MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
JULY 22, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on
Thursday, July 22, 2004, at 1 :30 PM, in the Main Conference Room, located at 43200
Business Park Drive, Temecula, California. Principal Planner Donald Hazen presiding.
Also present were Associate Planner Dan long, Associate Planner Cheryl Kitzerow, and
Minute Clerk Cynthia lariccia.
Principal Planner stated that he had a request from the applicant's representative,
Matthew Fagan, to continue Item No.2 on the agenda in order to allow consultants to
have further discussions with City staff on the project conditions. Principal Planner
asked if there was anyone present from the public to speak on the item. No requests to
speak were presented. Item No.2 was continued to the July 29, 2004 Director's
Hearing.
Continued from July 15, 2004
Item No.1:
Plannina Application No. PA04-0255 A Minor Conditional Use Permit to
establish a 6.450 square foot church facilitv. located at 32824 Wolf Store
Road. Unit B
Associate Planner Dan long provided additional information requested from the last
hearing regarding the parking issue.
Principal Planner opened Public Hearing at 1 :34 PM.
Stan Orlaski, lamb of Life Bible Church, 31256 Corte Talvera, Temecula, stated that he
had spoken informally to the tenant that had spoke in opposition at the Director's
Hearing of July 15, 2004 and the parking issue raised was resolved. Mr. Orlaski stated
that he had reviewed and concurs with the conditions of approval.
No further requests to speak were presented.

Principal Planner stated he had reviewed the tenant information with Associate Planner.

Item No.3:
Plannina Application No. PA04-0006 A Product Review for 127 detached
sinale-familv residential homes located within Plannina Area 6 of the Wolf
Creek Specific Plan. Units ranee from 2.474 square feet to 2.935 square
feet with 3 different floor plans and 3 architectural desians.
Associate Planner Cheryl Kitzerow presented an overview and staff recommendations of
this project, highlighting the three floor plans with three different elevations. The two-
story styles include Spanish Colonial, American Farmhouse, and Craftsman which are
consistent with the design theme as described in the Specific Plan. Staff feels that the

design of the units and the materials and colors, with several exceptions, meet or
exceed the requirements of the Specific Plan,
Staff recommends Condition #13 to require second story windows on the enhanced
elevation be multi-paned as well as adding additional shutters on second-story windows
of the right elevation of the enhanced elevation. Another issue discussed is the type of
roof tile proposed for the Spanish elevations. Applicant is willing to do a '1ull stile".
Associate Planner stated that the developer industry classifies barrel tile as '1ull s" and
provided a sample. Associate Planner stated that the applicant has a concern with the
condition that references roof tiles and recommended the items be continued so an
agreement can be reached.
Principal Planner opened Public Hearing at 1 :40 PM
Peter Evans, Woodside Homes, 30920 Via Matalban, Temecula, requested that the
items not be continued and gave an overview of the referenced condition on use of roof
tiles. He believed that the '1ull s tile" accomplishes the goals of the Planning
Commission and the City has for implementing and asking for the full barrel tile. The
'1ull s" gives the more rounded, classic Spanish look and accomplishes the same goals
that the full barrel would give without the impracticality of trying to find a manufacturer
that makes the full barrel in a quantity that is feasible for a production operation.
Tim McGinnis, Woodside Homes, 23121 Antonio Parkway #120, Rancho Santa
Margarita, clarified the term '1ull barrel tile." He stated that there is a two-piece tile, a full
s tile or a low-profile tile.
Mr. McGinnis clarified the enhancement requests on the second-story rear elevations.
Associate Planner requested the removal of Condition #13.
Principal Planner stated that he will not continue the items and that the City can work
through this issue,
Principal Planner added a condition that will replace Condition #14 and move it under
the heading "Prior to Issuance of Building Permits". That condition will state "an s tile
with significant lift or variation shall be reviewed and approved by the Planning Director."
A further discussion on the roofing materials continued. Principal Planner was informed
that the project was in plan check and he did not want to hold up approval based on this
roofing issue. He modified Condition #14 which would state, "prior to the 15th day of the
end of the appeal process, applicant and staff shall meet to give final review and
approval of the roofing tiles for the A elevation Spanish style,"

and deletion of Condition #13.

Item No.4:
Plannina Application No. PA04-0018 A Product Review for 121 detached
sinale-familv residential homes located within Plannina Area 1 of the Wolf
Creek Specific Plan. Units ranee from 2.916 square feet to 3.964 square
feet with 3 different floor plans and 3 architectural desians.
Associate Planner Cheryl Kitzerow presented an overview and staff recommendations of
this project, highlighting the three floor plans with three different elevations. Plan One is
a one-story that will encompass approximately 30% of the lots. Plans Two and Three are
two-story with three elevation types: Spanish Colonial, Monterey and Cottage.
Staff recommends approval with the revision of Condition #13.
Principal Planner opened Public Hearing at 2: 16 PM.
Tim McGinnis, Woodside Homes, 23121 Antonio Parkway #120, Rancho Santa
Margarita, stated that he had no further comments on this project.
