HomeMy WebLinkAbout2022-21 CC ResolutionRESOLUTION NO.2022-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA AMENDING THE CAPITAL IMPROVEMENT PROGRAM FISCAL YEARS 2022-26 AND AMENDING THE CAPITAL IMPROVEMENT BUDGET FOR FISCAL YEAR 2021-22 THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. Recitals. The City Council hereby finds, determines and declares that: A. On May 19, 2021, the Planning Commission found the Capital Improvement Program projects are consistent with the General Plan in accordance with Government Code Section 65401 of State Planning and Zoning Law. B. On June 8, 2021, the City Council adopted Resolution No. 2021-32 approving the City of Temecula Capital Improvement Program Fiscal Years 2022-26 (CIP). C. Adoption of the Amendments noted herein are categorically exempt from environmental review under the California Environmental Quality Act (CEQA). Pursuant to Sections 15262 and 15061 (b) (3) of the State Guidelines for Implementation of CEQA, a project involving only feasibility or planning studies for possible future actions because it can be seen with certainty that this prioritizing and fund allocation program set forth in the Amendment cannot and does not have the potential to cause a significant effect on the environment. No physical activity will occur until all required CEQA review is conducted at the time the physical improvements prioritized in the Amendment are undertaken. The Council reaffirms and incorporates herein the findings set forth in Section 1 of Resolution No. 2021-32. Section 2. Specific Actions: Based on the findings above, the City Council determines and declares the following adjustments to the Fiscal Year "City of Temecula Capital Improvement Program Fiscal Years 2022- 26" are hereby adopted: A. Amend the 2021-22 appropriation for the Diaz Road Expansion project, to allocate $1,000,000 in Measure A funding required for construction of Diaz Road Expansion, Rancho California to Diaz Road. B. Amend the 2021-22 appropriation for the Bike Lane and Trail Program — Infill Mini Pump Track project, to allocate an additional $100,000 in Measure S funds for additional costs at Long Canyon Creek and Wolf Creek Parks. C. Amend the 2021-22 appropriation for Sports Field Lighting LED Conversion project, to allocate $200,000 in Measure S funds to provide adequate funds for one ballfield conversion. D. Amend the 2021-22 appropriation for the Citywide Surveillance Cameras project, to allocate $600,000 in Measure S funds to expand the project to Harveston Park. E. Amend the 2021-22 appropriation for the City Facilities Rehabilitation project, to allocate $100,000 in funding from Facilities Replacement Fund for necessary roof repairs for Fire Station Facilities. F. Amend the 2021-22 appropriation for the Murrieta Creek Bridge at Overland project, to allocate $1,000,000 in Measure S funds to complete engineering design and environmental review. G. Amend the 2021-22 appropriation for the Bike Lane and Trail Program — Great Oak Trail Lighting project, to reduce funding by $100,000 from Service Level C — Zone 28 to fit within available funding levels. H. Amend the project description of the Old Town Parking Structure project to include other parking improvements in Old Town. I. Amend the Fiscal Years 2021-26 Capital Improvement Program to add the following new projects subject to future Planning Commission determination that the projects are consistent with the City's General Plan: a. Ronald Reagan Sports Park Pump Track Shade Structure project, with an appropriation of $75,000 in Measure S Funds; b. Ronald Reagan Sports Park Hockey Rink project, with an appropriation of $750,000 in Measure S Funds; c. Ronald Reagan Sports Park Skate Park project, with an appropriation of $1,000,000 in Measure S Funds; d. Fiber Optic Communications Systems — Citywide project, with an appropriation of $1,200,000 in Measure S Funds; e. Murrieta Creek Regional Sports Park phase project, with an appropriation of $1,000,000 in FY21-22 funded with Quimby Funds; $1,500,000 in FY22-23 funded with Measure S funds; remainder as unspecified. The budget and appropriation for these projects are set forth in Exhibit 1 and are hereby approved. Section 3. Certification: The City Clerk shall certify the adoption of this resolution.
