MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
OLD TOWN REDEVELOPMENT ADVISORY COMMITTEE
MONDAY. NOVEMBER 4. 1992
A regular meeting of the City of Temecula Old Town Redevelopment Advisory Committee was
called to order Monday, November 4,1992.6:00 P.M., Temecula City Hall, Main Conference
Room, 43174 Business Park Drive, Temecula. California. The meeting was called to order by
Vice Chairman Maurice. Committee Member Walton led the flag salute.

Also present were City Manager David Dixon. City Clerk June S. Greek and Minute Clerk Gail

1. Minutes
It was moved by Committee Member Walton, seconded by Committee Member Bridges
to approve the minutes of October 5, 1992.

2. Approval of Fund Transfers in Accordance with the Capital Improvement PrOllram
City Manager David Dixon presented the staff report.
It was moved by Committee Member Walton, seconded by Committee Member Bridges
to recommend that the City Council adopt a resolution entitled:

A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TEMECULA
DECLARING CERTAIN FINDINGS REGARDING CITY EXPENDITURES IN CONNECTION
WITH THE CONSTRUCTION OF A SENIOR CENTER AS REQUIRED BY UNITED STATES
DEPARTMENT OF THE TREASURY REGULATIONS (SECTION 1.103-18)

EXECUTIVE DIRECTOR'S REPORT
City Manager David Dixon reported on his trip to New York and the outcome of his meetings
on rating the bonds for the CRC. He advised that the Trustee has more than $5,000,000 in
trust for the City of Temecula. Mr. Dixon added that during the process it became apparent
that some of the negative publicity that surrounds the school district has tainted the issuance
of bonds for the City and based on the impacts this has on the City's ability to sell bonds, the
school district has been advised that the City can no longer consider a combined School
District/City bond issue for the RDA.
Committee Member Pelonero arrived at 6:10 P.M.
COMMITTEE MEMBER REPORTS
Committee Members Bridges and Reed provided an update on the status of the Old Town
Specific Plan. Both Committee Members Bridges and Reed expressed their satisfaction with
the work that has been done by the consultant.
Committee Member Reed questioned the status of the building in Old Town which has been
declared hazardous.
City Manager David Dixon stated that the property owners have been provided with
information regarding financial assistance to be funded by the Redevelopment Agency
however, the property owners have not responded.
Committee Member Walton thanked the City Clerk for coordinating the City
Commission/Committee Recognition Dinner.

It was moved by Committee Member Reed, seconded by Committee Member Walton to
adjourn at 7:05 P.M. The motion was carried unanimously.
The next regular meeting of the City of Temecula Redevelopment Advisory Committee will be
held Tuesday, December 1, 1992, 6:00 P.M., Temecula City Hall, Main Conference Room,
43174 Business Park Drive, Temecula, California.
