BACKGROUND: In early 2022, staff received several requests from a resident to consider the
feasibility of implementing speed bumps, dips or other physical barriers as traffic calming
measures to reduce excessive vehicular speeds on De Portola Road from Jedediah Smith Road to
Margarita Road. The resident mentions that it is difficult to enter and exit their residence due to
excessive speeds and illegal maneuvers being performed by drivers. It was communicated to the
resident that the City of Temecula does not consider speed-bumps, dips or barriers as an effective
method of traffic calming to reduce speeding and they are not supported by our first responders as
it negatively affects emergency response times. However, we communicated that we would review
the segment of roadway and verify if other traffic calming measures could be utilized.
Upon, review of area and traffic calming options, staff has determined that our best traffic calming
measure at this time is to provide additional Police Enforcement with occasional deployment of
the Radar Speed Trailer. Staff will continue to monitor the area and re-analyze as conditions
change in the future.
FISCAL IMPACT: None.

RECOMMENDATION: That the Public/Traffic Safety Commission receive and file the

BACKGROUND: In December 2021, City of Temecula staff received a request from
Councilman and Mayor Pro Tem Schwank to consider the feasibility of implementing traffic
calming measures to address concerns of excessive speeding on Rancho Vista Road from Ynez
Road to Margarita Road. Councilman Schwank referenced concerns with speeding on Rancho
Vista Road, specifically during peak morning and afternoon traffic, that coincides with school
pickup and dropoff times. In early 2022, staff conducted speed and volume data collection, and
performed several field reviews of conditions on Rancho Vista Road. Staff found that while speeds
were in range of the posted speed limit of 50 MPH, they are excessive for a roadway that runs
adjacent to several schools and city facilities. While conducting the analysis of Rancho Vista Road,
staff determined that the review of Pauba Road, from Ynez Road to Margarita Road, should also
be considered due to similar speeding concerns received from residents and its similar roadway
nature. To address concerns about excessive vehicular speeds, staff reviewed potential traffic
calming measures that have been proven effective at other locations in the City. Due to the low er
volumes, varying street widths, and varying lane configurations found on Rancho Vista Road and
Pauba Road, a “Road Diet” striping adjustment is being considered as an appropriate alternative.
Rancho Vista Road is a sixty-four (64) foot wide secondary arterial providing access to numerous
single-family residences west of Ynez Road. The posted speed limit on Rancho Vista Road, from
Ynez Road to Margarita Road, is 50 MPH and the Average Daily Traffic (ADT) volume on is
approximately 9,700 ADT.
Pauba Road is a sixty-four (64) foot wide secondary arterial providing access to numerous single-
family residences west of Ynez Road. The posted speed limit on Pauba Road, from Ynez Road to
Margarita Road, varies from 40 - 45 MPH and the Average Daily Traffic (ADT) volume on is
approximately 11,600 ADT.
A conceptual “road diet” design is being put together by staff utilizing available striping
alternatives such as buffered bike lanes and striped medians to visually reduce the width of the

roadway. The proposed striping design on Rancho Vista Road and Pauba Road would reduce
traffic to one lane in each direction with turn lanes by utilizing striped medians, parking shoulders
and bike lanes with buffer areas. In addition, appropriate signing, markings, and high visibility
bike lane pavement legends would be implemented to enforce adjusted striping layout. Installation
of these proposed improvements would be included with a future pavement rehabilitation project
and a completed design would be brought before this commission at that time for consideration.
FISCAL IMPACT: Installation of striping and pavement markings are to be included in a
future CIP Pavement Rehabilitation Program

RECOMMENDATION: That the Public/Traffic Safety Commission receive and file the
report.
BACKGROUND: A pavement rehab and slurry seal project will be occurring on Ynez Road
from Santiago Road to Rancho Vista Road. As part of this pavement project, City staff has
redesigned the lane configuration for this section of Ynez Road. The interim striping plan will
increase northbound and southbound lane capacities by utilizing the existing excess roadway width
on Ynez Road. Staff anticipates the interim striping will help reduce congestion and driver
frustration along Ynez Road.
Exhibit A shows the proposed striping configuration. The proposed striping design on Ynez Road
will provide two northbound lanes from Mountain View Road to Rancho Vista Road and will
extend the existing two southbound lanes through the intersection of Pauba Road and Ynez Road.
In addition, appropriate signing, markings, and bike lane pavement legends will be implemented
to enforce the adjusted striping layout.
The pavement and striping work are anticipated to occur in the summer of 2022.
This striping work is considered interim since it is unknown when the larger project that will widen
Ynez Road from Rancho Tierra Vista Road to Santiago Road will occur.
FISCAL IMPACT: Installation of striping and pavement markings are to be included in the
CIP Pavement Rehabilitation Program.

direction on how to proceed. If directed to cancel, staff will perform the appropriate posting and
noticing requirements per the Government Code.

City Maintenance staff responded to 83 service order requests ranging from weed abatement,
tree trimming, sign repair, HVAC failures, litter removal, and catch basin cleanings. This is compared to
43 service order requests for the month of February 2022.
City Maintenance staff also responded to 6 service order requests for street light outages and
maintenance. This is compared to 7 street light-related service order requests for the month of
February 2022.
The Maintenance Crew put in 49 hours of overtime, which includes stand-by time, special
events and response to street emergencies.

City Maintenance staff responded to 137 service order requests ranging from weed abatement,
tree trimming, sign repair, HVAC failures, litter removal, and catch basin cleanings. This is compared to
83 service order requests for the month of March 2022.
City Maintenance staff also responded to 8 service order requests for street light outages and
maintenance. This is compared to 6 street light-related service order requests for the month of
March 2022.
The Maintenance Crew put in 59 hours of overtime, which includes stand-by time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by external contractors for the month of April 2022
was $ 19,200.00 ; compared to $223,461.00 for the month of March 2022.
