For Mr. Thomas, Director of Public Works Hughes relayed that although the majority of
the residents may wish to have stop signs installed, from a legal standpoint because the
streets are public streets, the City cannot arbitrarily install stop signs and have the Police
Department legally enforce them, or legally change the speed limits lower than the 85th
percentile because it would be unenforceable.
At this time, the Public Hearing was closed.
Understanding the concerns of the above mentioned individuals, Commissioner
Youmans concurs with staff's recommendation; advising that perhaps there are other
traffic calming measures which could be implemented, such as speed trailers and police
enforcement during peak hours.
For Commissioner Jacobs, Mr. Moghadam relayed that all visibility restrictions were
considered in the warrant analysis summary for Del Rey and Avenida Verde.
For Commissioner Jacobs, Mr. Moghadam relayed that staff would be happy to explore
the addition of speed limit signs.
For Commissioner Jacobs, Mr. Hughes relayed that the problem is a driver behavioral
problem and is of the opinion that installing equestrian crossing signs will not help.
MOTION: Commissioner Youmans moved to approve staff's recommendation; that
police enforcement be taken, and that staff explore the possibility of adding more speed
limit signs. Commissioner Jacobs seconded the motion and voice vote reflected
approval with the exception of Commissioner Ramos who was absent.
Chairman Connerton informed the audience of the Public Safety Expo to be held on
Saturday, November 6, 2004, at Chaparral High School.
Due to a conflict of interest, Commissioner Lanier stepped down from item No.4.

Parkina Restrictions - Jefferson Business Park
RECOMMENDATION:
4.1
That the Public/Traffic Safety Commission consider the installation of
signs at all entrances to the City to reinforce Section 10.16.260,
Temecula Municipal Code "Certain Commercial Vehicles Prohibited from
Parking on Private Property and Public Rights-of Way."
Principal Engineer Moghadam presented a staff report (of record), noting the following:
. That at the Public/Traffic Safety Commission Meeting of July 22, 2004, the
Public/Traffic Safety Commission denied the request for parking restrictions on
R :\Min utes\Pu bl ic T rafficSafetyCom m issionO92304
Madison Avenue, Buecking Drive, Sanborn Avenue, and McCabe Court; and that
the request came from the Business Association.
That the HOA expressed concern with commercial vehicles parking overnight for
long periods of time noting that they are esthetically unpleasing;
That at that time, the Commission directed staff to explore alternatives for
parking restrictions including overnight parking restrictions and bring the item
back to the Commission for consideration;
That after reviewing Section 10.16.260 with the City Attorney, it was noted that
commercial vehicles are prohibited from parking on private property (unless
screened) and public rights-of-way unless they are exempted under Section
10.16.270; and the exemptions are as foJlows:
0 Pick-up trucks, utility vans and similar utility vehicles; and all vehicles while
being used in actual construction;
0 All vehicles in the process of making pick-up or delivery;
0 Governmental and utility emergency vehicles; and when displaying a parking
permit issued by the establishments or authorized by the Police Department;
That after discussions with the City Attorney, it was determined that the existing
ordinance is adequate to deal with the long-term truck parking on all City Streets;
and that the City Attorney also indicated that if any overnight parking is restricted
by specific signs, it would imply that parking is allowed during hours, which would
conflict with the intent of the present ordinance; and that with the placement of
signs at all entrances to the City, the existing ordinance could be justifiably
enforced by the Police Department.
For Commissioner Youmans, Mr. Moghadam clarified that the actual signage will
indicate the language: No commercial vehicle is allowed to park on any public streets
with the exception of the following vehicles...
For Commissioner Jacobs, Mr. Moghadam noted that by installing the proposed
signage, the existing ordinance could be enforced by the Police Department.
At this time, the Public Hearing was opened.
Due to no speakers, the Public Hearing was closed.
MOTION: Commissioner Jacobs moved to approve staff's recommendation.
Commissioner Youmans seconded the motion and voice vote reflected approval with
the exception of Commissioner Lanier who abstained and Commissioner Ramos who
was absent.

AGENDA REPORT

Item 2
Safe Routes to School
PREPARED BY:
Ashley Jones, Management Assistant
RECOMMENDATION: That the Public/Traffic Safety Commission discuss Safe
Routes to School and provide input to staff.
BACKGROUND: Recently it was brought to the attention of City staff that the
City of Murrieta had created a "Safe Routes to School Program." In further researching
this program, City staff discovered that the program being referenced is actually a
volunteer patrol program that was created by local parent groups, the Murrieta Police
Department, and the Murrieta School District in response to several child annoyance
incidents that occurred during the last school year. This program was tailored to
address a specific concern in the Murrieta community and to keep every student safe on
their way to and from school. Within this program, volunteers are required to undergo
training and their sole responsibility is essentially serving as a chaperone for the
students.
Currently, there are twenty-five school sites in the Temecula Valley Unified School
District (TVUSD). The District expects to reach build-out in approximately 2014, which
will add an additional 9-10 school sites.
Each school year, based on changes to school boundaries, TVUSD produces radius
maps to determine school bus eligibility for their students. These maps identify walking
circles that cover a one mile radius for elementary students, a two mile radius for middle
school students and two and a half mile radius for high school students.
The District Transportation Department is currently working on a project to identify viable
walking routes within the walking circles for each of TVUSD's 25 schools. The City's
GIS Division could assist with preparation of maps which could be posted on the City's
website, circulated in the City's newsletter and additionally marketed by the City as
appropriate. In addition, the District will help promote these recommended routes
through means available to them such as PTA Councils, the District website and site
newsletters.
In addition, City staff submitted a Safe Routes to School application for $425,502 in
grant funding administered through Caltrans in February 2004. If awarded, these grant
funds would be used to construct a pedestrian/bicycle bridge over-crossing over the
Santa Gertrudis Creek. As a result, this project would increase connectivity, separate
children from motor vehicles, provide a safe route to and from school and improve both
pedestrian and bicycle pathways. The targeted schools within this project area include
Chaparral High School and James L. Day Middle School where there are approximately
4,000 students currently enrolled at these two schools combined. The residential
communities located within these school boundaries include Harveston, Roripaugh Hills
Estates, and Meadowview. To date, the City's application is still being reviewed and any
determination regarding the award of these grant funds is pending.

Request for Multi-Way Stop Signs - Rancho Vista Road at Camino Romo
RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request for installation of multi-way stop signs at
the intersection of Rancho Vista Road and Camino Romo.
BACKGROUND:
Staff received a request to investigate the feasibility of installing multi-way stop signs at the
intersection of Rancho Vista Road and Camino Romo to improve traffic circulation at the intersection
during peak school drop-off and pick up periods. The public has been notified of the Public/Traffic
Safety Commission's consideration of this issue through the agenda notification process.
Rancho Vista Road is designated as a Secondary Highway on the City's Circulation Element with
two (2) travel lanes and a bike lane in each direction. Currently, in the area of Camino Romo,
Rancho Vista Road has a single travel lane in each direction. The Average Daily Traffic (ADT) on
Rancho Vista Road at Camino Romo is 6,341. The speed limit is posted at 45 MPH on Rancho
Vista Road.
Camino Romo is a residential roadway with one (1) travel lane in each direction which provides
direct access to Rancho Vista Road for numerous single family residences and Vintage Hills
Elementary School. Camino Romo carries approximately 2,000 ADT south of Rancho Vista Road.
The prima facie speed limit is 25 MPH on Camino Romo.
A review of the accident history for the twelve (12) month period from January 1,2003 to December
31, 2003, indicates that there have been no reported accidents at the intersection of Rancho Vista
Road and Camino Romo.
An evaluation of sight distance was also performed at the intersection. A minimum sight distance of
425 feet is required for the prevailing 85th percentile speed of 49 MPH along Rancho Vista Road.
The evaluation determined that the sight distance exceeds the minimum requirements for the
prevailing speed. There is approximately 580 feet of unobstructed visibility looking west from
Camino Romo and over 700 feet of unobstructed visibility looking east from Camino Romo. In an
effort to maintain this unobstructed visibility during peak school periods, parking has been restricted
at the southeast corner of the intersection.
r \traffic'commis,"'ageoda'2004' 1 028'raochov;stacam;noromo/ajp
Since the installation of multi-way stop signs can cause substantial delay, inconvenience, noise and
air pollution, they should be used only when warranted. The Caltrans Traffic Manual indicates that
the multi-way stop signs may be useful at locations where the volume of traffic on intersecting roads
is approximately equal and/or where a combination of high speed, restricted sight distance and an
accident history indicates that full-time assignment of right-of-way is necessary. Multi-way stop
signs should not be used to mitigate short-term intersection congestion problems. There are three
(3) criteria that Caltrans has established for the evaluation of Multi-Way Stop signs. These criteria
are as follows:
1.
Where signals are warranted and urgently needed, the multi-way stop may be an interim
measure that can be installed quickly to control traffic while arrangements are being made
for the signal installations.
2.
An accident problem, as indicated by five (5) or more reported accidents within a twelve
(12) month period of a type susceptible to correction by a multi-way stop installation. Such
accidents include right and left-turn collisions as well as right-angle collisions.
3.
Minimum Traffic Volumes
a.
The total vehicular volume entering the intersection from all approaches must
average at least 500 vehicles per hour for any eight (8) hours of an average day,
and
b.
The combined vehicular and pedestrian volume from the minor street or highway
must average at least 200 units per hour for the same eight (8) hours, with an
average delay to minor street vehicular traffic of at least 30 seconds per vehicle
during the maximum hour, but
When the 85th percentile approach speed of the major street traffic exceeds 40
miles per hour, the minimum vehicular volume warrant is 70 percent of the above
requirements.
c.
The Multi-Way Stop warrant analysis performed for the intersection indicates that the existing
volumes are considerably lower than the applicable warrant criteria and multi-way stop signs are not
justified at the intersection of Rancho Vista Road and Camino Romo.
In the past, the Commission has received numerous requests for multi-way stop signs around
school areas to mitigate traffic circulation problems that occur during peak drop-off and pick-up
periods. Staff and the Commission have consistently determined that multi-way stop signs are not
appropriate traffic control devices for mitigating a condition that occurs twice a day for only a short
period of time forcing motorists to stop needlessly during the remainder of the twenty-four (24) hours
when the multi-way stop control is not needed to assign right-of-way. To that end, the Commission
has denied previous requests for installation of multi-way stop signs.
Therefore, staff is recommending denial of the requestfor multi-way stop signs atthe intersection of
Rancho Vista Road and Camino Romo.

SUBJECT:
Monthly Departmental Report
The following report reflects special teams, traffic enforcement and miscellaneous activity occurring
during September 2004. The Police Department responded to 41 "priority one" calls for service
during the month of September, with an average response time of approximately 5.4 minutes. A
total of 4,558 calls for police service were generated in the City of Temecula during the month.
During September, the Temecula Police Department's Old Town Storefront served a total of 221
customers. Fifty-eight sets of fingerprints were taken, 38 people filed police reports and 17 people
had citations signed off. Crime Prevention Officer Lynn Fanene participated in a number of special
events, neighborhood watch and community-oriented programs during the month. He also
coordinated requests for patrol ride-a longs and conducted police station tours. Additionally, he
continued to provide residential and business security surveys/visits and past crime follow-up.
Officer Fanene also continued to process City Planning Department submissions of site
plans/conditions.
During September, the POP Teams continued their problem oriented policing approach of areas
within the community and made 14 felony and 12 misdemeanor arrests for various crimes. The
function of the POP Teams is to address situations that typically require extended enforcement
action or certain expertise in order to solve an on-going problem within a neighborhood. The POP
Teams also continued working with the homeless by assisting them in relocation efforts whenever
possible and appropriate. The POP Teams stepped up enforcement again in the area of Sam Hicks
Park, which has been the site for a number of homeless related complaints by the public.
Additionally, the POP was responsible for conducting nightly surveillance in the Rancho Highlands
area in response to a number of residential burglaries that were occurring there. Members of the
POP Team coordinated the enforcement and arrest efforts of three adults for the numerous
burglaries. Property from the burglaries was recovered and the cases were prepared for the
Riverside County District Attomey's Office.
The traffic team reported that during the month of September there were 1088 citations issued for
hazardous violations, 80 citations were issued for non-hazardous violations and 101 parking
citations were issued. During the month there was one fatal collision, six injury traffic collisions, 38
Monthly Departmental Report - Police Department
non-injury collisions were reported and 22 drivers were arrested for DUI. In other citation summary
information, the Neighborhood Enforcement Team (NET) program resulted in 33 citations being
issued. This program addresses traffic concerns in residential neighborhoods with a dedicated
motor officer. The SLAP (Stop Light Abuse Program) resulted in at least410 citations being issued.
During the month of September, the POP officers assigned to the Promenade Mall handled a total of
35 calls for service. The majority of these calls were for shoplifting investigations. During the
month, calls and on-sight activity resulted in the criminal arrest and filings on two felony and 11
misdemeanor cases. Officers Joyner and Rahn continued to provide training to security staff during
. the month. The mall officers continued to work to prevent vehicle theft and vehicle burglaries. There
were no vehicle thefts or vehicle burglaries reported during the month of September at the mall.
Our five school resource officers have remained active during September, with the beginning of the
school year. The school resource officers conducted many counseling sessions with students. A
total of 81 investigations/reports were conducted/written by the school resource officers during
September. The school resource officers made felony arrests for possession of methamphetamine
and battery, and misdemeanor arrests for petty theft, possession of marijuana, battery and drunk in
public.
The YAT program (Youth Accountability Team) continues to be a success in part through its Youth
Court program. The YAT officer assisted at other schools when needed and conducted follow-ups
with parents òf'juvenilesïri'lhe program. 'Office(Meöéiros also worked with "anisk" juveniles
throughout the month and also conducted counseling sessions with their parents. She assisted the
Riverside County District Attomey's Office and Probation Department by providing training during
home visits with incorrigible/at risk juveniles during the month of September. Officer Medeiros is
currently carrying a case load of about 30 at-risk juveniles.
During the month of September, the Special Enforcement Team (SET Team), consisting of Officers
Jeff Fisher and James Kaffka, continued their narcotic enforcement efforts. Officers Fisher and
Kaffka made one felony and one misdemeanor arrest for various crimes, including narcotic
violations. Officers also recovered quantities of methamphetamine and marijuana during the month.
The SET officers also spent a good portion of the month assisting the POP officers with surveillance
activities related to the Rancho Highlands burglaries.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Officer Lori Callahan and assistant coordinator
Gayle Gerrish, the Police Department's volunteer staff contributed 488 hours of service in
September. Volunteer assignments include computer data input, logistics support, special event
assistance and telephone answering duties.
Community Action Patrol (CAP) Program volunteers have continued their activities, patrolling the city
for graffiti, conducting vacation residential checks and assisting patrol with special logistical needs
and special events. Other duties these volunteers attend to are business checks and abandoned
vehicles and traffic control. The goal of the program is high visibility, which prevents crime from
occurring. CAP Team members contributed 187 hours of service to the community during the
month of September.
The reserve officer program and mounted posse are additional valuable volunteer resources
available to the police department. The police department utilizes reserve officers to assist with
patrol, traffic enforcement, crime prevention and a variety of special functions. Reserve police
officers worked a total of 97 hours specifically on patrol in Temecula during September.
Monthly Departmental Report - Police Department
The Temecula Citizen Corps Program continues to make good. The executive body, or the TCC
Council, continued to hold their bi-weekly meetings at Station 84. The council is comprised of
representatives from the police and fire departments, the City, local business, the Temecula Valley
Unified School District, the American Red Cross, and a local citizen. Almost all of the volunteer
leadership positions have now been filled, and the program is progressing well toward meeting the
goals provided by members of the city council.
