HomeMy WebLinkAbout120204 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING DECEMBER 2, 2004 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, December 2, 2004 at 1 :30 PM in the Community Development Conference Room, located at 43200 Business Park Drive Temecula California. Principal Planner Don Hazen presiding. Also present were Assistant Planner Christine Damko, and Minute Clerk Cynthia Lariccia. Item NO.1: Plannina Application No. PA04-0488 a Product Review for the construction of ten detached sinale-family homes ranaina in size from 4.006 sauare feet to 4.106 sauare feet with the potential for optional casitas. located on the north side of the intersection of Green Tree Road and Grapevine Road and on the south side of Rancho Vista Road. iust past Temecula Valley School. Assistant Planner Christine Damko gave an overview of the project and staff recommendations highlighting the different floor plans and architectural designs. The proposed project, as conditioned, is consistent with the City's General Plan, Development Code and Design Guidelines Principal Planner asked Assistant Planner if project was exempt from CEQA. Assistant Planner stated yes. Principal Planner asked Assistant Planner to summarize access to the street by residents during construction, how is the project conditioned for this access, and the timing of the project in relation to the actual building on the lot. Assistant Planner stated that in the previously approved subdivision map, one of the conditions was to improve Green Tree and Vista Roads The owner of the property posted bonds with Public Works. Conditions will be carried over to this product review approval before applicant can obtain building permits. The applicant must fulfill all requirements. Principal Planner opened the Public Hearing at 1 :42 PM. Brian MacGregor, 300 East State Street, Redlands, California, representing First Pacific Development, started his comments commending staff on the process. Timing for work on Green Tree Road will coincide with the rough grading. Mr. MacGregor stated that First Pacific is currently at second corrections of improvement plans with Public Works. Principal Planner asked applicant if he had an opportunity to review the conditions of approval Applicant stated that he had reviewed and concurs with the conditions of approval. Ed Hubler, 41815 Green Tree Road, Temecula, asked if residents on Green Tree Road could be afforded amenities such as cable, gas, and sewers and will they be routed to residents. First Pacific will be bringing in dry utilities, i.e. cable and gas. Residents will have access with the road improvements. Provisions will be made. Each property owner will be responsible for connection and initiate service charges with appropriate utilities. In discussion with Public Works, applicant stated additional people will pay a fee to connect to services but existed residents will not pay. Applicant will coordinate with residents as lines are being laid in to minimize residents' costs. Principal Planner closed the Public Hearing at 1:50 PM and approved PA04-0488 subject to the conditions of approval. There being no further business, hearing was adjourned at 1 :51 PM. -.....".
