Approved the Staff Recommendation (3-0, Ruiz and Telesio absent): Motion by Hagel, Second by
Turley-Trejo. The vote reflected unanimous approval with Ruiz and Telesio absent.

2. Long Range Planning Application Number LR18-1684 an amendment to Title 17 (ZoningLof
the Temecula Municipal Code to revise the multi-family definition and to establish objective
design standards that will apply to any housing development project or mixed used housing
ro'ect thatpursuant to State law, requires ministerial approval or where the housin
develo ment project is subject to discretionaa review but a Spec ifie Plan or PDO does not

Recommendation: Adopt a resolution entitled:

OF TEMECULA RECOMMENDING THAT THE CITY COUNCIL
ADOPT (1) A RESOLUTION ADOPTING THE OBJECTIVE DESIGN
STANDARDS FOR MULTI-FAMILY AND MIXED-USE
DEVELOPMENTS AND (2) AN ORDINANCE ENTITLED "AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMECULA AMENDING TITLE 17 (ZONING) OF THE TEMECULA
MUNICIPAL CODE TO REVISE MULTI-FAMILY DEFINITION

AND REQUIRE THAT MULTI-FAMILY AND MIXED-USE
DEVELOPMENTS COMPLY WITH OBJECTIVE DESIGN
STANDARDS AND MAKE THE FINDING THAT THIS ORDINANCE
IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA) PURSUANT TO CEQA GUIDELINES
SECTION 15061(B)(3) AND GOVERNMENT CODE SECTION

3. Lona Range Planning Project Number LR20-1223 a resolution of the 111aiining Commission of
the Cily of Temecula recommending that the City Council adopt an ordinance entitled "An
ordinance of the Ci1y Council of the City of Temecula amending Titles 15 and 17 of the Temecula
Municipal Code to 1 comply with state law changes to large family day care homes 2 clarif
the standards that apply gpply to senior housing, transitional housing, supportive housing. emergency
shelters trash enclosures self-story a or mini-warehouse facilities and to projects using the
affordable housing overlgy zone 3 establish standards and requirements for dedications and
improvements for developments without a subdivision 4 update how development ins act fees
can be used 5 clarify where artificial turf can be installed and 6 make minor Vpographical
edits and finding that this ordinance is exempt from the California Environmental Quality Act
(CEQA) pursuant to CEQA guidelines section 15061 b 3 " Brandon Rabidou

ADOPT AN ORDINANCE ENTITLED, "AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF TEMECULA AMENDING TITLES
15 AND 17 OF THE TEMECULA MUNICIPAL CODE TO (1)
COMPLY WITH STATE LAW CHANGES TO LARGE FAMILY DAY
CARE HOMES, (2) CLARIFY THE STANDARDS THAT APPLY TO
SENIOR HOUSING, TRANSITIONAL HOUSING, SUPPORTIVE
HOUSING, EMERGENCY SHELTERS, TRASH ENCLOSURES,
SELF-STORAGE OR MINI-WAREHOUSE FACILITIES AND TO
PROJECTS USING THE AFFORDABLE HOUSING OVERLAY
ZONE, (3) ESTABLISH STANDARDS AND REQUIREMENTS FOR
DEDICATIONS AND IMPROVEMENTS FOR DEVELOPMENTS
WITHOUT A SUBDIVISION, (4) UPDATE HOW DEVELOPMENT
IMPACT FEES CAN BE USED, (5) CLARIFY WHERE ARTIFICIAL
TURF CAN BE INSTALLED, AND (6) MAKE MINOR
TYPOGRAPHICAL EDITS AND FINDING THAT THIS ORDINANCE
