)) was submitted to Caltrans on Apn17, 2004, no comments have
been received to date, The next meeting will be held in June,

This project will provide a right turn lane for southbound 1-15 motorists and
duai left tum lanes from westbound RCR to southbound Front Street.
Alternatives study is complete and the City has chosen alternative no.l. (wide
the south side of the entire length between Old Town Front and 1-15). AA
environmental asSessment was sent to planning and wori< is progressing on
finalizing a location for the wall and property aCQuisition.
The timing of the station will be impacted by the developer's ability to provide
finished street grades, final site utilities, and finish all site grading. The
building department has approved the plans; approval is pending from Fire,
TCSD, and Planning. The grading plan is being revised for the second plan
check submittal. The developer has agreed to provide site specific
geotechnical report and perfonm the mass, rough and final grading of the site.
PS&E approval and authorization to be bid is anticipated in July.
30% design plans were received from consultant Simon Wong Engineering on
6/10/04 and they are being reviewed in-house. However. the issue of required
freeboard is outstanding, and a recent development that may change this from
1.0' to 2,5' may have major project (schedule and cost) implications, A team
Oream Engineering is preparing lighting plans for second submittal, It is
anticipated that this project will go out to bid in July 2004,
Precise grading plans were received from design consultant RBF on 6/7/04: in
house review was complete on 6/18/04 and the plans were retumed to RBF or,
6/17104. RBF will incorporate City comments Into final grading plans and
proceed from there with the final structural design, Final design package from
RBF Is anticipated the week of 6/28/04; project is on schedule for (ceremonial)
groundbreaking on 7/4/04,
The project Is on-hold, except for the two traffie signals at Diaz Rd. & Rancho
Way and Business Pari< & Rancho California Road, Right of Way aCQuisition
process is ongoing.
In-house design and property aCQuisition process continues, City Council

Final revisions to the plans and specifications are being completed. This
project is expected to be advertised for bids in late June 2004.
ThiS project is to be executed through a CCO under PW02-26 Jefferson
Avenue Phase II. EnGEN completed the field bonngs and are finalizing the
Geotechnical Report, PS&E for the Oiaz portion of the wor1< is anticipated this
month.
This project will fix the drainage problem at the south end of Front Street (at
the MWD easement). Staff is prepanng a conceptual design for presentation t,
MWO (since it will be on top of their waterline).
Preliminary research is being perfonmed in order to begin prepanng plans,
Plans have been approved by Caltrans. Staff started the preparation of
specifications for submittal to Caltrans for their review and comments.
Bid were opened on 6/14/04. The contract award is scheduled for the June
22, 2004 Cil)' Council meeting.
RBF Consulting (finm that completed the Project Study Report) has agreed to
submit a cost proposal for this stage of projeet development. We anticipate
receipt of the proposal by the end of June,
The consultant continues to wor1< on the Projeet Report, Currently, the
consultant is wor1<ing on some additional traffic studies that both FHWA and
Caltrans required. Also, the consultant is finalizing their comments from the
Value Analysis and the Accelerated Construction Technology Transfer (ACTT)
wor1<shops, We are also continuing to pursue the acquisition of a number of
properties to protect them from development. The wor1< on the environmental
doeument continues.
Final version of Master plan will be presented to the City Council along with an
amendment for final design in July. Construction will be completed in phases
with phase one being the par1<ing lot which can be utilized as overflow par1<ing
for City Hall, Phase two will expand the present maintenance yard and phase
3 will construet a field operations building,
The detenmination of the crossing location will be combined with the Oiaz
Road Extension alignment study and design. Coordination with the City of
Munieta, Flood Control and Anmy Corps of Engineers is necessary, The
Consultant and Staff met with Riverside County Flood Control to discuss
possible alignments. The consultant is currently awaiting data from Riverside
County Flood Control in order to complete the wor1< on the first draft of the
alignment study, Staff has yet to receive the data, In order to proceed with the
design of Diaz Road Extension for the proposed college, the alignment study
was restaned with the existing infonmation.

Completed quarterly reports for QE 3/31/04 for Finance.
Project flnal report and final progress billing of participating costs in process.
Have receIVed approved FNM76 from Caitrans. Can now prepare final report
of expenditures and closing documentation for Overland Bridge Overcrossing,
for submittal to Caltrans.
Specifications library is oontinuously being updated and amended, The boiler-
plate section is also being reviewed and updated,
The Request for Quaiifications for Survey. Geotechnical and Materials Testing,
and Appraisal Services was sent out on Apri119, 2004 and responses were
received on May II. Currently the qualifications are being reviewed and the
recommended finms will go to City Council for approval at the June 22. 2004
Council Meeting.
City received from many contractors blue prints marKed with As-Built
oonditions for various projects. Some of these As-Built conditions have never
been transferred to the project mylars. As-Built plans will be created for all
recent projects, II it was not done.
An Access database was created for our Consultant Selection List.
Infonmation is available on the City's web-site on how to be placed on the list
and responSeS are being entered into the computer as they are received.

Also, City Maintenance staff responded to ~ service order requests ranging from weed abatement, tree trimming,
sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared to ~ service order requests
for the month of April, 2004.
The Maintenance Crew has also put in ~ hours of overtime which includes standby time, special events and
response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of Mav. 2004 was $117.394.22
compared to $56,615.00 for the month of April. 2004.
