MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
DECEMBER 9, 2004
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
December 9, 2004 at 1 :30 PM in the Community Development Conference Room, located at
43200 Business Park Drive Temecula California. Principal Planner Don Hazen presiding.
Also present were Associate Planner Cheryl Kitzerow, Deputy Building Official Mark Harold,
Special Projects Engineer Annie Bostre-le, and Minute Clerk Cynthia lariccia.
Item No.1:
Planninq Application No. PA04-0493 a Conditional Use Permit to establish a
56.000 square foot recreation and medical facilitv (associated' with Rancho
Familv Medical Group). in an existinq 76.886 square foot buildinq in the Liqht
Industrial Zone. The proposal includes medical offices. basketball and vollevball
courts. martial arts studio, and nautilus exercise equipment room. The remaininq
buildinq area will be used for offices and ancillary storaqe/warehouse. Intended
users include Rancho Familv Medical staff, phvsical therapv patients. public
leaques, club leaques. and local school leaques. located at 28780 Sinqle Oak
Drive.
Associate Planner Cheryl Kitzerow gave an overview of the project and staff recommendations.
The proposed project, as conditioned, is consistent with the City's General Plan, Development
Code and all other applicable ordinances, standards and guidelines. Two issues of concern that
were reviewed and determined that the application complied with were: the parking availability
based on the proposed uses and hours of operation of the facility; and, the occupancy type
based on the California Building Code. The application is exempt to CEQA Section 15301,
Class 1-Existing Facilities.
Principal Planner Hazen opened the Public Hearing at 1 :40 PM
Russell Rumansoff, Herron and Rumansoff Architects, 530 St. Johns Place, Hemet had
questions on Item #12, a requirement from Public Works with regards to installation of
sidewalks. He stated that there are approximately 30-35 mature trees which would have to
been removed to install a sidewalk. The Rancho California Business Park Association does not
allow or encourage parking on the street. Additionally, other than Chemicon on the corner of
Single Oak and Business Park Drive, there are no sidewalks.
Clarification was requested on Item #16, regarding providing documentation to be approved by
the Building Official prior to submitting for plan review that demonstrates the building meets the
use for allowable area. Applicant's representative stated that he believes this was already
submitted. Deputy Building Official stated that it is matter of putting the calculation correctly on
the plans. Prior calculation was placed on the plans incorrectly.
Applicant wanted clarification on Items 20 thru 30 asking if these were standard building code
items.
Principal Planner stated that these matters will be discussed further after all testimony has been
received.

Walter Combs, Rancho Family Group, 29991 Via Norte, Temecula, asked about clarification on
Item #21 regarding location for an elevator for vertical access. Dr. Combs set aside a
conference room available on first floor prior to elevator's installation. .
Principal Planner asked Dr. Combs if he would like to centralize elevator and would like to use
the downstairs room to serve as an interim alternative until construction of the elevator occurs.
This issue was addressed later in the hearing.
Principal Planner asked staff to respond to Item #16. Deputy Building Official stated again that
it was just a case of placing the area analysis ratio .properly on the plans with no.other
restrictions.
Principal Planner asked staff to respond to Item #17 regarding the number of occupants for
each sport court. Deputy Building Official stated that the plan as is depicted shows the seating
for the sports court. The Building Department would like an additional note that no additional
seating shall be placed other than as depicted on the approved plans.
Principal Planner asked staff to respond to questions on Item #20 thru #30 and Item #21 relating
to the elevator.
Deputy Building Official stated that Items #20 thru #30 are standard conditions of approval that
are applied to most projects. Item #21 is needed because of the new use for this building.
Vertical access is required for the impending additional conditional uses for the spaces above.
This building was original approved as a single user whose office supported the work that was
performed on the lower level. With the new building use, tenants are upstairs. The use of the
building has changed. There are a number of ways to achieve vertical access, i.e. lifts that
would be more cost effective.
Mr. Rumansoff would like to phase in the elevator. Principal Planner asked if applicant is in
disagreement with the condition with respect to being asked to comply with building code as it
relates to the elevator or the timing of the installation. Mr. Rumansoff replied that he was in
acceptance of the conditions and confident he can work the timing issues out with the Building
Department.
Dr. Combs would like to clarify Item #21 regarding the timing of the installation of the elevator.
Deputy Building Official stated that vertical access should be provided at the time that the
building becomes active. This item will be worked out between applicant and Building
Department.
Principal Planner requested Public Works endorsement of revising Item #12 regarding sidewalk
installation. Special Projects Engineer suggested revising Item#12 to read, "The Developer
shall construct the following public improvements to City of Temecula General Plan standards
unless waived by the Director of the Department of Public Works."
Principal Planner closed the Public Hearing at 2:03 PM and approved PA04-0493 subject to the
conditions of approval.
There being no further business, hearing was adjourned at 1 :51 PM.
