MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, AUGUST 19, 1992 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order on Wednesday, August 19, 1992,7:00 P.M. at Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California, Chairman Ron Roberts presiding. Commissioner Guerriero led the flag salute. PRESENT: 4 COMMISSIONERS: Guerriero, Johnson, Sander, Roberts ABSENT: 1 COMMISSIONERS: Godnick Also present were Director of Public Works Tim Serlet, Traffic Consultant Ben Dobbins, Sgt. Jim Dominoe and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES OF JULY 22. 1992 It was moved by Commissioner Guerriero, seconded by Commissioner Johnson to approve the minutes of July 22, 1992. The motion was carried as follows: AYES: 4 COMMISSIONERS: Guerriero, Johnson, Sander, Roberts NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick 2. COMPREHENSIVE TRANSPORTATION PLAN AND THE CONGESTION MANAGEMENT PLAN A presentation was made by Mr. David Gunderman, Deputy Director of Western Riverside Council of Governments, on the Comprehensive Transportation Plan and the Congestion Management Plan. WINCHESTER ROAD AND OVERPASS Ben Dobbins presented the staff report regarding an east bound optional left turn and thru lane. He advised that Caltrans stated this could not be done because morning traffic flow is reversed in that direction and the coordinated timing would be affected on the south bound ramps. Ben Dobbins recommended that the Jefferson traffic signal be modified with a Time Base Coordinator. Chuck Collins, Project Manager for Assessment District 161, presented some cost effective, interim changes that would be compatible with the ultimate improvements as follows: . Fill in hole on right south bound lane . Create an additional lane next to Jack-In-The-Box . Create an additional right lane past the crossover on Winchester . Improve the signals Chairman Roberts declared a recess at 8:20 P.M. The meeting reconvened at 8:30 P.M. 4. SPEED LIMIT ON PAUBA ROAD Ben Dobbins presented the staff report. It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to recommend to the City Council that the speed limit on Pauba Road be reduced to 45 mph. The motion was carried as follows: AYES: 4 COMMISSIONERS: Guerriero, Johnson, Sander, Roberts NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick 5. TWENTY "STOP" SIGN LOCATIONS Ben Dobbins presented the staff report. It was moved by Commissioner Sander, seconded by Commissioner Johnson to recommend to the City Council the installation of twenty "Stop" signs (locations as TTMINB/19/92 -2- 9/9/92 . . TRAFFIC AND TRANSPORTATION COMMISSION MINUTES AUGUST 19. 1992 recommended by staffl throughout the City. 6. INVESTIGATION/MAINTENANCE REPORT Chairman Roberts asked the status of the request by the Public Safety Commission for a traffic signal at Rancho Vista and the entrance to the high school. Ben Dobbins stated that the item would be addressed on the September agenda. TRAFFIC ENGINEER'S REPORT Ben Dobbins distributed the master station counts for the traffic census program completed by the Traffic Division. UPDATE ON WINCHESTER HillS. CAMPOS VERDE AND REGIONAL CENTER SPECIFIC PLAN Gary Thornhill gave a brief description of the proposals. Debbie Ubnoske presented the Commission with a land Use Map, Regional Vicinity Map and project descriptions. Doug Stewart advised that staff's primary concern is circulation. He stated that staff has discussed the traffic impacts of these projects with Murrieta, Riverside County and RCTC. Bob Davis, Wilbur Smith and Associates distributed traffic study material on the three projects and discussed the following recommendations: . Interchange in the area of Date Street. . Date Street improvements to six lane road. . Consideration of the extension of General Kearny Road. Commissioner Johnson expressed concern that the data provided for the traffic study was based on old information. COMMISSIONER REPORTS Commissioner Guerriero asked that the staff look at the speed limits on la Serena again and address whether the speed limit can be lowered. Commissioner Sander stated he has requested often during the past six (6) months that one TTMIN8/19/92 -3- 9/9/92 ....' . . . TRAFFIC AND TRANSPORTATION COMMISSION MINUTES AUGUST 19. 1992 side of the Winchester Road overpass to be cleared of weeds to allow for pedestrian access to align with the sidewalk. Tim Serlet stated that staff could investigate installation of an asphalt walk-way on the south bound side near Jack-In-The-Box. Chairman Roberts suggested re-striping at Front Street and Moreno Road to break the present block long left turn lane. Chairman Roberts advised that he is currently arranging a meeting with the local heavy duty haulers to discuss routes. ADJOURNMENT Chairman Roberts declared the meeting adjourned at 9:40 P.M.
