MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA TRAFFIC AND TRANSPORTATION COMMISSION WEDNESDAY, FEBRUARY 26,1992 A regular meeting of the City of Temecula Traffic and Transportation Commission was called to order Wednesday, February 26, 1992" at 7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive, Temecula, California. The meeting was called to order by Chairman Roberts. The Commissioner Sander led in the flag salute. PRESENT: 5 COMMISSIONERS: Godnick, Guerriero, Johnson, Sander, Roberts ABSENT: o COMMISSIONERS: None Also present were Traffic Technician Scott Harvey, Police Sgt. Jim Domenoe and Gail Zigler, Minute Clerk. COMMISSION BUSINESS 2. REGULATIONS ON TOWING SERVICES 2.1 Councilmember Sal Munoz gave a presentation on regulations on towing services. Council member Munoz expressed concerns whether the community is getting the best services they can at the most reasonable price and asked that the Commission look into the towing services in the City of Temecula. Councilmember Munoz also asked that the Commission study the benefits of an exclusive towing contract. Sgt. Domenoe advised the Commission that the Police Department currently works on a rotation basis with three towing companys that all use the same rate policy. Chairman Roberts indicated that the Highway Patrol is looking at the rates and there may be adjustments to the rates in the very near future. It was moved by Commissioner Godnick, seconded by Commissioner Johnson to postpone taking any action on this item until the new rates are in effect and/or there appears to be a consistent problem in this area. The motion was carried unanimously. 1. MINUTES OF JANUARY 23, 1992 1.1 Approve the Minutes of January 23, 1992 as mailed. Scott Harvey requested a correction to the minutes on Page 6, seventh paragraph, amend to read" ...this intersection was within the proper sight distance". TTMIN2126192 -,- 3116/92 ..r . . TRAFFIC AND TRANSPORTATION COMMISSION FEBRUARY 26. 1992 Chairman Roberts requested a correction to the minutes on Page 3, fourth paragraph, delete "is" and insert "it". It was moved by Commissioner Johnson, seconded by Commissioner Godnick to approve the minutes of January 23, 1992 as amended. The motion was carried unanimously. PUBLIC COMMENT Lori Harrison, 30959 Calle Pina Collada, requested that the Commission study the speed limit along La Serena. Ms. Harrison expressed concern that cars were traveling at a high rate of speed and passing on the right, which poses a safety hazard to the residents using Veteran's Park on La Serena Way. Ms. Harrison has asked the Commission in the past to look into off- street parking in the area of the park. Ms. Harrison also reported that the location of the school bus stop on Ynez Road and Quiet Meadow is in a very dangerous location due to the high rates of speed traveled along Ynez Road. Ms. Harrison asked that the Commission look into relocating that bus stop. 3. TRAFFIC CIRCULATION UPDATE 3.1 Presentation by Bod Davis of Wilbur Smith Associates to provide an update on the Traffic Circulation Element of the General Plan. Mr. Davis provided the Commission with handouts and a visual presentation of the status of the Traffic Circulation Element of the General Plan. Mr. Davis requested that the Commission read the handout and provide him with their thoughts and input. Chuck Collins, 27447 Enterprise Circle, Temecula, representing the Chamber of Commerce, indicated his support of the Traffic Circulation Element. Mr. Collins suggested that a sub-committee be formed to work on the plan, involving some of the major developers in the area. Howard Omdahl, 41785 Enterprise Circle, Temecula, asked what zoning was being used to develop the draft model. Bob Davis stated that the draft models will combine the current zoning with Southwest Area Plan proposed zoning and compare that to the zoning be designated in the General Plan. Howard Omdahl stated that he would be interested in creating a committee to lobby for one billion dollars in transportation funds. TTMIN2126/92 .2. 3/16192 :# . . TRAFFIC AND TRANSPORTATION COMMISSION FEBRUARY 26. 1992 Chairman Roberts declared a recess at 8:25 P.M. The meeting reconvened at 8:35 P.M. 4. INVESTIGATION/MAINTENANCE REPORT 4.1 Review of report by Scott Harvey. Commissioner Johnson reported that the Meadowview Homeowner's Association expressed the need for Equestrian Crossing signs on Via Norte, in the area of Calle Pina Colada. Commissioner Sander reported that there is no Stop Sign on the east side of Nicolas Road creek at the new bridge. TRAFFIC ENGINEER'S REPORT None COMMISSION REPORT Commissioner Guerriero asked that staff contact Temecula Environmental and ask that they remind their drivers of the 25 mph speed limit on residential streets in Temecula. Commissioner Johnson requested notification of the meeting dates for the Transportation Technical Sub-Committee for the General Plan. Commissioner Sander advised that the Overland crossing has not been approved to date. Commissioner Sander reported that Cal Trans is currently looking at an underpass. Commissioner Sander expressed concern that the proposed Overland crossing does not have any provisions for bike paths. Commissioner Sander also provided an update on Assessment District 161. Chuck Collins reported that there are not sufficient funds to complete Assessment District 161 and the County is currently requesting approval of a Supplemental Assessment from the property owners. Chairman Roberts advised the Commission that the City will be sending post cards to the residents in the area of Avenida de la Reina to ask if they would like permanent closure of this road or would like to look at other alternatives. Chairman Roberts requested that a Speed Survey update be addressed on the next agenda and that the Commissioners submit a list of roads within the City they feel should be surveyed. The next regular meeting of the City of Temecula Transportation and Traffic Commission will be held on Wednesday, March 25,1992,6:00 P.M..
