PUBLIC COMMENT
A total of 30 minutes is provided for members of the public to address the Race, Equity, Diversity and
Inclusion Commission on items that appear on the Consent Calendar or a matter not listed on the
agenda. Each speaker is limited to three minutes. For all Business items on the agenda, each speaker is
limited to five minutes. For this meeting, public comments may be submitted and read into the record
pursuant to the important notice provided at the top of this agenda.
CONSENT CALENDAR
All matters listed under Consent Calendar are considered to be routine and all will be enacted by one
roll call vote. There will be no discussion of these items unless members of the Race, Equity, Diversity

RECOMMENDATION: That the Race, Equity, Diversity and Inclusion Commission receive
and file the budget engagement session and provide general recommendations regarding the same.
BACKGROUND: Each year in February, City staff begins the development of the
Annual Operating Budget and the Five -Year Capital Improvement Program. This budget cycle,
staff will be holding Budget Engagement Sessions with each Board and Commission in the
February/March timeframe. These sessions are new to the budget process and are designed to
engage the Board and Commission Members and community early in the development of the
Annual Operating and Capital Improvement Program Budgets. Additionally, the Government
Finance Officers' Association (GFOA), which serves as the oversight agency of the Distinguished
Budget Presentation Award program, has updated its award criteria and recommended best
practices to include increased public and policy maker engagement in the budget process. The new
criteria is effective with the Fiscal Year 2021-22 Budget.

SUBJECT: Receive Presentation Regarding the Rebranding of Friendship Park and Provide
Recommendations on the Interactive Mural Painting, Mosaic Mural, and Bench
Designs

RECOMMENDATION: That the Race, Equity, Diversity and Inclusion Commission receive
a presentation regarding the rebranding of Friendship Park and provide recommendations on the
interactive mural painting, mosaic mural, and bench designs.
BACKGROUND: On August 10, 2020, the Temecula Community Services
Commission, approved the renaming of Friendship Park (formerly known as Pala Park), at the
request of former Council Member Mike Naggar. During the meaningful discussions on race,
equity, diversity and inclusion at the City Council meeting of July 28, 2020, Council Member
Naggar publicly introduced the proposed name change for the park. At that meeting, it was
specifically noted that challenges of inclusion, often associated with racial, ethnic, cultural, and
ability differences, are usually a result of learned behavior, not genetics. Ralph Waldo Emerson
once quipped that "the only way to have a friend is to be one." According to Council Member
Naggar, "If you teach children how they should live, they will remember it all their lives."
Foundationally, Friendship Park begins and ends with the concepts of Emerson and Naggar, where
play knows no race, no culture, and no difference in ability — it is open to all. These lifelong
lessons will serve Temecula's current and future generations by providing extraordinary
experiences for all.
Historically, Temecula has demonstrated success in community recreation and specifically human
and inclusive services, which makes the timing perfect for this important statement. Friendship
Park, in the spirit of Disneyland's It's A Small World, is meant to provide children of all races,
ethnicities, and abilities with an opportunity (for kids) to see themselves and others in a fun,
memorable and safe play space that reflects the loving diversity of Temecula (examples will be
included in the presentation).
That "loving diversity" will be captured with proposed additional park elements (graphics, entry
point, etc.) in a playground setting that continues to demonstrate that new friends can be made
daily as a part of the Temecula Way.
TCSD will embark on the "FRIEND" project which will allow community members to collaborate
on lasting park projects including a mosaic mural, an interactive wall mural and friendship
benches. These projects are intended to promote everything Friendship Park stands for, which is
diversity, equity and inclusion of all races, ethnic and cultural backgrounds, and abilities.
TCSD recognizes the importance of including the REDI Commission in the FRIEND project and
requests input on the mosaic mural, the interactive wall mural and the friendship benches as
follows:
(1) For the mosaic mural, TCSD requests input on the color scheme and the diversity and
inclusion elements that will be a part of the mosaic.
(2) For the interactive wall mural, TCSD requests input on the color scheme and the diversity
and inclusion elements that will be a part of the painting.
(3) For the friendship benches, TCSD requests input on the signage that will be on or in the
vicinity of the benches.
As a continuation of the City's efforts to integrate diversity and inclusion seamlessly into every
aspect of Temecula's quality of life, Friendship Park will consist of not just a name change but a
cultural shift that will add to the programming and educational opportunities spearheaded by
TCSD and other stakeholders.
FISCAL IMPACT: Adequate funds ranging from $15,000 - $26,000 for the production
and installation of new park signage and additional elements described are available in the Annual
Operating Budget for Fiscal Year 20-2021.

Hi, Erika!
I wish to submit the following for public comment —
*****Good evening, Commissioners!
I’m here today in recognition of March as National Kidney Awareness Month and TODAY,
March 11th, as World Kidney Day! I’m hoping to draw attention to Chronic Kidney Disease, a
disease currently affecting 37 million American adults, with millions more at increased
risk. High risk groups include those with diabetes, high blood pressure and family history of
kidney failure. African Americans, Latinos, Pacific Islanders, American Indians and Seniors are
at particular increased risk. However, early detection can help prevent the progression of CKD to
kidney failure.
As a Temecula homeowner and resident of the region, as well as one who just started dialysis
last month as a result of CKD, my hope is to encourage people to do two things - One - get to
know your numbers and your personal risk! And Two, consider living organ donation. There are
100,000 people, myself included, waiting for a kidney transplant - a recipient’s best chance at
improved and prolonged life. Please visit the National Kidney Foundation at kidney.org for
more information, and...if any fellow residents and colleagues would like to consider helping me
directly, please take the compatibility assessment at health.UCSD.edu.
