MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
TRAFFIC AND TRANSPORTATION COMMISSION
SEPTEMBER 23, 1992
A regular meeting of the City of Temecula Traffic and Transportation Commission was called
to order Wednesday, September 23, 1992, 7:00 P.M.. Temecula City Hall Main Conference
Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by
Vice Chairman Knox Johnson. Commissioner Guerriero led the flag salute.

Also present were Traffic/Engineering Technician Scott Harvey, Traffic Engineering Consultant
Ben Dobbins and Minute Clerk Gail Zigler.

COMMISSION BUSINESS
1. Minutes of Auoust 19. 1992
Commissioner Guerriero requested a correction of Page 4, first sentence to read" ...to
be cleared......
It was moved by Commissioner Guerriero, seconded by Commissioner Godnick to
approve the minutes of August 19, 1992 as amended.
The motion carried as follows:

2. The Neiohborhood Traffic Safety Prooram
Presentation by Sgt. Pat McLarney and Traffic Safety Officer Paul Geis, of the San
Diego Police Department's Neighborhood Traffic Safety Program. Provided literature
and discussion of solutions to traffic problems, speed humps, Neighborhood Traffic
Watch Program and radar units.

3. StriDinQ on Front Street South of Rancho California Road
Ben Dobbins presented the staff report.
It was moved by Commissioner' Guerriero, seconded by Commissioner Godnick to
recommend staff to re-stripe Front Street south of Rancho California Road to extend
the northbound right-turn lane.
The motion was carried as follows:

4. Investioation/Maintenance ReDort
Commissioner Guerriero questioned the status of the traffic signal at Margarita and La
Serena.
Scott Harvey advised that the signal has passed first plan check.
Commissioner Guerriero recommended placing a "Do Not Enter" sign at the Margarita
Road driveways of the Palomar Village Shopping Center to discourage illegal left turns.
Scott Harvey advised that staff is considering re-striping to allow a left turn pocket into
the shopping center off Margarita.
Vice Chairman Knox Johnson questioned the status of access to Kahwea.
Scott Harvey advised that the contractor will be opening Kahwea Road October 15.

TRAFFIC ENGINEER'S REPORT
Ben Dobbins advised that staff has been receiving requests from the residents along Avenida
De La Reina on how to separate the two streets since you cannot get from one end to the
other.
It was moved by Commissioner Sander, seconded by Commissioner Godnick to add "North"
and "South" to Avenida De La Reina.

Scott Harvey advised that Ed 0001. Temecula Shuttle, has requested a presentation to the
Commission in October to discuss a Dial-A-Ride Program for the City.
Vice Chairman Knox Johnson stated that he would like to see the rules and regulations for the
program.
Commissioner Guerriero stated that staff should contact RT A and inquire if they have a
program as well.
Ben Dobbins advised of the following:

A traffic study reflected a signal was not warranted at Avenida De La Reina and
the entrance to the high school as requested by the Public Safety Commission.

Regarding Meadowview:
.
Staff is recommending a double yellow centerline strip on Via Norte and
Del Rey. After the double yellow line is in place, staff will perform a
speed zone survey.
.
"No Outlet" and "Not A Through Street" signs being placed where
necessary.
.
Seven (7) intersection signs will be installed where there isn't proper
sight distance.
.
Brad Buron, Maintenance Superintendent, discussed the road
maintenance program.
.
Putting a package together to install compatible controller at the intersection
of Winchester and Jefferson that would interconnect with the Caltrans signals
to the east.
Scott Harvey distributed design of the Margarita Road detour.

COMMISSION REPORTS
Commissioner Guerriero suggested that the Commission address its purpose again, which he
feels should be a buffer between the community and the City Council. Commissioner
Guerriero added that he would like to s~e the City referring traffic problem calls to the
Commission first.
Commissioner Sander added that the Calle Medusa sub-committee established by the Traffic
and Transportation Commission was very effective in working on solutions to the problems.
ADJOURNMENT
Vice Chairman Knox Johnson declared the meeting adjourned at 8:30 P.M.
The next regular meeting of the City of Temecula Traffic and Transportation Commission will
be held Wednesday, October 28,1992,7:00 P.M. Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula, California.
