That the materials being proposed are materials that are not listed in the Old Town Specific Plan; but that the Board has previously had discussion on the use of simulated wood products in lieu of wood; . That staff is requesting that the Old Town Local Review Board review and make a recommendation on the proposed building materials in relation to their compatibility with the Old Town Western architectural style; . That the proposed paint colors have been chosen to match the colors of the stained and painted wood on the existing Chaparral building as closely as possible. At this time, Mr. Fisk distributed sample boards of the proposed building materials. At this time, the Public hearing was opened. Mr. Matthew Fagan, representing the applicant relayed that the applicant has chosen the proposed materials due to its weather durability. At this time, the Public Hearing was closed. MOTION: Board Member Moore moved to approve the proposed recommendation. Board Member Blair seconded the motion and voice vote reflected approval with the exception of Board Member Allen who was absent. 3 P/anninq Application No. PA04-0248 an Administrative Development Plan for facade improvements to an existinq buildinq (Nana's Antiques), located at 28677 Old Town Front Street Applicant: Linda Lash 1711 Georgia Lane Bullhead City, AZ 86442 Associate Planner Peters presented a staff report (of record), noting the following: . That the applicant is proposing to replace most of the batts, a small amount of plywood siding on all four sides of the building, a new covered porch on the east side of the building, a new covered porch and balcony on the north side; that improvements will also include new decks, rails, columns and stairs; and that some doors and windows will be replaced according to the schedule indicated in the plans; . That with the improvement will allow the owner to occupy the second floor; . That new features will include roofing materials on the overhangs, a false front western parapet on the east side facing Third Street, and coordinated signage; . That the proposed changes would be consistent with the Old Town Specific Plan; R :/OldT ownlLRB/Min utes/O71204 2 That currently, the building has wood shake shingles; that the applicant is proposing a new corrugated metal roof for the overhangs; and that the roof will have a "rusty, weathered look". That the existing columns are wood braced; however, the new design calls for 6"x6" wood columns without bracing; That new signs will be attached to the fascia of the rood overhangs for future businesses on the second fioor facing the parking lot; and that a sign program will be required before any new sign permits will be issued; . That the existing color scheme for the building includes a gray body, white trim, and darker gray accents for the rails; that the applicant is proposing a new color scheme to include Rockwood Blue Green for the body, Rockwood Sash Green for the trim, and Rockwood Jade for the rails; That the proposed façade improvements have been determined by staff to be consistent with the Old Town Specific Plan; That staff is recommending approval for the project with a condition that: corrugated metal roofing shall have a rusty, weathered look at the time of the installation to be consistent with the Old Town Theme. Director of Redevelopment Meyer suggested enhancing the south side of the building by adding a trim around the windows. Board Member Moore concurs with Mr. Meyer's suggestion. MOTION: Board Member Moore moved to approve staff's recommendation subject to the conditions stated in staff's report and that the windows on the south side of the building be enhanced. Board Member Haserot seconded the motion and voice vote reflected approval with the exception of Board Member Allen who was absent. BOARD BUSINESS Board Member Blair expressed excitement with the mural at the Salon and Day Spa building. Board Member Perkins expressed concern with tourist's not being able to find the Children's Museum. For Board Member Perkins, Board Member Moore relayed that the Historic Old Town Temecula tour guide map indicates where the Children's Museum is located. The applicant's goal is to preserve and to improve the historical landmark hotel, while still keeping the theme of the existing architecture. The project site is located on the north east corner of Old Town Front R:ID P\2004\O4-0386 Palomar Inn Facade ImprovementlOTLRB Staff Report.doc I Street and 5th Street, within the Tourist Retail Core (TRC) district of the Old Town Temecula Specific Plan. PROJECT DESCRIPTION The applicant is proposing a new paint scheme for this historic building including the trim and doors. Additionally, an eight foot wide cement walkway will be added along the north elevation of the building and three new signs will be installed on the east elevation facing Old Town Front Street. The applicant also proposes to add two new windows and a new door to the south elevation, replace the roof, windows and doors. The new door and one of the windows will be used as an entrance to the manager's quarters and the second window will be located in the retail portion of the building for added architectural interest and sunlight. ANALYSIS The Palomar Inn is a ten room Old Town Temecula historical landmark that has been in continual operation for the past seventy years. The applicant is proposing minor alterations to the façade that are consistent with the surrounding colors, design, and architecture of Old Town and retains the same historic qualities of The Palomar Inn. The entire building will be painted, including the doors and the trim. The stucco building will be painted Peace Yellow (SW 2857), the doors will be painted Caribbean Coral (SW2854), and the trim will be painted New Colonial Yellow (SW 2853). All colors used are part of the Sherwin Williams Preservation Palette. During the painting process, the totem that is in the middle of the front elevation will be removed. At that time the totem may be given to a local Indian tribe and a replica will be placed on the building, or the original totem will be placed on the building after painting is completed. The applicant will also replace the rolled roof, the wood framed windows, and wood doors on the building with the same materials in keeping with the architectural style. In addition, a wood new door and two new wood framed windows will be added to the south elevation. The first window will be located towards the front of the building and will be used for additional architectural detail and sunlight for the retail portion of the building. The second window and door will be located in the manager's quarters. In addition, an eight foot wide cement walkway will be placed along the north elevation for easy access behind the building. The applicant is proposing three signs for the west elevation. The first sign is a wall sign located at the top center of the building. It is a total of 19.22 square feet. The second sign is a projecting sign that will be located on the left side of the front elevation and is a total of 8.1 square feet. The third sign is a vinyl window sign that will be located on the front window, and totals to 7.95 square feet. Staff recommends that the window sign be painted, instead of the vinyl as a Condition of Approval. The signs show The Palomar Inn's logo in Harvest Gold (SW 2858) color. All proposed signage add up to 35.27 square feet and meet the sign standards of the Old Town Specific Pla.n. The building frontage of this location is 49 linear feet allowing for up to 49 square feet of wall signage per the Old Town Specific Plan. This site presently features a mini-monument sign consisting of a water tank with the words "antiques" painted on it. The applicant has proposed a replacement mini-monument sign to be located at the southeast corner of her property. It consists of a wagon wheel framed In wood with the word "antiques" on top. The 6 square foot "antiques" sign will not be installed until the lettering on the existing water tank is removed. This will be done when the future building is constructed on the vacant parcel to the west.
