1. Discuss Old Town Temecula Outdoor Dining Program
City Staff presented information on the complexities of making the Temporary
Extended Dining (TED) a permanent program. Significant issues involve
fragmented ownership of the streets in Old Town, allowing permanent structures in
public easements shared with other utilities, and questions about the legality of
issuing a Conditional Use Permit for the sale of alcohol in public right-of-way.
The committee recommended staff let the program expire July 1, 2022 per the
existing agreements with an option to temporarily extend (in consideration of local
business needs), but sunset after January 1, 2023 after discussion with the full City
Council at a Public Hearing.
