MINUTES OF A REGULAR
MEETING OF THE CITY OF TEMECULA
PUBLlCITRAFFIC SAFETY COMMISSION
DECEMBER 9, 2004
CALL TO ORDER
The City of Temecula PubliclTraffic Safety Commission convened in a regular meeting
at 6:00 p.m. on Thursday, December 9, 2004, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.
FLAG SALUTE
Commissioner Arbogast led the audience in the Flag salute.
ROLL CALL
Present:
Commissioners Arbogast, Jacobs, Youmans, Lanier, and Ramos.
Absent:
None.
PRESENTATIONS:
Battalion Chief Bryan Deyo presented a brief Power Point Presentation regarding the
Roripaugh Training Burn and After Action Report.
Police Chief Domenoe presented a Certificate of Appreciation to City of Temecula Police
Department K-9 Officer Harry Cohen for his admirable performance at the K-9 trials held
in November 2004.
Corporal Cohen thanked the Commission for the Award of Appreciation.
PUBLIC COMMENTS
None.
COMMISSIONER'S REPORTS
Commissioner Arbogast commended staff for their work at the Safety Expo. Ms.
Arbogast also thanked Sergeant Wait and her graveyard crew for allowing her to
participate in a ride-a-along and also thanked Fire Chief Windsor, Director of Public
Work Hughes, and staff for time spent acclimating her to her new position.
Commissioner Jacobs thanked staff for allowing him to attend a Traffic Commissioner's
Workshop, in Pomona; that he also attended a Temecula Citizens Corp (TCC) meeting
and encouraged the public and fellow Commissioners to be involved with the TCC which
takes place the first Monday of the month at Fire Station 84 at 7:00 pm; also advising
that the Automobile Club of Southern California will be offering a free tipsy tow service
from 6:00 pm to 6:00 am on New Year's Eve.

Commissioner Youmans also relayed that he had a great time at the Safety Expo.
Commissioner Lanier wished the Commission and staff Happy and safe Holiday.
COMMISSION CONSENT CALENDAR
1. Minutes of October 28.2004
RECOMMENDATION:
1.1 Approve the Minutes of October 28, 2004
MOTION: Commissioner Lanier moved to approve the Consent Calendar.
Commissioner Arbogast seconded the motion and voice vote reflected unanimous
approval.
COMMISSION BUSINESS
2. Weed Abatement Appeals Board
RECOMMENDATION:
2.1 That the Public/Traffic Safety Commission receive and file.
Principal Planner Brown presented a brief staff report (of record), requesting that the
Public/Traffic Safety Commission file and receive the report.
MOTION: Commissioner Arbogast moved to receive and file staff's report.
Commissioner Jacobs seconded the motion and voice vote reflected unanimous
approval.
3. Reauest for Multi-Wav Stop Sians - Clubhouse Drive at Bav Hill Drive and
Murifield Drive
RECOMMENDATION:
3.1 That the Public/Traffic Safety Commission deny the request for
installation of multi-way stop signs at the intersections of Clubhouse Drive
and Bay Hill Drive, and Clubhouse Drive at Murifield Drive.
Principal Engineer Moghadam presented a staff report (of record), noting the following:
. That staff has received a petition from the Rainbow Canyon Villages
Homeowners Association on behalf of the residents, requesting the feasibility of
installing multi-way stop signs at the intersections of Clubhouse Drive and Bay
Hill Drive and Murifield Drive to reduce the "cut-through" vehicular volumes

. That an evaluation of sight distance was also performed at both intersections and
that the evalu,ation indicated that the sight distance at both intersections exceeds
the minimum requirements for the prevailing speeds

. That a multi-way stop warrant analysis performed for both intersections indicated
that the existing volumes are considerably lower than the applicable warrant
criteria and multi-way stop signs are not justified
. That although there is a perception that there is a high volume of "cut-through"
traffic, it is staff's opinion that the majority of "cut through" traffic observed would
be attributed to residents using Clubhouse Drive as it was designed, to access
the arterial street system from a residential area
. That another reason for the multi-way stop sign request was to enhance the
safety of children accessing the bus stop on Bay Hill Drive; and that staff and the
Commission have determined that the multi-way stop signs are not appropriate
traffic control devices for mitigating a condition that occurs for only a short period
of time forcing motorist to stop needlessly during the remainder of the time
. That in the past, the Commission has received numerous requests for the
installation of multi-way stop signs as a means of reducing perceived vehicular
volumes along residential streets which primarily function as residential collector
roadways.
COMMISSION DISCUSSION
Commissioner Arbogast encouraged residents to utilize their Homeowners Association
(HOA) and that through this method, residents could discuss taking extra precautions
during the pick-up and drop-off times when the school bus is present; and that the
majority of people using the streets are the neighbors.
Commissioner Arbogast queried if having an alternate pick-up/drop-off point would be a
possibility.
For Commissioner Arbogast, Mr. Moghadam relayed that the City has a good working
relationship with the Temecula Valley School District and that staff will discuss the
possibility of relocating the bus stop to another location.
Ms. Arbogast commended staff for their thorough report.
For Commissioner Jacobs, Mr. Moghadam noted that the School District only places
crossing guards at controlled locations.
Commissioner Ramos echoed Ms. Arbogast's comment regarding the resident's net-
working through their local HOA.
At this time, the Public Hearing was opened.

The following individuals spoke in favor of the proposed multi-way stop sign, noting the

Ms. Lynette Carr
. That the intersection is dangerous
. That there have been many accidents at the intersection of Clubhouse Drive and
Bay Hill Drive, and Clubhouse Drive and Murifield Drive
. That there is near-misses everyday at this location.
At this time, the Public Hearing was closed.
Commissioner Jacobs noted that he is in favor of the Safe Routes to School program
and would encourage the HOA to contact MSN and Yahoo to change their driving maps.
Commissioner Ramos echoed Commissioner Jacobs' comments and is of the opinion
that the installation of multi-way stop signs are not justified.
MOTION: Commissioner Jacobs moved to approve staff's recommendation and denv
the request for the installation of multi-way stop signs at the intersection of Clubhouse
Drive and Bay Hill Drive and Murifield Drive with the condition that a radar trailer, police
enforcement during peak hours; that staff discuss with the school district, the possibility
of an alternate pick-up/drop-off area for students. Commissioner Lanier seconded the
motion and voice vote reflected unanimous approval.
4. Election of Chairperson and Vice Chairperson
RECOMMENDATION:
4.1 That the Public/Traffic Safety Commission entertain nominations from the
Commissioners to elect a Chairperson and a Vice-Chairperson to preside
until the end of the 2005 calendar year.
Commissioner Lanier nominated Paul Jacobs as Chairman for 2005. Commissioner
Youmans seconded the motion and voice vote reflected unanimous approval.
Commissioner Youmans nominated Commissioner Lanier as Vice-Chairman.
Commissioner Ramos seconded the motion.
Commissioner Arbogast nominated Commissioner Youmans as Vice-Chairman.
Commissioner Youmans declined the nomination and Commissioner Arbogast withdrew
her nomination.
... and voice vote reflected unanimous approval for Commissioner Lanier as Vice-
Chairman.

5. Traffic Engineer's Report
Director of Public Works Hughes relayed that the storm drain project at Pechanga
Parkway continues to progress.
6. Police Chiefs Report
Officer Pringle reported on the following:
. That 9 DUI arrests were made on November 19, 2004
. That the Spark of Love Toy Drive was successful
. That within the next 3 to 4 weeks there will be four DUI operations taking place
Police Chief Domenoe reported that a Management Analyst has been hired-on and
thanked the Commission for their support throughout the year.
For the Commission, Mr. Domenoe relayed that he will be introduce the Management
Analyst to the Commission at the next PublicfTraffic Safety Meeting.
7. Fire Chiefs Report
Battalion Chief Deyo reminded the Commission and the public that when they hear
sirens and see red lights flashing to please pull over to the right.
For the record, newly nominated Paul Jacobs noted that he will be the representative for
the Weed Abatement Appeals Board.
ADJOURNMENT
At 8:00 p.m. Vice-Chairman Ramos formally adjourned this meeting to Thursday,
January 27, 2005 at 6:00 P.M., in the Citv Council Chambers, 43200 Business Park
