HomeMy WebLinkAbout062492 TTC Minutes ...,'1. ,.' , 'L . . \ \ MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, JUNE 24,1992 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order on Wednesday, June 24,1992,7:05 P.M. at Vail Elementary School, 29915 Mira Loma Drive, Temecula, California, Chairman Ron Roberts presiding. Commissioner Roberts led the flag salute. PRESENT: COMMISSIONERS: Guerriero, Johnson, Sander, Roberts 4 ABSENT: COMMISSIONERS: Godnick 1 Also present were Traffic Technician Scott Harvey, Traffic Consultant Ben Dobbins, and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES OF MAY 27.1992 1.1 Approve the minutes of May 27, 1992 as mailed. It was moved by Commissioner Johnson, seconded by Commissioner Guerriero to approve the minutes of May 27, 1992 as mailed, The motion was carried as follows: AYES: 4 COMMISSIONERS: Guerriero, Johnson, Sander, Roberts NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Godnick 2. RIVERSIDE TRANSIT AGENCY (RTAI Steve Connell, Assistant General Manager, Riverside Transit Agency, gave the Commission an update on the RTA routes in Temecula. TRAFFIC AND TRANSPORTATION COMMISSION MINUTES JUNE 24. 1992 May 1992 Adults 41 % Students 25.6% Children 20% Elderly/Disabled 14% Scott Richardson, Marketing Manager, RTA, discussed passes and shelters. The Commission emphasized the importance of the buses entering into the major shopping areas, specially near the theaters. Mr. Connell stated that the buses would have no problem entering the shopping centers. 3. TEMECULA SHUTTLE Ed Doal, Vice President of Temecula Shuttle, provided a presentation on the Temecula Shuttle service. Chairman Roberts declared a recess at 8:00 P.M. The meeting was reconvened at 8:10P.M. 4. TRAFFIC ACCIDENT DIAGRAM ON JEFFERSON AVENUE/FRONT STREET Ben Dobbins, J.F. Davidson Traffic Engineer and consultant to the City, distributed a collision diagram for discussion, expressing a concern for the number of accidents on Jefferson Avenue/Front Street (specifically in the area of Via Montezuma). 5. ,INVESTIGATION/MAINTENANCE REPORT Review of monthly investigation/maintenance report. Chairman Roberts advised that the Commission had requested that "No Parking" signs or painted red curbs be implemented along Jefferson/Front Street, however neither has been done. Scott Harvey stated that staff's intention is to have "No Parking" signs installed along Jefferson/Front Street. Commissioner Johnson reported the following: . large holes in the pavement on Solana (north side of street). . no "End Of Pavement" indicators in the construction area on Ynez (northbound). Chairman Roberts reported that during the pre-construction meeting of the Rancho TTMIN6/24/92 -2- 6/24192 . .. . . " .\ l TRAFFIC AND TRANSPORTATION COMMISSION MINUTES JUNE 24. 1992 California Road over-crossing improvements, there was a statement made that there would be no less than two lanes of traffic in each direction, however there have been several occasions in which traffic has been down to one lane each direction. Councilmember Sal Munoz suggested that the Commission direct staff to regularly follow-up on the infrastructure construction projects for compliance. TRAFFIC ENGINEER'S REPORT Ben Dobbins, J.F. Davidson, advised that he would be presenting the following items to the Commission: . Centerline Stripping Policy Stop Sign Policy Yield Signs Speed Limits Crosswalk Policy Parking Policy . . . . . Mr. Dobbins indicated that he would be working on the following items: . Traffic Signal Priority List Filing and access of accident reports Set-up a traffic volume file Traffic census program . . . COMMISSION REPORTS Sgt. Jim Domenoe reported on the increased number of fatal traffic accidents. Commissioner Johnson requested that staff provide a report on the proposed development for the corner of Winchester and Ynez Roads. ADJOURNMENT Chairman Roberts declared the meeting adjourned at 8:35 P.M.
