RECOMMENDATION: That the Commission approve a recommendation to the City
Council that nominates Darell and Rebecca Farnbach for placement on the City of Temecula Wall
of Honor.
BACKGROUND: The Wall of Honor Ad Hoc Subcommittee, comprised of Mayor
Maryann Edwards and Council Member Jessica Alexander, propose that Darell and Rebecca
Farnbach be recognized with placement of their name on the City’s Wall of Honor currently
located in the foyer of the Jeff Comerchero Chambers of the Civic Center. Pursuant to the
Procedure for the Establishment and Continuing Operation of the City of Temecula Wall of Honor,
the Wall of Honor is intended to honor and recognize individuals who have made an outstanding
contribution to the City of Temecula. To be eligible, an individual must have made a major
contribution to improve the quality of life for the residents of the City of Temecula over a
significant period of time.
Darell and Rebecca Farnbach’s mission to preserve and share Temecula’s history earned them the
well-deserved award of Temecula Valley Citizen of the Year for 2019. They devoted decades of
their time, money and heart to protect Temecula's past, advocate for, and share the history of
Temecula Valley with a very fond interest in its 87,500-acre Vail Ranch legacy. Among the
Farnbachs’ most notable accomplishments was saving the Historic Vail Headquarters heritage site
from demolition in 1997-98, including Temecula’s oldest building, the Wolf Store, located on
Temecula Parkway. Back then, the site was not yet annexed into the City of Temecula and, under
the jurisdiction of the County of Riverside, was slated for demolition and commercial
development. In the Spring of 1998 when the developer bulldozed a historic adobe structure at
the site, Darell Farnbach, together with a small team, prepared a lawsuit against Riverside County
without the assistance of an attorney and marshaled support from the community. There was no
local historical society, yet, so they formed the Vail Ranch Restoration Association (VaRRA) with
others that shared their love for Temecula and advocated for the historical value of the Vail Ranch
legacy that once encompassed Temecula Valley. Ultimately, their action prevented further
demolition and although the historic site and structures are now sandwiched between Kohls,
Famous Footwear, Ross, Wal-Mart and other commercial structures, it is a California State
heritage site. Due to the lawsuit, the site was fenced off for its protection until after the City
annexed the area and a developer and architect believed in the dream to redevelop it. With careful
oversight, the Farnbachs worked with the developer and the structures were restored to honor the
historical past of Temecula’s Vail Ranch headquarters. The unique park-like setting melds historic
buildings with boutique shops, restaurants and family attractions welcoming 100s to 1000s of
visitors a day who enjoy a peek into Temecula’s history. Thanks to the vision and leadership of
the Farnbachs, the buildings were protected. The renovations were done according to the US
Department of Interior Standards for Historic Rehabilitation. The Vail Ranch Museum was also
constructed of historic remnants and materials and the site serves as a testament to Temecula’s
Vail Ranch past. In addition to these extraordinary efforts, Rebecca Farnbach has co-written six
books about Temecula Valley history, and Darell Farnbach also served on the Riverside County
Historic Commission. They both helped to form the Temecula Valley Historical Society in 2001,
a few years after forming VaRRA, and the Farnbachs have met continuously, weekly or monthly,
for over 22 years volunteering endless hours to protect and preserve Temecula’s history.
Staff will forward the Commission’s recommendation to the City Council for final action.
FISCAL IMPACT: Less than $100 for the inscription to the Wall of Honor. Adequate
funds are available in the City Council Budget (001.100.999.5250).

Reagan Sports Park.
BACKGROUND: The City of Temecula has two roller hockey rinks, located at Ronald
Reagan Sports Park and Michael “Mike” Naggar Park. These two rinks have been used primarily
by three rental groups: Temecula Valley Inline Hockey Association (TVIHA), Wine Town Rollers
(WTR - roller derby), and Temecula Valley Lacrosse (TVL). In addition to these rental groups,
there are other occasional rental groups such as Futsal that use the rinks. In January of 2021,
TVIHA requested that the majority of their time be moved to the Naggar rink, which staff was able
to accommodate.
Safety Concerns
Recently, City Public Works Staff responded to a complaint about an injury at the Ronald Reagan
Sports Park hockey rink which may have occurred due to an individual’s skate catching on one of
the expansion joints on the rink. Due to the construction method used on this rink, which was built
in 1994-95, the expansion joints have been a recurring concern for rink users. Rental groups
including the Temecula Valley Inline Hockey Association and the Wine Town Rollers have
repeatedly shared their concerns with staff. As a result, Parks Maintenance staff have tried
multiple different techniques for attempting to remediate the potential risk this causes. Over the
past ten years this maintenance has included fully resurfacing the rink in 2011, 2014, and 2019, in
addition to re-coating the joints and cracks an average of twice/year. By comparison, the hockey
rink at Naggar Park was built in 1995-96 with poured control joints rather than expansion joints,
and it has required much less maintenance and poses no recurring safety issues.
In response to this injury concern, the City’s Risk Management division determined that a
temporary closure would be required to once again re-coat the expansion joints. The rink is
scheduled to be closed through August 15 for this repair, however, this will not provide a
permanent solution to the issue. At a Parks, Recreation, and Community Services Subcommittee
meeting on July 27, 2021, Public Works brought forward an agenda item to discuss the status of
the rink at Ronald Reagan Sports Park. Pursuant to that discussion, the item is being brought
before the Community Services Commission for an additional opportunity for discussion and
public comment.
Aside from the temporary closure, and barring anything unforeseen, the Ronald Reagan rink will
continue to be available for rental groups through the end of the calendar year, and the hockey rink
at Michael “Mike” Naggar Park will remain in operation to serve the skating community.

BACKGROUND: As part of the City’s Fiscal Year 2022-26 Capital Improvement
Program (CIP), Council approved a Capital Improvement Project for $200k, funded through
Measure S, to construct one or more mini pump tracks at City parks. These tracks would be
modeled on the smaller pump track added at Ronald Reagan Sports Park, and would be aimed at
younger and beginner riders. Based off of prior estimate and barring anything unforeseen, Public
Works staff believes it will be possible to fund two mini pump tracks. P ublic Works and
Community Services Staff are recommending that these be located at Long Canyon Creek Park
and Wolf Creek Park, which will provide amenities on the north and south ends of the City. These
recommendations were presented to the Parks, Recreation, and Community Services
Subcommittee on July 27, 2021, and supported by the Subcommittee. Construction for both tracks
would take approximately 12 months to complete.
FISCAL IMPACT: The total cost of this project is estimated at $200k, which has been
allocated as part of the City’s Fiscal Year 2022-26 Capital Improvement Program.

BACKGROUND: As part of the City’s Fiscal Year 2022-26 Capital Improvement
Program (CIP), Council approved a Capital Improvement Project for $1M, funded through
Measure S and Developer Impact Fees (DIF), to construct pickleball courts at a City park. Based
off of comparable project estimates and barring anything unforeseen, Public Works staff believes
it will be possible to fund 8-12 pickleball courts with lighting, fencing, and seating. Given both
the social nature of the sport and economies of scale, Public Works and Community Services Staff
are recommending that these be located at Wolf Creek Park, a site which has minimal current use
impacts and good connectivity. These recommendations were presented to the Parks, Recreation,
and Community Services Subcommittee on July 27, 2021, and supported by the Subcommittee.
Construction for the courts would take approximately 12 months to complete.
FISCAL IMPACT: The total cost of this project is estimated at $1M, which has been
allocated as part of the City’s Fiscal Year 2022-26 Capital Improvement Program.

renovation process.
BACKGROUND: In 2015, Staff undertook a survey of the City’s parks and
playgrounds and developed a prioritized list of playgrounds for renovation. Following direction
from the Parks, Recreation, and Community Services Subcommittee, Staff further conducted a
Request for Qualifications and developed an Approved Bidders List. Over the ensuing years, Staff
has utilized this list to successfully renovate 11 parks, funded through the annual Capital
Improvement Program (CIP). For Fiscal Year 2021-22, three more parks are in the queue for
renovation: Redhawk Community Park, Long Canyon Creek Park, and Temecula Creek Park. The
previous Approved Bidders List has expired, so staff will be conducting Requests for Proposals
for each of the three parks, and bringing design concepts back to the Parks, Recreation, and
Community Services Subcommittee and Community Services Commission throughout the coming
year.
FISCAL IMPACT: No fiscal impact at this time. Funds for these renovations have been
allocated as part of the FY2021-22 Playground Equipment Enhancement & Safety Surfacing
Capital Improvement Project.
