1. EROSION CONTROL IS REQUIRED FOR GRADING OPERATION DURING THE RAINY
SEASON FROM OCTOBER 15 TO APRIL 15. APPROVED PLAN IS REQUIRED FOR ALL
ROUGH GRADING.
2. IN CASE OF EMERGENCY, CALL JORGE BIAGIONI, P.E. AT (909) 698-2321.
3. THE DESIGN CIVIL ENGINEER WILL SUPERVISE EROSION CONTROL WORK AND INSURE
THAT WORK IS IN ACCORDANCE WITH THE APPROVED PLAN.
4. EQUIPMENT AND WORKERS FOR EMERGENCY WORK SHALL BE MADE AVAILABLE AT
ALL TIMES DURING THE RAINY SEASON. NECESSARY MATERIALS SHALL BE AVAILABLE
ON SITE AND STOCKPILED AT CONVENIENT LOCATIONS TO FACILITATE RAPID
CONSTRUCTION OF TEMPORARY DEVICES WHEN RAIN IS IMMINENT.
5. DEVICES SHALL NOT BE MOVED OR MODIFIED WITHOUT THE APPROVAL OF THE
DEPARTMENT OF PUBLIC WORKS.
6. ALL REMOVABLE PROTECTIVE DEVICES SHOWN SHALL BE IN PLACE AT THE END OF
EACH WORKING DAY WHEN THE FIVE (5) DAY RAIN PROBABILITY FORECAST EXCEEDS
FORTY (40) PERCENT.
7. AFTER A RAINSTORM, ALL SILT AND DEBRIS SHALL BE REMOVED FROM CHECK BERMS,
SILT FENCES, AND DESIL TING BASINS, ETC.
8. THE DEVELOPER SHALL BE RESPONSIBLE AND SHALL TAKE NECESSARY PRECAUTIONS
TO PREVENT PUBLIC TRESPASS ONTO AREAS WHERE IMPOUNDED WATER CREATES A
HAZARDOUS CONDITION.
9. THE DEPARTMENT OF PUBLIC WORKS RESERVES THE RIGHT TO MAKE CHANGES OR
MODIFICATIONS TO THIS PLAN AS DEEMED NECESSARY.
10. INFORMATION ON THIS PLAN IS FOR EROSION CONTROL ONLY. ALL OTHER
INFORMATION IS SUBJECT TO CHANGE.
11. AREAS SHALL BE MAINTAINED IN SUCH A STATE THAT FIRE ACCESS SHALL BE
MAINTAINED AT ALL TIMES (INCLUDING ACCESS TO NEIGHBORING PROPERTIES).
12 NO OBSTRUCTION OR DISTURBANCE OF NATURAL DRAINAGE COURSES OR EXISTING
STORM DRAIN INLETS SHALL OCCUR DURING THE RAINING SEASON, UNLESS
ADEQUATE TEMPORARY/PERMANENT DRAINAGE FACILITIES HAVE BEEN APPROVED
AND INSTALLED TO CARRY SURFACE WATER TO THE NEAREST PRACTICAL STREET,
STORM DRAIN OR NATURAL WATERCOURSE.
13. THE DEVELOPER SHALL CONDUCT HIS OPERATIONS IN SUCH A MANNER THAT STORM
RUNOFF WILL BE CONTAINED WITHIN THE PROJECT OR CHANNELED INTO THE STORM
DRAIN SYSTEM WHICH SERVES THE RUNOFF AREA. STORM RUNOFF FROM ONE AREA
SHALL NOT BE ALLOWED TO DIVERT TO ANOTHER RUNOFF AREA.
14. CONFORMANCE WITH THE REQUIREMENTS OF THIS PLAN SHALL IN NO WAY RELIEVE
THE DEVELOPER FROM HIS RESPONSIBILITIES TO THIS SITE AND ADJACENT
PROPERTIES. TEMPORARY EROSION CONTROL SHALL CONSIST OF, BUT NOT BE
LIMITED TO, CONSTRUCTING SUCH FACILITIES AND TAKING SUCH MEASURES AS ARE
NECESSARY TO PREVENT, CONTROL AND ABATE WATER, MUD AND EROSION DAMAGE
TO PUBLIC AND PRIVATE PROPERTYAS A RESULT OF THE CONSTRUCTION OF THIS
PROJECT.
15. SLOPES CONSTRUCTED PRIOR TO OCTOBER I SHALL BE TREATED FOR EROSION
CONTROL PRIOR TO OCTOBER 15. SLOPES CONSTRUCTED AFTER OCTOBER 1 SHALL BE
TREATED FOR EROSION CONTROL AS THE CONSTRUCTION OF SLOPE PROGRESSES IN
INCREMENTS OF 25 FEET OR LESS MEASURED VERTICALLY.
16. FILL AREAS WHILE BEING BROUGHT UP TO GRADE AND DURING PERIODS OF
COMPLETION PRIOR TO FINAL GRADE, SHALL BE PROTECTED BY VARIOUS MEASURES
TO ELIMINATE EROSION AND THE SILTATION OF DOWNSTREAM FACILITIES AND
ADJACENT AREAS. THESE MEASURES MAY INCLUDE, BUT SHALL NOT BE LIMITED TO:
TEMPORARY DOWNDRAINS, EITHER IN THE FORM OF PIPES OR PAVED DITCHES WITH
PROTECTED OUTFALL AREAS; GRADED BERMS AROUND AREAS TO ELIMINATE EROSION
OF FILL SLOPES BY SURFACE RUNOFF; CONFINED PONDING AREAS TO DESILT RUNOFF;
TEMPORARY CHECK DAMS IN TOE OF SLOPE DITCHES TO DESILT RUNOFF; PROTECTION
SUCH AS SAND BAGS AROUND INLETS WHICH HAVE NOT BEEN BROUGHT UP TO GRADE;
AND EARTH BERMS AND APPROPRIATE GRADING TO DIRECT DRAINAGE AWAY FROM
THE EDGE OF THE TOP OF SLOPES SHALL BE CONSTRUCTED AND MAINTAINED ON
THOSE FILL AREAS WHERE EARTHWORK OPERATIONS ARE NOT IN PROGRESS.
17. CLEARING AND GRUBBING SHOULD BE LIMITED TO AREAS THAT WILL RECEIVE
IMMEDIATE GRADING. EROSION CONTROL MEASURES WILL BE REQUIRED TO PROTECT
AREAS WHICH HAVE BEEN CLEARED AND GRUBBED PRIOR TO GRADING OPERATION,
AND WHICH ARE SUBJECT TO RUNOFF DURING THE PERIOD OF THE RAINY SEASON.
THESE MEASURES MAY INCLUDE BUT SHALL NOT BE LIMITED TO GRADED DITCHES;
BRUSH BARRIERS AND SILT FENCES. CARE SHALL BE EXERCISED TO PRESERVE
VEGETATION BEYOND LIMITS OF GRADING.
18. THE DEPARTMENT OF PUBLIC WORKS' APPROVAL OF PLANS DOES NOT RELIEVE THE
DEVELOPER FROM RESPONSIBILITY FOR THE CORRECTION OF ERROR AND OMISSION
DISCOVERED DURING CONSTRUCTION. UPON REQUEST, THE REQUIRED PLAN
REVISIONS SHALL BE PROMPTLY SUBMITTED TO THE DEPARTMENT OF PUBLIC WORKS
FOR APPROVAL.

GENERAL NOTES
1. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE CLEARING OF THE PROPOSED
WORK AREA, AND RELOCATION COSTS OF ALL EXISTING UTILITIES. PERMITTEE MUST
INFORM THE CITY OF CONSTRUCTION SCHEDULE AT LEAST 48 HOURS PRIOR TO
BEGINNING OF CONSTRUCTION. PHONE. (909) 694-6411
2. ALL WORK SHALL CONFORM WITH THE REQUIREMENTS OF THE CITY OF TEMECULA
PUBLIC WORKS DEPARTMENT IMPROVEMENT STANDARDS AND SPECIFICATIONS,
DATED NOVEMBER 1991, AND SUBSEQUENT AMENDMENTS.
3. IT SHALL BE THE RESPONSIBILITY OF THE DEVELOPER OR CONTRACTOR TO APPLY TO
THE CITY OF TEMECULA DEPARTMENT OF PUBLIC WORKS FOR AN ENCROACHMENT
PERMIT FOR ALL WORK ON EXISTING CITY MAINTAINED ROADS, AND FOR UTILITY WORK
WITHIN OFFERS OF DEDICATION FOR PUBLIC USE.
4. ALL UNDERGROUND FACILITIES, WITH LATERALS, SHALL BE IN PLACE PRIOR TO PAVING
THE STREET SECTION INCLUDING, BUT NOT LIMITED TO, THE FOLLOWING: SEWER,
WATER, ELECTRIC, GAS, DRAINAGE, ETC.
5. CURB DEPRESSIONS AND DRIVEWAY APPROACHES WILL BE INSTALLED AND
CONSTRUCTED ACCORDING TO STANDARD NO. 207, AS DIRECTED IN 'THE FIELD.
6. INSTALL STREET TREES IN ACCORDANCE WITH RIVERSIDE CO.ORDINANCE No. 460-53.
7. ONLY LANDSCAPING CONSISTING OF GRASS AND PARKWAY TREES MAYBE INSTALLED
WITHIN PARKWAYS ON LOCAL RESIDENTIAL STREETS WITHOUT SEPARATE LANDSCAPE
PLANS. ALL OTHER TYPES OF LANDSCAPING IN THESE AREAS AND ALL LANDSCAPING
ON ALL OTHER STREETS SHALL REQUIRE SEPARATE LANDSCAPE PLANS. ALL
LANDSCAPING ENCROACHMENTS SHALL CONFORM TO RIVERSIDE COUNTY
"STANDARDS RELATING TO THE ADMINISTRATION OF LANDSCAPE ENCROACHMENTS"
DATED JANUARY 1989.
8. APPROVAL OF THESE PLANS BY THE CITY OR ITS AGENTS DOES NOT RELIEVE THE
APPLICANT AND HIS ENGINEER FROM THE RESPONSIBILITY FOR THE CORRECTION OF
ERRORS OR OMISSIONS DISCOVERED DURING CONSTRUCTION. UPON REQUEST, THE
APPROPRIATE PLAN REVISIONS SHALL BE PROMPTLY SUBMITTED TO THE CITY
ENGINEER FOR REVIEW AND APPROVAL.
GRADING NOTES
1. ALL GRADING SHALL CONFORM TO THE LATEST PROVISION OF THE UNIFORM BUILDING
CODE, AS AMENDED BY ORDINANCE 93-04.
2. MINIMUM BUILDING PAD AND DRAINAGE SWALE SLOPE SHALL BE = 1 %. DRAINAGE
SWALES SHALL BE A MINIMUM OF 0.2' DEEP AND BE CONSTRUCTED A MINIMUM OF 2'
FROM THE TOP OF CUT OR FILL SLOPES.
3. MAXIMUM CUT AND FILL SLOPE - 2: 1.
4. ALL GRADING SHALL BE DONE UNDER THE SUPERVISION OF A COMPETENT SOILS
ENGINEER WHO SHALL CERTIFY THAT ALL FILL HAS BEEN PROPERLY PLACED AND
WHO SHALL SUBMIT A FINAL COMPACTION REPORT FOR ALL FILLS OVER I' DEEP.
5. A REGISTERED CIVIL ENGINEER SHALL SUBMIT TO THE CITY OF TEMECULA IS
ENGINEERING DEPARTMENT A WRITTEN CERTIFICATION OF COMPLETION OF ROUGH
GRADING IN ACCORDANCE WITH THE APPROVED GRADING PLAN PRIOR TO ISSUANCE
OF THE BUILDING PERMIT. CERTIFICATION SHALL BE TO LINE, GRADE, ELEVATION AND
LOCATION OF CUT FILL SLOPES.
6. FINAL COMPACTION REPORT WILL BE REQUIRED FOR ALL FILLS GREATER THAN 1-FT.
7. ALL GRADING SHALL BE DONE IN CONFORMANCE WITH RECOMMENDATIONS OF THE
PRELIMINARY SOILS INVESTIGATION BY T-H-E SOILS COMPANY DATED JANUARY 6, 2000.
TWO SETS OF THE FINAL COMPACTION REPORT SHALL BE SUBMITTED TO THE
ENGINEERING DEPARTMENT WHICH SHALL INCLUDE FOUNDATION DESIGN
RECOMMENDATIONS AND CERTIFICATION THAT GRADING HAS BEEN DONE IN
CONFORMANCE WITH THE RECOMMENDATIONS OF THE PRELIMINARY SOILS REPORT.
8. THE CONTRACTOR SHALL NOTIFY THE ENGINEERING DEPARTMENT AT LEAST 24 HOURS
IN ADVANCE REQUESTING FINISH LOT GRADE AND DRAINAGE INSPECTION. THIS
INSPECTION MUST BE APPROVED PRIOR TO BUILDING PERMIT FINAL INSPECTION FOR
EACH LOT. ENGINEERING DEPARTMENT PHONE. (909) 694-6411
9. NO FILL SHALL BE PLACED ON EXISTING GROUND UNTIL THE GROUND HAS BEEN
CLEARED OF WEEDS, DEBRIS, TOPSOIL, AND OTHER DELETERIOUS MATERIAL.
10. DURING ROUGH GRADING OPERATIONS AND PRIOR TO CONSTRUCTION OF PERMANENT
DRAINAGE STRUCTURES, TEMPORARY DRAINAGE CONTROL SHOULD BE PROVIDED TO
PREVENT PONDING WATER AND DAMAGE TO ADJACENT PROPERTIES.
11. DUST SHALL BE CONTROLLED BY WATERING OR OTHER APPROVED METHODS.
12. ALL EXISTING DRAINAGE COURSES ON THE PROJECT SITE MUST CONTINUE TO
FUNCTION, ESPECIALLY DURING STORM CONDITIONS. PROTECTIVE MEASURES AND
TEMPORARY DRAINAGE PROVISIONS MUST BE USED TO PROTECT ADJOINING
PROPERTIES DURING GRADING OPERATIONS.
13. A REGISTERED CIVIL ENGINEER SHALL SUBMIT CERTIFICATION OF BUILDING PAD
ELEVATIONS. WHERE SPECIFIC ELEVATIONS ARE REQUIRED, THE ELEVATION (WITH
RESPECT TO MEAN SEA LEVEL) SHALL BE GIVEN. IF AN ELEVATION WITH RESPECT TO
ADJACENT GROUND SURFACE IS REQUIRED, THE ACTUAL DISTANCE ABOVE THE
ADJACENT GROUND SHALL BE GIVEN.
14. FINISH GRADE SHALL BE SLOPED AWAY FROM ALL EXTERIOR WALLS AT NOT LESS
THAN 114" PER FOOT FOR A MINIMUM OF 3 FEET.
15. NO OBSTRUCTION OF FLOOD PLAINS OR NATURAL WATER COURSES SHALL BE
PERMITTED.
16. ALL PROPERTY CORNERS SHALL BE CLEARLY DELINEATED IN THE FIELD PRIOR TO
COMMENCEMENT OF ANY CONSTRUCTION/GRADING.
17. APPROVAL OF THESE PLANS BY THE CITY OR ITS AGENTS DOES NOT RELIEVE THE
APPLICANT AND HIS ENGINEER FROM THE RESPONSIBILITY FOR THE CORRECTION OF
ERRORS OR OMISSIONS DISCOVERED DURING CONSTRUCTION. UPON REQUEST, THE
