June 24, 2004
CALL TO ORDER
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, June 24, 2004, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Jacobs led the audience in the Flag salute.
PRESENTATION: City Clerk Jones duly swore in newly appointed PubliclTraffic Safety
Commissioner Gary Youmans.
ROLL CALL

PUBLIC COMMENTS
None.
COMMISSIONER'S REPORTS
Commissioner Jacobs commended the Police Department for a great job with the Stop
Light Abuse Program (SLAP); stating that he has been using his motor scooter to get
around town and advised that the roads are not pedestrian and bicycle friendly and
would request that the motor officers keep extra care out for pedestrians.
Commissioner Lanier expressed concern with the increased graffiti in the residential
areas.
Chairman Connerton relayed that he has been reviewing the SLAP reports; and advised
that he has received seven complaints from residents who have stated that the
washboards on Moraga have been slurry sealed and requested that Principal Engineer
Moghadam explore this concern.
For Chairman Connerton, Principal Engineer Moghadam noted the following:
That currently there are 695 green light bulbs;
383 green arrows;
That during the last six months 70 light bulbs were replaced due to them not
meeting standards;

That the Public Works Department is working on replacing the LEDs with a
different brand;
That the goal would be to replace every single light that has any visible defect.

RECOMMENDATION:

Approve the Minutes of May 27, 2004.
MOTION: Commissioner Ramos moved to approve the Consent Calendar.
Commissioner Jacobs seconded the motion and voice vote reflected approval with the
exception of Commissioner Youmans and Commissioner Lanier who abstained.
COMMISSION BUSINESS

Multi-Way Stop - Meadows Parkway and Royal Oaks Drive
RECOMMENDATION:
That the PubliclTraffic Safety Commission receive and file the report and
provide direction to staff.
Principal Engineer Moghadam presented a staff report (of record), noting the following:

That at the March 25, 2004, the Commission approved staffs recommendation
for the installation of multi-way stop signs at the intersection of Meadows
Parkway and Royal Oaks Drive;
That the recommendation was made based on limited visibility exiting Royal
Oaks looking south, due to the curvature of the road;
That the City Council approved the Commission's recommendation and shortly
after the signs were installed;
That the issue of noise associated with the installation of multi-way stop signs
were addressed in the staff report and reiterated at the meeting during the public
hearing;
That staff required that a petition signed by all the residents of the immediate
vicinity of the proposed stop signs be included along with the request;
That at the meeting of Mày 27, 2004, the Commission received a request from
Mr. Leanza, for the removal of the multi-way stop signs at the intersection of
Meadows Parkway and Royal Oaks Drive;
At this time, the Commission reviewed a video tape provided by Mr. Leanza.

Principal Engineer Moghadam relayed that the if the removal of the stop signs is
considered by the Commission, the raised median island on Meadows Parkway would
have to be modified to eliminate left-turns in and out of Royal Oaks Drive.
For Commissioner Lanier, Mr. Moghadam relayed that a traffic count study was
performed.
At this time, the Public Hearing was opened.
Ms. Carol Malin, resident of the area stated that she is in favor of keeping the multiway
stop-signs.
Mr. Rob Leanza, resident of the area stated that he would be in favor of the removal of
the multi-way stop-signs.
Ms. Nicky Ramos, resident of the area stated that she would be in favor of the removal
of the multi-way stop-signs.
Ms. Maria Balich, resident of the area stated that due to the noise that the multi-way
stop-signs have created, she has sold her home.
Mr. Dwayne Merrill, resident of the area stated that he is in favor of the multi-way stop
signs.
Mr. David Brookhouser, resident of the area stated that he is in favor of the multi-way
stop signs.
At this time, the Public Hearing was closed.
For Chairman Connerton, Corporal Pringle noted that if it is the will of the Commission,
the area could be patrolled by motor officers.
COMMISSION DISCUSSION
Understanding the concerns of the residents in regard to noise and pollution,
Commissioner Jacobs is of the opinion that the stop-signs should stay as requested and
queried on the feasibility of installing a stop light.
Commissioner Lanier noted that he also understands the concerns of the residents in
regard to noise, but is of the opinion that as people grow accustomed to the stop signs
being there, the noise could decrease and would request the presence of motor officers
to ensure that drivers stop.
Commissioner Ramos echoed the previous comments and is of the opinion that it could
be premature to have the stop signs removed at this time.
Chairman Connerton relayed that he has spent time at the area and relayed that for
safety purposes, the multi-way stop sign should remain as they are.
MOTION: Commissioner Lanier moved to leave the multi-way stop signs as is.
Commissioner Jacobs seconded the motion and voice vote reflected approval.

3.
Temecula Valley Hiqh School Site Improvements
RECOMMENDATION:
3.1
That the PubliclTraffic Safety Commission receive and file the report and
make any necessary recommendations.
Principal Engineer Moghadam presented a brief staff report (of record), noting the
following:
That Temecula Valley Unified School District (TVUSD) is in the process of
developing a long term improvement plan for the Temecula Valley High School
campus site;
That the improvements include construction of additional ball fields, parking lots,
and replacement of existing modular facilities;
That the improvements are planned for construction in phases over the next
several years;
That it should be noted that the proposed improvements are not anticipated to
increase the number of students attending Temecula Valley High School.
Via overhead, Mr. Moghadam presented a brief overview of the proposed projects.
After discussion amongst the Commission, Mr. David Gallaher, Director of Facilities of
the Temecula Valley Unified School District (TVUSD) relayed that the overview given by
Mr. Moghadam (via overhead), were recommendations that were given to the TVUSD by
its traffic engineer, that the School District mayor may not proceed under the
recommendations; that of all the recommendations given by the traffic engineer, the
Margarita parking lot would be of less interest to the School District.
For Mr. Gallaher, Chairman Connerton relayed that if the School District were to move
forward with the Margarita parking lot recommendation, the PubliclTraffic Safety
Commission would like to make recommendations that the School District may want to
consider.
For the Commission, Mr. Gallaher relayed that the traffic engineer does not do a lot of
. school work and that TVUSD does not have any schools that use a parking lot for pick-
up and drop-off.
Commissioner Ramos noted his appreciation for staff, TVUSD, and the Commissioner's
For their efforts in working together to resolve the traffic concerns at the Temecula
Valley High School.
Commissioner Jacobs would be of the opinion that Rancho Vista Road would be an
appropriate place for a traffic signal; and relayed that he has some concerns with the
parking area near the ball fields.

For Mr. Gallaher, Chairman Cônnerton relayed that the Commission would appreciate
being kept abreast of new developments in the future.
At this time, the Public Hearing was opened.
Ms. Rebecca Weersing, resident of Temecula relayed that she would like to see a
proactive approach to making bus transportation more attractive to young people.
At this time, the Public Hearing was closed.
MOTION: Commissioner Youmans moved to receive and file staff's report.
Commissioner Jacobs seconded the motion and voice vote reflected unanimous
approval.
4.
Traffic Enqineer's Report:
Principal Engineer Moghadam relayed that he had no report at this time.
5.
Police Chiefs Report:
Corporal Pringle distributed a police report to the Commission.
6.
Fire Chiefs Report:
Fire Marshal McBride relayed that the new laptop computers have arrived and are being
installed and that there will be a demonstration for the Commission in the near future;
that the Fire Safety Trailer will be available for display on the 4th of July and that a digital
imaging report will be provided at the next meeting.
Chairman Connerton relayed to the Commission that the opening of the Children's
Museum will be on Saturday June 26, 2004.

Digital Technology for EMS Enhancement
RECOMMENDATION:
That the PubliclTraffic Safety Commission review and make a recommendation.
BACKGROUND:
Fire staff was requested by PubliclTraffic Safety Commission Chairman, Darrell Connerton' to:,
evaluate the use of digital technology for use at traumatic and medical incidents. In February, we'
addressed the Commission as to the several options that we were currently looking at and would
return with a recommendation as to what would best serve our, as well as the hospitals needs. We
have discussed with the local hospitals and cooperating agencies the different options available and
have reached a decision to what we feel would be the best option for all of our needs.
We have discussed with County EMS, the concerns expressed regarding patient confidentiality
issues, as long as the pictures are used to relay information to the hospitals and doctors, there are
no issues with patient confidentiality.
Although, the technology and ability to transmit pictures via the internet, as well as wireless, there
were some concerns as to the amount of time it may take to download the pictures and send them
thru a wireless connection. We also had concerns about the hospitals ability to have someone get to
a computer and download the pictures and in the event of multiple accidents, match them up with
the correct victims.

We feel the best option is a digital camera with an onboard portable picture printer. This would allow'.' .
us to take the picture, print them without delay, and send them with the ambulance to the hospital.
The cost of all the required equipment is approximately $800.00 each.
FISCAL IMPACT:
$1,600.00, which is currently in the budget for fiscal year 04/05.

Parking Restrictions - North Jefferson Business Park
RECOMMENDATION:
That the PubliclTraffic Safety Commission consider the installation of signs to reinforce Section
10.16.260, "Certain Commercial Vehicles Prohibited from Parking on Private Property and Public
Rights-of-Way', on Madison Avenue, Buecking Drive, Sanborn Avenue and McCabe Court.
BACKGROUND:
In May 2004, staff received a request from the Emmons Company, on behalf of the North Jefferson
Business Park Board of Directors, to investigate the feasibility of restricting parking on Madison
Avenue, Buecking Drive, Sanborn Avenue and McCabe Court. The public has been notified of the
PubliclTraffic Safety Commission's consideration of this issue through the agenda notification
process and by mail.
Madison Avenue is a 76 foot wide two (2) lane roadway that provides access to numerous
properties between Date Street and Sanborn Avenue. On-street parking is allowed on both sides of
the roadway.
Buecking Drive is a 56 foot wide two (2) lane roadway that provides access between Madison
Avenue and Jefferson Avenue. On-street parking is allowed on both sides of the roadway.
Sanborn Avenue is a 76 foot wide two (2) lane roadway that provides access between Madison
Avenue and Jefferson Avenue. On-street parking is allowed on both sides of the roadway.
McCabe Court is a 56 foot wide two (2) lane cul-de-sac roadway that provides direct access to
Madison Avenue for several properties. On-street parking is allowed on both sides of the roadway.
A review of the reported accident history for the twenty-four (24) month period from January 1,2002
through December 31,2003 indicates that there was one (1) collision on Buecking Drive only. This
collision was not related to on-street parking, and there were no collisions reported on the remaining
roadways.
A review of traffic conditions on Madison Avenue, Buecking Drive, Sanborn Avenue and McCabe
Court indicates that on-street parking is very light on most of the streets. Our observations revealed
that approximately six (6) vehicles were parked along Madison Avenue and approximately fifteen

(15) vehicles on Sanborn Avenue. Of the 6 vehicles on Madison Avenue, four (4) were commercial
vehicles. The majority of vehicles on Sanborn Avenue were parked adjacent to the Federal Express
building.
The results of our evaluation indicate that there are no traffic circulation or safety issues that would
warrant a parking restriction on any of the requested roadways within the Jefferson Business Park.
However, in this case, a commercial vehicle parking restriction would reinforce Section 10.16.260, of
the City's Traffic Ordinance, which prohibits commercial vehicles from parking on private property or
on public rights-of-way unless the vehicle is screened from public view and adjacent properties.

Installation, design and spacing of
signs.
The city traffic engineer is authorized and direct-
ed to cause signs regulating or prohibiting parking
to be installed in the zones now or hereafter provid-
ed by resolution of the city council at such places
as the city traffic engineer is authorized to regulate
parking, standing or stopping pursuant to other
provisions of this chapter or of law, Signs giving
notice of parking time limitations shall be approxi-
mately twelve inches by twelve inches by eighteen
inches in size, with green lines on a white back:-
ground specifying the particular parking time limita-
tion applicable. Such signs shall be spaced at a
maximum interval of two hundred feet, and provid-
ed that there shall be a minimum of four signs in
one block: on each side of the street (art!, 91-16 §
2 (12,08.224))

Curb markings to indicate no
stopping and parking regulations.
A, The city traffic engineer is authorized, subject
to the provisions and limitations of this title, to
place, and when required in this title shall place, the
following curb markings to indicate parking or
standing regulations, and the curb markings shall
have the meanings as set forth in this section:
1. Red, means no stopping or parking at any
time except as pennitted by the Vehicle Code, and
except that a bus may stop in a red zone marked or
signed as a bus zone,
2. Yellow means no stopping, standing or park-
ing at any time between seven a.m, and six p,m. of
any day for any purpose other than loading or un-
loading of passengers, which shall not consume
more than three minutes, nor the loading or unload-
ing or materials, which shall not consume more than
twenty minutes,
3, White means no stopping, standing or parking
for any purpose other than loading or unloading of
passengers, or for the purpose of depositing mail in
an adjacent mailbox, which shall not exceed three
minutes, and such restrictions shall apply between
seven 30m, and six p,m..of any day and except as
follows:
a. When such zone is in front of a hotel or in
front of a mailbox the restrictions shall apply at aU
times,
b, When such zone is in front of a theater or
restaurant the restrictions shall apply at all times
except when such theater or restaurant is closed,
c, Taxicabs shall comply with this subdivision
unless authorized to maintain a taxicab stand adja-
cent to the white curb marking, and provided the
area for the taxicab stand is sign-posted at either end
indicating 'TAXICAB ZONE ONLY,"
4, Green means no standing or parking for lon-

Monthly Departmental Report
The following report reflects special teams, traffic enforcement and miscellaneous activity occurring
during June 2004, The Police Department responded to 38 "priority one" calls for service during the
month of June, with an average response time of approximately 5.6 minutes. A total of 4,963 calls
for police service were generated in the City of Temecula during the month.
During June, the Ternecula Police Department's Old Town Storefront served a total of 299
customers. Fifty-four sets of fingerprints were taken, 43 people filed police reports and 10 people
had citations signed off. Crime Prevention Officer Lynn Fanene participated in a number of special
events, neighborhood watch and community-oriented programs during the month. He also
coordinated requests for patrol ride-alongs and conducted police station tours. Additionally, he
continued to provide residential and business security surveys/visits and past crime follow-up.
Officer Fanene also continued to process City Planning Department submissions of site
plans/conditions.
During June;the POP Teams continued their prôblem oriented policing approach of areas within the
community and made eight felony and 13 misdemeanor arrests for various crimes, including assault
with a deadly weapon. The function of the POP Teams is to address situations that typically require
extended enforcement action or certain expertise in order to solve an on-going problem within a
neighborhood. The POP Teams also continued working with the homeless by assisting them in
relocation efforts whenever possible and appropriate. The POP Teams stepped up enforcement
again in the area of Sam Hicks Park, which has been the site for a number of homeless related
complaints by the public.
The traffic team reported that during the month of June there were 1195 citations issued for
hazardous violations, 68 citations were issued for non-hazardous violations and 116 parking
citations were issued. During the month there were two injury traffic collisions, 48 non-injury
collisions were reported and 10 drivers were arrested for DUI. In other citation summary
information, the Neighborhood Enforcement Team (NET) program resulted in 161 citations being
issued. This program addresses traffic concerns in residential neighborhoods with a dedicated
motor officer. The SLAP (Stop Light Abuse Program) resulted in at least 295 citations being issued.
Monthly Departmental Report - Police Departmenf
During the month of June, the POP officers assigned to the Promenade Mall handled a total of 44
calls for service. The majority of these calls were for shoplifting investigations. During the month,
calls and on-sight activity resulted in the criminal arrest and filings on eight misdemeanor cases.
Officers McElvain and Rahn continued to provide training to security staff during the month. The
mall officers continued to work to prevent vehicle theft and vehicle burglaries. There were two
vehicle thefts and one vehicle burglary reported during the month of June at the mall.
Our five school resource officers have remained active during June. The 'school resource officers
conducted many counseling sessions with students. A total of 55 investigations/reports were
conducted/written by the school resource officers during June. The school resource officers made
misdemeanor arrests for 'car stripping and battery.
The YAT program (Youth Accountability Team) continues to be a success in part through its Youth
Court program. Officer Michelle Medeiros conducted the 135th Youth Court session. The YAT
officer assisted at other schools when,needed and conducted follow-ups with parents of juveniles in
the program. Officer Medeiros also worked with "at risk" juveniles throughout the month and also
conducted counseling sessions with their parents. She assisted the Riverside County District
Attorneys Office and Probation Department by providing training during home visits with
incorrigible/at risk juveniles during the month of June. Officer Medeiros is currently carrying a
caseload of about 30 at-risk juveniles, and cited seven minors for the daytime loitering ordinance.
During the month of June, the Special Enforcement Team (SET Team), consisting of Officers Jeff
Fisher and James Kaffka, continued their narcotic enforcement efforts. Officers Fisher and Kaffka
made four felony and four misdemeanor arrests for various crimes, including narcotic violations.
The SET Team was responsible for the recovery of more than 120 grams of marijuana during June.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Officer Jennifer Wagner and assistant
coordinator Gayle Gerrish, the Police Department's volunteer staff contributed 661 hours of service
in June. Volunteer assignments include computer data input, logistics support, special event
assistance and telephone answering duties.
Community Action Patrol (CAP) Program volunteers have continued their activities, patrolling the city
for graffiti, conducting vacation residential checks and assisting patrol with special logistical needs
and special events. Other duties these volunteers attend to are business checks and abandoned
vehicles and traffic control. The goal of the program is high visibility, which prevents crime from
occurring. CAP Team members contributed 165 hours of service to the community during the
month of June.
The reserve officer program and mounted posse are additional valuable volunteer resources
availàble to the police department. The police department utilizes reserve officers to assist with
patrol, traffic enforcement, crime prevention and a variety of special functions. Reserve police
officers worked a total of 76 hours specifically on patrol in Temecula during June.
The Temecula Citizen Corps Program continued to make good progress during the month of June.
The executive body, or the TCC Council, continued to hold their bi-weekly meetings at Station 84.
The council is comprised of representatives from the police and fire departments, the City, local
business, the Temecula Valley Unified School District, the American Red Cross, and a local citizen.
Almost all of the volunteer leadership positions have now been filled, and the program is
progressing well toward meeting the goals provided by members of the city council. Recruitment
continues and the organization's administrative and operational policies have been formalized and

distributed. The TCC continues to develop nicely, with more than 100 registered volunteers,
boosted recruitment and training efforts.
The Ternecula Police Department was once again involved in the planning and operations of the
Temecula Valley Balloon and Wine Festival, which occurred on June 4th - to June 6th, 2004 at Lake
Skinner. Attendance was good at this annual event, which draws crowds from the Inland Empire
and beyond, This year's event was largely uneventful for the police department; only two individuals
were arrested for being drunk in public, Few problems were reported and ail inl.Ulved seemed to
enjoy themselves.
