BACKGROUND: City of Temecula staff would like to update the Commission on the status of the planned traffic calming improvements on Del Rey Road and Via Norte in the Meadowview community. During the Public/Traffic Safety Commission meeting of March 28, 2019, staff asked the Commission to consider the feasibility of implementing traffic calming measures to reduce excessive vehicular speeds on Del Rey Road and Via Norte. The Public/Traffic Safety Commission approved the following recommendations: 1. Direct Staff to implement the resident preferred striped traffic calming measures on Del Rey Road and Via Norte in conjunction with the scheduled overlay project. 2. Recommend the City Council adopt a Resolution establishing All-Way Stop Controls on Del Rey Road at Avenida Buena Suerte, Via Norte at Avenida Cente nario and Via Norte at Carmelita Circle West. 3. Recommend the City Council adopt an Ordinance establishing a prima facie residential speed limit of 25 MPH on Del Rey Road between Calle Pina Colada and Avenida Del Reposo in conjunction with the Citywide Engineering and Traffic Survey Update. 4. Direct Staff to implement VCalm signs at eight (8) locations along Del Rey Road and Via Norte. 5. Direct Staff to modify equestrian crossing signs and pavement markings, along Del Rey Road and Via Norte, as necessary. Recommendations 1, 3, and 5 were successfully implemented in the field in September 2019. Recommendation 3 for installation of VCalm signs has not been completed due to lack of existing street light poles to mount the VCalm assemblies. Without existing infrastructure to mount the VCalm signs, City staff will need to install new poles with foundations. To reduce budgetary 2 costs, City staff will install two (2) VCalm signs at two permanent locations on new poles. At this time, staff does not recommend rotating the VCalm assemblies to alternate pole locations due to material and equipment costs for the other locations. Staff reviewed the Del Rey and Via Norte area to determine the most effective locations for VCalm installation and have selected the following locations (see Exhibit A):  On Via Norte near Carmelita Circle  On Del Rey Road approximately 900’ east of Calle Pina Colada FISCAL IMPACT: Minor cost associated with the recommended action. BACKGROUND: At the meeting of August 14, 2007, the City Council adopted Ordinance No. 07-08, which declared the prima facie speed limits on City streets. The recommended speed limits were determined on the basis of an Engineering and Traffic Survey, which was performed for each roadway. The California Vehicle Code (CVC) requires local authorities to review and reaffirm or adjust speed limits within their jurisdiction every seven years on the basis of an Engineering and Traffic Survey. The CVC also allows local authorities to extend an Engineering and Traffic Survey to ten (10) years, if a Registered Engineer determines that no significant changes in roadway or traffic conditions have occurred, including major changes in adjacent property or land use, roadway width, or traffic volumes. The City will be conducting an Engineering and Traffic Survey update for 24 roadways in September. The roadways and segment survey locations are being provided to the Commission for informational purposes and can be seen in Exhibit A. FISCAL IMPACT: Minor cost associated with the recommended action. BACKGROUND: At the request of Council Member Zak Schwank, City of Temecula staff were asked to examine the ongoing traffic issues at the Costco located on Ynez Road between Promenade Mall South and Overland Drive (Exhibit A). Increased traffic from the gas station has resulted in cars backing up along Promenade Mall South and extending to the right turn only lane on Ynez Road. This congestion impacts the traffic heading Southbound on Ynez Road as those attempting to make a left turn at the Ynez Road and Promenade Mall South intersection are unable to do so. The City contacted Costco and Public Works Director, Patrick Thomas along with Assistant City Manager, Greg Butler both met with them to discuss the current traffic issues. Costco is currently exploring solutions with an outside traffic firm and the City will continue to monitor the situation and notify the Commission of any updates. FISCAL IMPACT: None. D. 3 Thermal Plastic E. 0 RPMs Installed City Maintenance staff responded to 57 service order requests ranging from weed abatement, tree trimming, sign repair, HVAC failures, litter removal, and catch basin cleanings. This is compared to 57 service order requests for the month of May 2021. The Maintenance Crew put in 82 hours of overtime, which includes stand-by time, special events and response to street emergencies. The total cost for Street Maintenance performed by external contractors for the month of June 2021 was $ 70,769.00 ; compared to $ 3,945.25 for the month of May 2021.
