MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
JULY 8,2004
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
July 8, 2004, at 1 :30 PM, in the Main Conference Room, located at 43200 Business Park Drive,
Temecula, California. Principal Planner Donald Hazen presiding.
Also present were Associate Planner Cheryl Kitzerow, and Minute Clerk Cynthia Lariccia.
Item No.1:
Plannina Application No. PA03-0718 A Product Review for 166 detached sinale-
familv residential homes located within Plannina Areas 2 and 5 of the Wolf Creek
Specific Plan. Units ranee from 3.083 square feet to 3.628 square feet with 4
different floor plans and 3 architectural desians.
Principal Planner Donald Hazen called the meeting to order at 1 :30 PM.
Associate Planner Cheryl Kitzerow presented an overview and staff recommendations of the
project, highlighting the four different floor plans with three elevations each. The Spanish and
Cottage styles are in conformance with the Design Guidelines of the Wolf Creek Specific Plan.
The Prairie style was not included in the Specific Plan; however, the Planning Director and staff
have determined that the Prairie, as a variation of the Craftsman and the Bungalow styles,
represents the early Californian theme that !fje Specific Plan was trying to achieve.
Associate Planner stated that there is a condition in the report requiring the use of barrel tiles for
the Spanish elevations, which the applicant agreed to.
Staff recommended deletion of Condition #13, which had requested a replacement for
landscape type.
Principal Planner opened Public Hearing at 1:35 PM
Applicant Deborah Siegmund, Standard Pacific Homes, 255 East Rincon Street, Corona, stated
her appreciation of the Associate Planner for stepping into the project and expediting the
application.
Ms. Siegmund emphasized the high level of amenities offered by Standard Pacific. Applicant
has reviewed and concurs with the conditions of approval.
Principal Planner requested a clarification on the "light lace" stucco finish of the Spanish
elevation.
Ms Siegmund stated that in lieu of the smooth stucco finish, which can cause maintenance
problems, the applicant has chosen the barrel tiles that they feel is a more visible style for the
Spanish then the sand finish stucco.
No further requests to speak were presented. Principal Planner closed the Public Hearing
portion on this item.
Principal Planner Donald Hazen approved PA03-0718 with the deletion of Condition #13.
Item No.2:
PA03-0727 A Product Review for 92 detached sinQle-familv residential homes
located within PlanninQ Area 9 of the Wolf Creek Specific Plan. Units ranee from
2 142 square feet to 2.638 square feet with 3 different floor plans and 3
architectural desians.
Associate Planner Cheryl Kitzerow presented an overview and staff recommendations on this
project, highlighting the three different floor plans with three elevations each. Staff had some
concerns with how Plans 2 and 3, two-story units, conform with the Specific Plan requirements
for breaking up elevations on corner lots. In order to meet the requirements, Staff has added
Condition No. 12 which would require additional shutter enhancement treatments on the left
side of Plan 2 and the right side of Plan 3. Applicant will be providing a full barrel tile rather than
the 20/30 smooth sand finish.
Staff recommended deletion of Condition #13, which had requested a replacement for
landscape type.
Principal Planner opened Public Hearing at 1 :40 PM.
Applicant Deborah Siegmund, Standard Pacific Homes, stated that they are complete
agreement with conditions of approval. She referenced Condition #12 with drawings that clarify
the shutter treatments. Staff concurred with the changes.
Principal Planner made a point of clarifying the use of barrel clay roof tiles in that the City could
not mandate clay.
No further requests to speak were presented. Principal Planner closed the Public Hearing
portion on this item. .
Principal Planner Donald Hazen approved PA03-0727 with the deletion of Condition #14 and
noting for the record that the intent is for barrel tile roofs, clay or tile (choice of applicant).
