BACKGROUND: City of Temecula staff received a citizen request to examine the roundabout located on La Paz Road and Ynez Road for additional traffic calming measures. Exhibit A maps out the traffic calming measures proposed by staff. Among the proposed changes would be the installation of radar speed signs at both the Northwest and Northeast entrances on Ynez Road. The Northwest entrance would also have the shoulder line adjusted to tighten the lane and entry angle and have additional “Yield” legends installed. On the roundabout itself, installed RS-4 signage (Exhibit B) would be lowered to 48” above finished surface. At the La Paz Road entrance the current striping that delineates left turn from right turn would be eliminated and condensed into one lane by shifting the edge line. R6-4 signage would also be added at the La Paz Road Entrance. The proposed traffic calming measures would assist in slowing down traffic entering the roundabout with minimal fiscal impact to the City. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. FISCAL IMPACT: Minor cost associated with the recommended action. BACKGROUND: In January of 2021, City of Temecula staff received a citizen request to consider the feasibility of implementing all way stop controls to address concerns of excessive speeding and unsafe conditions at the intersection of Pujol Street at First Street (Exhibit A). The citizen request also requested consideration of pedestrian crosswalks at the intersections of Pujol Street at First Street address concerns of unsafe pedestrian crossings to access Old Town and existing bus stops. Pujol Street is a forty (40) foot wide local residential roadway providing access to numerous single family and multi-family residences from Felix Valdez road to southern city limits. The posted speed limit on Pujol Street varies from 30 MPH south of First Street to 25 MPH north of First Street due to varying roadway conditions (Exhibit B). The Average Daily Traffic (ADT) volume on Pujol Street is approximately 3,071 ADT for the segment from Felix Valdez road to southern city limits. First Street is a fifty-six (56) foot wide secondary arterial roadway that provides access to Pujol Street from Old Town Front Street. First Street has a speed limit of 35 MPH and carries approximately 2,375 ADT. In March 2021, Staff collected volume data over a three (3) day period, which included entering volume data and pedestrian/bicycle volume data at the intersection of Pujol Street at First Street. The volume data was used to establish circulation patterns and determine potential “cut -through” traffic volumes. In addition to the data collection, a review of conditions was performed, which 2 included an evaluation of sight distance, collision history, and completion of a multi-way stop warrant analysis at the Pujol Street at First Street intersection. An evaluation of sight distance was performed at the intersection of Pujol Street at First Street. A minimum unobstructed sight distance of 200 feet is required for the posted 30 mph speed limit south of First Street and 150 feet for the posted 25 mph speed limit north of First Street. However, the visibility for eastbound conditions at Pujol Street and First Street falls below the required minimum distance due to the concave roadway alignment, above ground utilities and landscaping constraints. A review of the collision history for the twelve (12) month period from April 1, 2020 to March 31, 2021, indicates there were 5 reported collisions at the intersection. Three of the five collisions were broadside in nature due to vehicles merging across uncontrolled Pujol Street traffic from First Street. One of the five collisions involved a pedestrian being struck by a vehicle heading south along Pujol Street. The Multi-Way Stop Sign Installation Policy for Residential Streets’ warrant criteria was used to evaluate the need for multi-way stop signs at the intersection. The warrants allow for the installation of multi-way stop signs when the following conditions are satisfied: 1. Minimum Traffic Volumes a. The total vehicular volume entering the intersection from all approaches is equal to or greater than three-hundred (300) vehicles per hour for any eight (8) hours of an average day; and b. The combined vehicular volume and pedestrian volume from the minor street is equal to or greater than one-hundred (100) per hour for the same eight (8) hours. 2. Collision History a. Three (3) or more reported collisions within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. 3 3. Roadway Characteristics a. The traffic volume on the uncontrolled street exceeds two thousand (2,000) vehicles per day, b. The intersection has four (4) legs, with the streets extending 600 feet or more away from the intersection on at least three (3) of the legs; c. The vehicular volumes on both streets are nearly equal to a forty/sixty percent (40/60%) split; and d. Both streets are 44 feet wide or narrower. Warrants for Minimum Traffic Volumes, Collision History and Roadway Characteristics must be met to justify the installation of a multi-way stop. Other criteria that may be considered when evaluating the need for multi-way stop signs include: 4. Visibility a. The intersections sight distance is less than:  150 feet for 25 MPH  200 feet for 30 MPH  250 feet for 35 MPH 5. The need to control left-turn conflicts. 6. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes such as schools, parks and activity centers. 7. The roadways and intersection appear on a Suggested Route to School plan. 8. There are no traffic signals or all-way stop controls located within 600 feet of the intersection. 9. The installation of multi-way stop signs is compatible with overall traffic circulation needs of the residential area. The multi-way stop warrant analysis performed found that volumes are lower than the applicable criteria for warrant 1 and all-way stop controls are not justified at the intersection. The Policy does however provide the flexibility to consider all-way stop controls at locations where there is a need to provide right-of-way control to eliminate conflicts between vehicles due to visibility constraints. An evaluation of the intersection sight distance criteria indicates there is justification for all-way stop controls at the intersection of Pujol Street and First Street due to limited sight distance. An evaluation of the intersection pedestrian activity determined that the 197 ADT is justification for intersection crosswalks. Staff recommends establishing all-way stop controls and striped pedestrian crosswalks at the intersection. 4 FISCAL IMPACT: Minor cost associated with the recommended action. ATTACHMENTS: 1. BACKGROUND: City of Temecula staff were asked to consider a request to evaluate Nicole Lane for restriping in anticipation of the opening of the Mt. San Jacinto Temecula Valley Campus. Proposed changes (Exhibit A) show the addition of buffered bike lanes as well as adding a striped center median lane. The goal of these changes is to restrict on-street parking that could potentially become an issue with the opening of the MSJC Campus and provide safer pedestrian/biking access to the campus. The Mt. San Jacinto College purchased the Temecula Valley Campus located at 41888 Motor Car Parkway in 2018. Renovations are scheduled to be complete in 2021. The Temecula Valley Campus will provide students 22 classrooms, 6 science labs, and 5 computer classrooms. The campus also will feature a bookstore, café, art studio, career center, transfer center, and campus safety. FISCAL IMPACT: Minor cost associated with the recommended action. BACKGROUND: City of Temecula staff were asked to consider a request from City Council Member Schwank that the striping plan for the Pauba Road Pavement Rehab project be revised. The revision would involve allowing for bikes lanes to be added on both the South and North side of Pauba Road. This change will require modifying the current striping plan (Exhibit A) from two lanes to one lane heading East and moving the centerline to the South (Exhibit B). The change would have minor fiscal impact and is able to be completed as a part of the current Pauba Road Pavement Rehabilitation Project. BACKGROUND: City of Temecula staff were notified that the County of San Diego issued an Administrative Permit authorizing the installation of two gates across a private road easement on Sandia Creek Drive. The subject segment of Sandia Creek Drive (approximately 2.2 miles) would limit access to the privately maintained road to residents only. Currently, the road serves local rural residences and business. It is also as an alternate route to Interstate 15 (I-15) by commuters between Riverside and northern San Diego counties. A section of the road is privately maintained, and area residents requested it be gated to limit that segment to local residential traffic only. The gate would control vehicular access in both northbound/southbound directions and emergency access would be maintained. For non-residents, vehicle turnarounds would be provided in both directions. A southbound turnaround area would be constructed, and a northbound turnaround would be accommodated via the Rock Mountain Road intersection. The gate would utilize an access system for local residents only. The Fallbrook Community Planning Group voted 12-2 on January 18, 2021 (with one abstention) to recommend approval of the Administrative Permit (Exhibit A) for the gates on Sandia Creek Drive. FISCAL IMPACT: Minor cost associated with the recommended action. A second gate could be installed just north of the turnaround located on the public road (Approximate location: Lat/Long: 33°25'40.9483"/117°14'55.1491”) if the Sandia Creek Road Maintenance Agreement is amended to include APN 102-101-09. DESCRIPTION OF REQUIREMENT: A second gate shall be shown on the plot plans prior to building permit issuance that will have the same fire and emergency access specifications as the proposed gate. DOCUMENTATION: The permittee shall have building permit plans to show the location of the two proposed gates. TIMING: Prior to building permit issuance, a building plan shall be prepared and approved. MONITORING: The [PDS, Zoning Department] shall review the plans for compliance with this condition. ROADS#3 – CHANGEABLE MESSAGE SIGNS (TEMPORARY – DURING CONSTRUCTION) INTENT: In order to disclose to motorists that public roadway will end, appropriate signage must be placed. DESCRIPTION OF REQUIREMENT: The applicant must obtain appropriate permits in the City of Temecula to place changeable message signs within the incorporated portion of Rancho California Road. DOCUMENTATION: The permittee shall submit documentation and/or photos that changeable message signs have been installed to the satisfaction of PDS. TIMING: Prior to occupancy, changeable message signs shall be installed. MONITORING: The PDS shall review the signage plan for compliance with this condition. ONGOING: (Upon establishment of use, the following conditions shall apply during the term of this permit). 6. PLN#2–SITE CONFORMANCE INTENT: In order to comply with the approved project design indicated on the approved plot plan, the project shall be constructed as indicated on the approved building and construction plans. DESCRIPTION OF REQUIREMENT: The site shall conform to the approved plot plan and the building plans. The building plans shall show the proposed gate, private road turnaround, stop sign, and signage. DOCUMENTATION: The applicant shall ensure that the site conforms to the approved plot plan and building plans. The applicant shall provide photo documentation to the satisfaction of Project Planning. TIMING: Prior to any occupancy, final grading release, or use of the premises in reliance of this permit, the site shall conform to the approved plans. PLN#3–REMOVAL OF GATE INTENT: In order to comply with the current General Plan Mobility Element, the private gate shall be removed in the event that the private road is adopted into the County of San Diego public road network. DESCRIPTION OF REQUIREMENT: If the 2.2-mile stretch is adopted into the County public road network, which is by the following processes: 1) After being brought to public road standards and/or 2) an eminent domain process is completed, the gate must be removed by the Sandia Creek Road Committee. DOCUMENTATION: The applicant shall provide photo documentation to the satisfaction of Project Planning. TIMING: In the event that this private road is adopted, the removal of the gate must be done concurrently. MONITORING: PDS and/or DPW shall inform the Sandia Creek Road Committee of the private road being adopted into the public road network. March 3, 2021 ADMINISTRATIVE PERMIT FINDINGS: The following findings and standards are required to be met in order to allow for a gate entry structure on a private easement: a. The structure will be compatible with the community character and will not have a harmful effect upon the neighborhood; and The project site is located within a rural residential neighborhood that contains fencing and walls constructed with various materials and styles including stucco, stone, and chain link. Due to the diversity of architectural styles in the vicinity of the project site and the residential nature of the project, the structure would be compatible with the community character. The proposed gates are located on a 2.2 mile section of a private road that has a history of severe accidents and an accident rate that is approximately two times the statewide average. The traffic study also found that this project would reduce the average vehicle miles traveled by 11%. On January 18, 2021, the Fallbrook Community Planning Group voted 12 -ayes 2- against 1-absent/recused in favor of the Administrative Permit, recommending approval without conditions. Therefore, the project will not have a harmful effect upon the neighborhood. b. The structure will not be detrimental to the health, safety or general welfare of the surrounding properties or improvements: This Administrative Permit is to propose two gates on a private section of Sandia Creek Drive. The granting of the Administrative Permit will not be materially detrimental because the County has reviewed the Sandia Creek Drive Gate project pursuant to CEQA guidelines on potential impacts on the environment and the public such as traffic, fire hazards and biological impacts. The applicant has prepared a traffic study that has been reviewed and accepted by the County. The North County Fire Protection District has reviewed, approved, and provided requirements for the proposed gate that will be implemented during the building permit phase. The proposed gates project will include, three turnaround areas, a signage plan to place permanent signs on the private portions of Sandia Creek Drive and on public roads in advance of entering the private section of Sandia Creek Drive, a Traffic Control Plan, and safety features for emergency access. Therefore, allowing the private gates will not be detrimental to the public health, safety or welfare, or injurious to the property or improvements in such vicinity and zone in which the property is located. ORDINANCE COMPLIANCE AND NOTICES: The project is subject to, but not limited to the following County of San Diego, State of California, and US Federal Government, Ordinances, Permits, and Requirements: March 3, 2021 STORMWATER ORDINANCE COMPLIANCE: In order to Comply with all applicable stormwater regulations the activities proposed under this application are subject to enforcement under permits from the San Diego Regional Water Quality Control Board (RWQCB) and the County of San Diego Watershed Protection, Stormwater Management, and Discharge Control Ordinance No. 10410 and all other applicable ordinances and standards for the life of this permit. The project site shall be in compliance with all applicable stormwater regulations referenced above and all other applicable ordinances and standards. This includes compliance with the approved Stormwater Management Plan, all requirements for Low Impact Development (LID), Hydromodification, materials and wastes control, erosion control, and sediment control on the project site. Projects that involve areas 1 acre or greater require that during construction the property owner keeps the Storm Water Pollution Prevention Plan (SWPPP) onsite and update it as needed. The property owner and permittee shall comply with the requirements of the stormwater regulations referenced above. LOW IMPACT DEVELOPMENT NOTICE: The San Diego Regional Water Quality Control Board (SDRWQCB) issued a new Municipal Stormwater Permit under the Nati onal Pollutant Discharge Elimination System (NPDES). The requirements of the Municipal Permit were implemented beginning in May 2013. Project design shall be in compliance with the new Municipal Permit regulations. Each applicant's obligation to indemnify the County Parties shall include, but not be limited to, payment of all court costs and attorneys' fees, costs of any judgments or awards against the County, damages, and/or settlement costs, which arise out of County's processing and/or approval of the Project, except that an applicant shall only be responsible for indemnifying the County Parties in the amount of liability which is equal to the proportion of fault caused by the applicant, as determined by a court. Where any court action results in a ruling for the plaintiff/petitioner, the applicant and the County shall request a determination on the percentage contribution of fault from the court which adjudicated the underlying challenge to the Project.
