BACKGROUND: Annually, the Commission elects a member to serve as Chairperson
and Vice-Chairperson. On August 10, 2021 Chairperson Hagel was appointed to the Planning
Commission, leaving Vice-Chairperson Richardson as the new Chair. As such, staff recommends
the Commission elect a new Vice-Chairperson to fill the vacancy. The newly elected Vice-
Chairperson will preside through the remainder of 2021 calendar year.
FISCAL IMPACT: No fiscal impact associated with the recommendation.

RECOMMENDATION: That the Public/Traffic Safety Commission receive and file the
report.
BACKGROUND: Staff received a request from a resident in September 2021 to review
the intersection geometry at Redhawk Parkway and Peppercorn Drive. The resident requested
striping changes to allow for dual northbound left turns.
The existing northbound lane geometry for Peppercorn Drive at the intersection consists of a left
turn lane, a through-right lane, and a right turn lane (See Exhibit A). The restriping request from
the resident would propose to make the northbound lane geometry a left turn lane, a left-through
lane, and a right turn lane.
Staff conducted several field visits during the morning, midday, and afternoon peak hours in
September 2021 to observe traffic operations and roadway conditions. This intersection generally
experienced high volumes for eastbound, westbound, and northbound movements during the AM
and PM peak periods.
Moderate backup was observed during AM peak hour for the northbound left movement over
several cycles, however, all queued vehicles would have sufficient phase timing to clear in one
signal cycle. The backup only occurred a few times during AM peak period and was not a
consistence occurrence. Higher vehicular volumes were observed for the northbound right turn,
but traffic backup did not occur due to the existing dual right turn lanes and the right turn overlap
signal operation.
During the PM peak period, no traffic back up was observed for the northbound left turns on
Peppercorn Drive. Staff observed heavier right turn movements and that traffic sufficiently cleared
due to the existing dual right turn lanes. Staff also reviewed recent historic traffic counts and
confirmed that the heaviest northbound traffic movement is the right turn during the AM & PM
peak period. The amount of PM peak right turning vehicles justifies the existing lane geometries
for maximizing traffic efficiency.

Based on these findings, staff has determined no changes are needed and that the existing geometry
remain the same. At this time, City staff will look to perform a few minor timing adjustments at
this intersection to improve signal operations.
FISCAL IMPACT: No fiscal impact associated with the recommendation.

RECOMMENDATION: That the Public/Traffic Safety Commission recommend no changes
to the Valentino Way-Cutchoque Dive and Vail Ranch Parkway Intersection.
BACKGROUND: At the September 14, 2021 City Council meeting, staff received a
request from Councilmember Rahn to evaluate potential intersection controls at the intersection of
Valentino Way-Cutchoque Dr and Vail Ranch Parkway (Exhibit A). City staff performed an
analysis to determine if additional intersection controls, particularly, all-way stop controls, are
needed at this intersection and the results are presented below.
Vail Ranch Parkway is an eighty-two (82) foot wide major arterial roadway providing access to
numerous local residential neighborhoods. In the summer of 2020, Vail Ranch Parkway was
restriped from a 4-lane road to a 2-lane road as part of the Redhawk Traffic Calming Road Diet
Project. The existing posted speed limit on Vail Ranch Parkway in the vicinity of the subject
intersection is 45 MPH with an Average Daily Traffic (ADT) volume of approximately 8,700
vehicles.
Valentino Way-Cutchoque Drive is a generally forty (40) foot wide local residential roadway that
provides access to Vail Ranch Parkway. Valentino Way-Cutchoque Dr. has a posted speed limit
of 25 MPH and existing entering stop controls at Vail Ranch Parkway.
In September of 2021, staff conducted several field visits to monitor traffic operations at the
intersection during the morning and afternoon peak hours. Staff observed low side street volume
and minimal vehicle delays for vehicles exiting Valentino Way/Cutchoque Dr. Sufficient traffic
gaps were available for residents to safely exit out of Valentino Way-Cutchoque Drive onto Vail
Ranch Parkway.
An evaluation of sight distance was performed at the intersection of Valentino Way-Cutchoque
Drive at Vail Ranch Parkway. A minimum unobstructed sight distance of 360 feet is required for
the posted 45 mph speed limit on Vail Ranch Parkway. The results of the evaluation are shown in
the table on the following page:

As shown, the visibility at the intersection is appropriate for westbound and eastbound conditions
for Valentino Way-Cutchoque Drive.
A review of the collision history for the twelve (12) month period from September 1, 2020 to
September 1, 2021, indicates there was 1 reported collision at the intersection. The broadside
accident involved an eastbound vehicle colliding with a northbound left turning vehicle. The low
accident history at this intersection is not enough to warrant an all-way stop controls at this
intersection.
It should be noted that the intersection is located approximately seven (700) feet away from the
existing traffic signal at Vail Ranch Parkway and Redhawk Park way. Adding an all-way stop
control at Valentino Way-Cutchoque Drive could have significant negative operational impacts on
Vail Ranch Parkway due to the combination of higher traffic volumes on Vail Ranch Parkway and
the close proximity to the existing traffic signal.
Based on the staff field reviews and the findings above, staff recommends no changes to the
intersection controls at Valentino Way-Cutchoque Drive and Vail Ranch Parkway at this time.

City Maintenance staff responded to 67 service order requests ranging from weed abatement,
tree trimming, sign repair, HVAC failures, litter removal, and catch basin cleanings. This is compared to
72 service order requests for the month of July 2021.
City Maintenance staff also responded to 11 service order requests for street light outages
and maintenance. This is compared to 14 street light-related service order requests for the
month of July 2021.
The Maintenance Crew put in 76 hours of overtime, which includes stand-by time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by external contractors for the month of August 2021
was $ 22,692.00 ; compared to $ 3,517.40 for the month of July 2021.
