MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
TRAFFIC AND TRANSPORTATION COMMISSION
WEDNESDAY, MAY 27, 1992
A regular meeting of the city of Temecula Traffic and
Transportation Commission was called to order on Wednesday, May 27,
1992, 7:00 P.M. at Vail Elementary School, 29915 Mira Loma Drive,
Temecula, california, Chairman Ron Roberts presiding. Commissioner
Sander led the flag salute. '

Also present were Traffic Technician Scott Harvey and Minute Clerk
Gail Zigler.
COMMISSION BUSINESS
1. MINUTES OF APRIL 22. 1992
commissioner Sander amended Page 2, second to the last
paragraph to read, ".... . staff present the Winchester Road and
Rancho California Road interchanges preliminary.....".
It was moved by Commissioner GOdnick, seconded by Commissioner
Johnson to approve the minutes of April 22, 1992 as amended.

2. PERMANENT ROUTES FOR OVERSIZE VEHICLES
Chairman Roberts recommended that a sub-committee be appointed
to meet with local oversize haulers to evaluate the
effectiveness of the present oversize routes and establish
permanent routes.
commissioner Godnick volunteered to serve on the committee.
It was moved by Commissioner Johnson, seconded by Commissioner
Sander to appoint Chairman Roberts and Commissioner Godnick to
serve on the Sub-Committee to establish permanent routes for
oversize vehicles.

The motion was carried unanimously with Commissioner Guerriero
absent.
3. INVESTIGATION/MAINTENANCE REPORT
3.1 Receive and file report.
Scott Harvey reviewed the investigation/maintenance
report answering the Commission's questions.
TRAFFIC ENGINEER'S REPORT
Scott Harvey reported the following:
* Presented the proposed lay-out of the Winchester Road and
Rancho California Road interchanges.
* Per a public request for a stop Sign at Paseo Goleta and
Rancho vista Road, traffic study was performed, however,
a stop Sign is not warranted.
* Sidewalk project in front of elementary schools.

* Anticipate construction of Ynez corridor to begin in
August of this year.
* Margarita Road extension will go out to bid in June of
this year.
* Traffic signal at Margarita and La Serena Way. Staff is
researching to determine if the Buie Corporation was
conditioned for those street improvements.
* Speed checked by radar signs installed.
* Interim Bike Route was approved by the City Council.
COMMISSION REPORTS
commissioner Johnson asked that staff give a presentation on the
street buildout for the Bedford developments planned for the
southeast area of Winchester and Ynez Roads.
Commissioner Sander advised that he had been appointed to the
steering Committee for Old Town and input is needed on traffic
concerns. Commissioner Sander also stated that there is a bridge
planned for 1st street, across the creek.

commissioner Sander reported that Assessment District 161 has run
out of funds and more bond money would need to be approved by the
property owners to continue.
It was moved by Commission Godnick to recommend to the City Council
the disbandment of the Traffic and Transportation Commission, due
to the number of projects that by-pass the Commission, and which
the Commission feels they have the knowledge and expertise to
address.
Chairman Roberts concurred with Commissioner Godnick's thoughts,
however, suggested that staff be allowed to work on the problem
before disbanding the Commission.
The motion failed for lack of a second.
Scott Harvey advised that he asked Ben Dobbins, J. F. Davidson
traffic consultant for the City, to suggest some items that could
be brought to the Commission for their input. Mr. Harvey added
that Mr. Dobbins would be attending all future Traffic and
Transportation Commission meetings.
chairman Roberts reported that the shuttle system arranged for the
Balloon and Wine Festival worked out fine.
commissioner Johnson asked that RTA attend the next meeting and
discuss the buses entering into the shopping centers for stops.
ADJOURNMENT
It was moved by Commissioner GOdnick, seconded by Commissioner
Johnson to adjourn the meeting at 8:10 P.M.
The next regular meeting of the City of Temecula Traffic and
Transportation Commission will be held Wednesday, June 24, 1992,
7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive, Temecula,
California.
