MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
JULY 29, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on
Thursday, July 29, 2004, at 1 :30 PM, in the Community Development Conference Room,
located at 43200 Business Park Drive, Temecula, California. Principal Planner Donald
Hazen presiding.
Also present were Associate Planner Cheryl Kitzerow, Associate Planner Matthew
Harris, Associate Planner Dan Long, Special Projects Engineer Annie Bostre-Le and
Minute Clerk Cynthia Lariccia.

Item No.1:
PlanninQ Application No. PA04-0109 A Tentative Parcel Map No. 32157.
to subdivide 2.42 acres (2 existinQ parcels) into four (4) commercial
parcels with a mimimum lot size of 0.43 acres. located at 28465 Old Town
Front Street
Associate Planner Cheryl Kitzerow presented an overview and staff recommendations of
this project, highlighting the minimum and maximum lot sizes, and the request for a final
map waiver.
Principal Planner requested if there were any comments from Public Works. Project
Engineer stated none.
Principal Planner opened Public Hearing at 1 :32 PM.
Hector Correa, 28362 Vincent Moraga Drive, Suite C, Temecula, stated he has reviewed
the conditions of approval and concurs with the conditions and requested that the map
be approved.
No further requests to speak were presented.

Principal Planner Donald Hazen approved PA04-0109.
Item No.2:
PlanninQ Application No. PA04-0288 a Minor Conditional Use Permit to
establish and operate a 1.474 square foot church expansion consistinQ of
a sanctuary and offices. located at 28780 Front Street (South Creek Mall.
Suite D-4).
Associate Planner Matthew Harris presented an overview and staff recommendations of
this project, highlighting the expansion plans of True Vine Pentecostal Church, and
parking issues. Associate Planner stated that there is more than adequate parking.
Principal Planner asked if the Sunday services were their peak operation and if the
conditions reflected that scope of service. Associate Planner stated their hours are

included in the church's Statement of Operations and that the statement is part of the
conditions.
Principal Planner opened Public Hearing at 1 :34 PM.
Tom Durrance, Pastor, True Vine Pentecostal Church, 28780 Front Street, Temecula,
stated he has reviewed and concurs with the conditions of approval.

Principal Planner Donald Hazen approved PA04-0288.
Associate Planner requested a few minutes recess to wait for his applicant. Principal
Planner recessed the hearing at 1 :35 PM. Hearing was reconvened at 1 :38 PM.
Item No.4:
Plannina Application No. PA03-0558 a First Extension of Time for
Tentative Parcel Map 29466. located at the north side of Santiaao Road.
east of John Warner Road and west of Avenida De San Pasaual.
Plannina Application No. PA04-0465 a Second Extension of Time for
Tentative Parcel Map 29466. located at the north side of Santiaao Road.
east of John Warner Road and west of Avenida De San Pasaual.
Item No.3:
Principal Planner stated that due to the length of processing, Item No.4 would be heard
at the same time.
Associate Planner Dan Long Associate Planner presented an overview and staff
recommendations of this project. Staff requested additional information to clarify
consistency with the General Plan Chaparral Policy. Applicant has submitted that
information and will be consistent with the General Plan.
Principal Planner requested if the Constraint Map was prepared by an Engineer or
Surveyor indicating where the area was to be disturbed Associate. Planner stated that
the applicant has submitted the map and it is on file.
Principal Planner requested clarification with the effective and expiration dates.
Principal Planner opened Public Hearing at 1 :42 PM.
Patti Nahill, PGN, P.O. Box 1006, Murrieta, representing the applicant, reviewed the
conditions and requested deletion and modification of Public Works Condition #30, a-d,
as it did not pertain to the project. Project Engineer concurred.
Associate Planner stated Conditions #5 and #11 are repetitive and made a
recommendation to eliminate 5.
No further requests to speak were presented. Principal Planner closed the Public
Hearing portion on this item.
Principal Planner Donald Hazen approved PA03-0558, eliminating Condition #5 and
modifying the last sentence Condition #30 and eliminating sections a-d of this condition.

Principal Planner opened Public Hearing on Second Extension at 1 :44 PM.
Patti Nahill, PGN, P.O. Box 1006, Murrieta, representing the applicant, reviewed the
conditions and requested modification of Public Works Condition #30, deletion of
Condition #5, and requested changes to Resolutions that were reflective of the effective
and expiration dates. Ms. Nahill also made reference to the effective and expiration
dates on the First Extension of Time.
No further requests to speak were presented.

Principal Planner closed the Public
Principal Planner Donald Hazen approved PA04-0465, eliminating Condition #5 and
modifying the last sentence of Condition #30 and eliminating sections a-d of this
condition.
There being no further business, meeting was adjourned at 1 :46 PM.
