PUBLIC COMMENT
A total of 30 minutes is provided for members of the public to address the Race, Equity, Diversity and
Inclusion Commission on items that appear on the Consent Calendar or a matter not listed on the
agenda. Each speaker is limited to three minutes. For all Business items on the agenda, each speaker is
limited to five minutes. Public comments may be made in person at the meeting by submitting a speaker
card to the Secretary or by submitting an email to be read aloud into the record at the meeting by the
Secretary. Email comments must be submitted to erika.ramirez@temeculaca.gov. Email comments on
all matters, including those not on the agenda, must be received prior to the time the item is called for
public comments. Email comments shall be subject to the same rules as would otherwise govern in
person public comments.

This meeting was conducted utilizing teleconferencing and electronic means consistent with State of

RECOMMENDATION: That the Commission provide general recommendations regarding
the addition of an equity value as part of the City's Race, Equity, Diversity and Inclusion Initiative.
BACKGROUND: On July 14, 2020, the City Council approved its Race, Equity, Diversity
and Inclusion (REDI) Initiative. As a part of the workplan, the City Council approved items in
three phases related to ongoing education, communication, policy review, etc. The addition of an
equity value was identified by the City Council as one item of specific note. The REDI
Commission is charged with drafting an equity value which will be included in the Quality of Life
Master Plan (QLMP) update and approval, along with the existing six core values. The equity
value drafted by the REDI Commission will be forwarded to the Blue Ribbon Committee (BRC)
assigned to the QLMP Update. The BRC will then forward their recommendations to the City
Council for final review and approval. On June 10, 2021, the REDI Commission provided initial
thoughts on what a draft equity value could be, its importance, and how it will be measured. Those
thoughts will be presented in a consolidated manner at the meeting tonight as a draft equity value
for the Commission's consideration and approval as a part of the process referenced above.

RECOMMENDATION: That the Commission receive a presentation on local redistricting
efforts and provide general recommendations regarding public engagement.
BACKGROUND: On July 25, 2017, the City of Temecula adopted Ordinance No.
17-04 transitioning the City from at -large to district -based elections. In 2018, district elections
were held for Districts 1, 3 and 5. In 2020, district elections were held for Districts 2 and 4.
Every ten years local governments use new census data to redraw district lines to reflect how local
populations have changed. The districts must be redrawn so that each district is substantially equal
in population ensuring that each council member represents about the same number of constituents.
This process is called redistricting.
In Temecula, the City Council is responsible for drawing local districts. The City will use the
services of a consultant demographer. Redistricting is done using U.S. Census data, which is
expected to be received by the State on or before September 30, 2021. The adjusted data to be used
by local governments is expected within a few weeks thereafter. For the City of Temecula, which
has its next general municipal election in November 2022, the redistricting process must be
completed by April 17, 2022.
The Elections Code sets forth the criteria by which districts may be redistricted. To the extent
practicable, district lines will be adopted using the following criteria: (1) geographically
contiguous districts (each city council district should share a common border with the next),
(2) the geographic integrity of local neighborhoods or communities shall be respected in a manner
that minimizes its division, (3) geographic integrity of a city shall be respected in a manner that
minimizes its division, (4) easily identifiable boundaries that follow natural or artificial barriers
(rivers, streets, highways, rail lines, etc.), and (5) lines shall be drawn to encourage geographic
compactness. Boundaries shall not be drawn for purposes of favoring or discriminating against a
political party. In addition, cities are required to engage communities in the redistricting process
by holding public hearings and/or workshops and doing public outreach, including to communities
that do not speak English. The City will also be creating a redistricting page on its website with
the relevant information, including but not limited to, the process, timeline, notices and agendas,
hearing recordings, draft maps, final adopted map, and how to participate via public comment in
the entirety of the process.
At this time, staff is kicking off its initial public engagement efforts by making presentations to
each of the City's boards and commissions and City Council to bring awareness about the
upcoming redistricting and solicit feedback on any local organizations and/or groups to engage in
the process.

Good evening,
I believe that we may actually have the same goal in mind of no -racism. But the
definition for racism that you're using, and the path to get there is inherently
racist. Just like we cannot bring unity by dividing and separating people into categories,
we also cannot expect to achieve a racism free society by constantly separating people
by skin color, race, minority status etc. The process itself in racist. It's completely
ironic. Just like someone who claims that they hate yelling, yet starts screaming at
another person, telling them to "stop yelling". They have become the thing they
hate. It's the wrong solution!
There are 2 ways of looking at something. 2 different kinds of knowledge. Worldly
knowledge and Godly knowledge. All men are created equal. That's what God says. To
say some are oppressors and some are victims based on the skin color that God Himself
gave them, is man's knowledge. So man's knowledge is wrong because God is the
truth! When man tries to do things his way, apart from Gods ways, it never ends well!
So, for example, anytime a decision is made, whether it's to hire someone, not to hire
someone, to give special privileges, whatever it may be, based on skin color, race,
minority status, etc., then that's discrimination and racism and that is man's way not
God's way. It's actually designed to divide people! Jesus himself said that a house
divided cannot stand!
"Asa man thinks, so he is!" Change the way you think, and change your life!
We are Americans first! We need to stop focusing on our differences! We are to be a
melting pot! Like a Team that is made up of many different people, but sees themselves
as a Team first. If the coach divided them into categories by race, color, minority
status etc, there would be division, resentment and probably not a lot of Team wins!
We live in the freest nation in the world. No culture or nation is without past sins, but
dwelling in the past is a huge mistake. We should all seek to learn from our own personal
past as well as our nations past and then move forward. Don't get stuck in the
mire! What will future generations blame us for? How will blaming us help them? I
hope that they will learn from it, forgive us for whatever sins we have committed that
affects them and move forward in freedom and live their lives in peace!
Racism is fundamentally satanic. And racism is not actually a race issue. It is a heart
issue! People need their hearts changed! They need to hear the true Gospel of Jesus
Christ. The truth that we are all created equal and we are created in God's image and
are precious to Him! That God paid the same price for all of us! And when they know
and believe that Jesus bore the wrath of God in their place on the cross, and they turn
from their sinful ways, He gives them anew heart! When God gives you anew heart,
then your thinking starts changing, your actions start changing! You will know the truth
and the truth will set you free.

Since learning about your commission not long ago, I was curious as to how many other residents knew about it and what
thoughts they might have. Here's what I discovered:
After an informal, in -person canvassing of Temecula residents in my neighborhood and in town, many questions arose
along with a significant misunderstanding that EQUITY means the same as EQUALITY.
So, right out of the gate, that obviously needs to be much more adequately addressed and clarified to the public before
adding an Equity Value.
Here are the most common questions from Temecula residents that you can address regarding Equity:
'Why choose the word Equity instead of the word Equality?
'What is the intended OUTCOME of adding an Equity Value?
'How would this affect the lives of ALL Temecula residents?
'Why does the Temecula Quality of Life Master Plan need to be altered to add an Equity Value?
'Are you aware that Equity has been used historically to install Socialist, Communist and even Marxist agendas?
And, especially to residents who have fled those regimes to secure freedom in America (like my family), the word Equity
represents the misinformation/propaganda that leads to racism, oppression and tyranny. To them it is no less than an
existential threat.
Words matter, and that is reason enough to choose a more democratic and socially conscious word for the inclusion of
ALL residents of Temecula.
Here are the questions regarding the REDI commission itself. Please note that almost all of the Temecula residents had
no idea about the creation of this commission:
`As an unelected commission that advises our elected city council, what INFORMS your advice?
'What materials do you use for reference?
IE — Which books, documents, news sources, etc. are aligned with your ideals that you are using to influence our elected
city government?
*Our elected city officials have sworn an oath to uphold the constitution. In order to have any kind of advisory role over
them, have all of you sworn an oath to uphold the constitution?
`What kind of Civics training or Constitutional knowledge do you have to qualify you to advise an elected governmental
body who has sworn an oath to uphold the constitution?
Overall, it is clear that the RED[ commission needs to provide more transparency before it can advise our City Council,
especially regarding the alteration of the OLMP that affects ALL residents.
**It should also be noted that transparency demands more than web site postings to create a commission in the middle of
a pandemic when most residents were almost solely focused on Covid related information. It has the appearance of
something being slipped in when most residents were not looking. And the current lack of general awareness about it
seems to prove that out.
