MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION DECEMBER 2, 1992 --ale ~O( A regular meeting of the City of Temecula Parks and Recreation Commission was called to order Wednesday, December 2, 1992, 7:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. Vice Chairman Steve Sander presiding. Commissioner Guerriero led the flag salute. PRESENT: 3 COMMISSIONERS: Guerriero, Johnson, Sander ABSENT: 1 COMMISSIONERS: Godnick J Also present were Director of Public Works Tim Serlet, Traffic Consultant Ben Dobbins, Sergeant Jim Dominoe of the Police Department, Maintenance Supervisor Brad Burons and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. Minutes of October 28. 1992 It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to approve the minutes of October 28, 1992. AYES: 3 COMMISSIONERS: Guerriero, Johnson, Sander NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick 2. Three-Wav Stoo Intersections: Del Rev Road at Calle Piiia Colada: Del RevRoad at Avenida Barca: and Del Rev Road at Solana Wav Tim Serlet presented the staff report. TRAFFIC AND TRANSPORTATION COMMISSION DECEMBER 2. 1992 It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to install T-Intersection Stop Signs at Del Rey and Avenida Barca and leave Del Rey and Calle Piiia Colada and Del Rey and Solana Way for further review at a future date. AYES: .3 COMMISSIONERS: Guerriero, Johnson, Sander NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick 3. Eauestrian Crossinas Ben Dobbins presented the staff report and presented a visual demonstration of the signing alternatives. It was moved by Commissioner Johnson, seconded by Vice Chairman Sander to recommend that staff use surface signage depicting a horse, painted white walkways and verticle signage for equestrian crossings. AYES: 3 COMMISSIONERS: Guerriero, Johnson, Sander NOES: o COMMISSIONERS: None ABSENT: COMMISSIONERS: 1 Godnick 4. Kahwea Road Richard Moriki, 40445 Carmelita Circle, Temecula, representing the property owners on Kahwea Road, addressed concerns with the proposed opening of Kahwea Road and requested that the street remain closed. Nelson Betancourt, 20835 Calle Medusa, Temecula, advised that a majority of the Meadowview and Hidden Hills homeowners want Kahwea Road to remain closed and presented the Commission with a signed petition from the residents in that area. It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to recommend that the City Council adopt the Transportation Demand Management/Air Quality Ordinance. AYES: 3 COMMISSIONERS: Guerriero, Johnson, Sander NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick 6. Circulation Alternatives For The Old Town Soecific Plan Assistant Planner David Hogan presented the staff report. Vice Chairman Sander stated in the interest of traffic safety, it would be better to build the street along the creek. Commissioner Johnson stated he preferred Option 2 over Option 1 which would turn Pujol Street into a major thoroughfare. Commissioner Guerriero stated he feels the issue should come back before the combined Commission. The concensus of the Commission was that this Item come back under the Public/Traffic Safety Commission supported with information on what is planned for the creek, expected water levels in a 100 year flood and the technical difficulties related to Option 2. TRAFFIC ENGINEER'S REPORT Ben Dobbins reported the following: * Signal interconnect for Jefferson will be going before the City Council for approval. * Staff is currently conducting speed zone surveys on Del Rey Road. TRAFFIC AND TRANSPORTATION COMMISSION DECEMBER 2. 1992 * Staff is performing additional traffic counts at La Serena and Margarita, which currently warrants Stop Signs. Tim Serlet reported the following: * The City is expediting the signal at Highway 79 South and Margarita and anticipate completion Mid 1993. The City and the County will share in the construction costs. Tim asked the Commission to decide on a date to hold a combined Commission workshop. The concensus of the Commissioners was to meet on January 7, 1993, 6:00 P.M. at Temecula City Hall Main Conference Room. COMMISSIONER REPORTS Commissioner Guerriero reported the sidewalks on the North side of Rancho California Road between Margarita and Rancho Parkway (Buie Corporation) need to cleared of overgrown weeds and tumbleweeds. Commissioner Johnson reported that in areas in the City where the roads narrow down to one lane, it is difficult to see the street markings that warn of end pavement, especially during rain.
