MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
NOVEMBER 4, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
November 4, 1 :30 PM in the Community Development Conference Room, located at 43200
Business Park Drive Temecula California. Principal Planner David Hogan presiding.
Also present were Assistant Planner Christine Damko, and Minute Clerk Kathy Simpkins
Item No.1:
Planninq Application No. PA04-0383 a Product Review for eiqht detached
sinqle-familv residential homes and two potential casistas as an optional
upqrade on lots 3 and 5 (Tract Map 29133). Units ranqe from 3.381 square feet
to 3.845 square feet with two different floor plans and two architectural desiqns
located on the east side of Ynez Road. 707 feet south of Calle Harcon and Ynez
Road
Assistant Planner Christine Damko gave an overview of the project and staff recommendations
highlighting the different floor plans and architectural designs. Assistant Planner recommended
amending the staff report and resolution to include the approval of two potential second dwelling
units on lots 3 and 5 as shown in the elevations in addition to the approval of the eight homes.
Also, to add a condition of approval to the report to correct the color specifications that are
currently shown in the plans so that the plans match the actual materials of the proposed color
specifications.
Principal Planner asked if the added condition was included in the current staff report and if
Assistant Planner had shared this information with the applicant's representative.
Assistant Planner stated that the present staff report did not include that condition and will be
corrected and that she has shared the information with the applicant. The applicant will correct
the error in the color specifications.
Principal Planner stated that the rooflines on the French and Spanish Colonial one-story
elevations look identical and asked for clarification.
Assistant Planner stated that the rooflines are similar. Staff had asked the applicant to differ the
rooflines but believed there were some structural problems with a change. In addition, this
project is not a Specific Plan and there being no guidelines, the City had no document or basis
for a different roofline.
Principal Planner David Hogan opened Public Hearing at 1 :38PM.
Patti Nahill, PGN, P.O. Box 1006, Murrieta, representing Gallery Homes, stated that she had
reviewed the staff report and concurs with the conditions of approval with one clarification
regarding the casitas. They will not qualify as second units per State law because they will not
have kitchen facilities.
Principal Pianner asked Ms. Nahill if she had any insight into the lack of roofline variations on
the one-story models.

Ms. Nahill stated there are different architectural elements on the models.
Principal Planner closed the public hearing portion and approved PA04-0383 subject to the
. additional condition of approval regarding resubmlttal of the correct colors at the time building
permit plans are resubmitted and a clarification that the second dwelling are casitas and they
will match the architecture and colors of the main structure.
There being no further business, hearing was adjourned at 1 :44 PM
