MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
TRAFFIC AND TRANSPORTATION COMMISSION
WEDNESDAY, JANUARY 22, 1992
A regular meeting of the city of Temecula Traffic and
Transportation Commission was called to order Wednesday, January
22, 1992" at 7:00 P.M., Vail Elementary School, 29915 Mira Loma
Drive, Temecula, California. The meeting was called to order by
Chairman Roberts. The Commission led in the flag salute.

COMMISSION BUSINESS
1. MINUTES OF DECEMBER 18, 1991
1.1 Approve the Minutes of December 18, 1991 as mailed.
SCOTT HARVEY requested a correction to the minutes on
page two, first paragraph, should read "Commissioner
Guerriero asked when the speed limit signs on Rancho
California Road, east of Margarita Road will be posted."
It was moved by Commissioner Johnson, seconded by
Commissioner Godnick to approve the minutes as corrected.

2. MARIE CALLENDER'S ENTRANCE ON RANCHO CALIFORNIA ROAD, JUST
EAST OF YNEZ ROAD
2.1 Staff recommends installing a right turn lane for the
westbound traffic; installing a "NO U-TURN" sign at the
easterly side of the intersection; and relocating the
"STOP" legend and "STOP-BAR" for southbound traffic.

Scott Harvey summarized the staff report. He provided a
slide presentation of the intersection as it currently
exists.
BEN DOBBINS, J.F. Davidson Associates, Director of
Traffic Engineering, directed by the City to study this
intersection and make recommendations for improvements on
the safety of this intersection. Mr. Dobbins advised
that he studied the accident reports for this
intersection to make their recommendations and found that
out of twenty-nine accidents, twenty were caused by
vehicles using the curb lane (not a striped lane) to
proceed to the right turn lane for Ynez Road. Mr.
Dobbins stated that the traffic calculations reflected
that approximately 2,000 vehicles a day entered left into
this driveway from Rancho California Road, but only 167
left turns were made out of this driveway onto Rancho
California Road.
COMMISSIONER JOHNSON asked if the traffic volume
calculations were made prior to the installation of the
signal at the Target driveway.
BEN DOBBINS stated that the counts were made prior to the
installation of the signals; however, the other signal
now produces gaps for the vehicles making left turns, and
if this entrance was closed, we could anticipate adding
2,000 vehicles at the Target driveway to make a U-Turn
and come back to the Marie Callendar driveway, which
would decrease the efficiency of this signal. Mr.
Dobbins concluded that after reviewing the traffic
reports he determined that a right turn lane be installed
for westbound traffic on Rancho California Road to be
used exclusively for the Marie Callendar driveway
entrance and install a "No "U" Turn" sign on the island
facing westbound traffic on Rancho California Road. Mr.
Dobbins also stated that signals were warranted for this
intersection; however, the signal would be to close to
the existing signals.
SCOTT HARVEY provided a diagram of staff's for this
driveway entrance.
COMMISSIONER JOHNSON asked if there had been any further
accidents since the installation of the signal.
SGT. DOMENOE advised that there were still accidents
happening; however, not at the previous volumes.
KEN HUPER, Mobile Oil, 18634 Lankinshire Way, San Diego,
expressed his concurrence with the recommendation.

CHAIRMAN ROBERTS asked if these would be posted "No
Stopping Anytime".
SCOTT HARVEY indicated that this was correct.
SGT. DOMENOE commented that at the last Traffic and
Transportation commission hearing, it was the
Commission's desire not to proceed with the
recommendation and the consensus was that vehicles
getting into the right lane would decide not to turn into
the Marie Callendar driveway which could cause unsafe
lane changes and/or side swiping collisions.
SCOTT HARVEY stated that it was staff's opinion that once
the recommended changes were installed, these type of
unsafe lane changes may occur for a short period, but
once the traffic becomes aware of the changes, the
problem would correct itself.
COMMISSIONER GUERRIERO stated that he has witnessed this
same type of right curb lane use at the signaled driveway
and possibly these same changes should be implemented at
the Target driveway entrance as well.
COMMISSIONER GODNICK recommended barrier stripping.
SCOTT HARVEY stated that he would investigate.
COMMISSIONER GODNICK moved
recommendation as follows:

staff's
1) Right turn lane be installed for westbound vehicles
on Rancho California Road, exclusively for entering
the Marie Callendar's driveway entrance;
2) Install a No "U" Turn sign on the back of the "Keep
Right" sign on the easterly nose of the island facing
westbound traffic on Rancho California Road;
3) Remove existing "stop" and "Stop-Bar" on the Marie
Callendar's access and repaint.

3. GENERAL PLAN TECHNICAL SUBCOMMITTEE APPOINTMENTS
3.1 Commission appoint a representative to the General Plan
Technical Subcommittee.
JOHN MEYER, Senior Planner, city of Temecula, provided
the Commission with a update on the General Plan process
and requested that the Commission appoint a
representative to sit on the General Plan Traffic and
Circulation Technical Sub-Committee.

4. AMERICAN AUTOMOBILE ASSOCIATION
4.1
Cathy Zaitz,
Association

District Manager of American Automobile
(AAA), will hand out traffic safety
CATHY ZAITZ offered the AAA as a resource to the Traffic
and Transportation Commission. Ms. Zaitz advised that
she had recently been appointed to serve on a focus group
of AAA District Managers to review public safety programs
that are offered by AAA. Ms. Zaitz presented the
Commission with literature from AAA. Ms. Zaitz also
offered that AAA has a very extensive resource library
available to the Commissioners, which contains E.I.R.'s,
traffic studies on any street, road or highway, etc.
Ms. Zaitz added that AAA recently presented the City of
Temecula with a Pedestrian Safety Award for the Year of
1990.
SCOTT HARVEY added that he had met previously with Ms.
Zaitz and she provided him with literature pertaining to
the AAA's safe routes to school programs which he has
forwarded to the school district.
5. "SPEED CHECKED BY RADAR" SIGNS
5.1 Staff recommends that the Traffic and Transportation
Commission recommend to the city Council the installation

of "Speed Checked By Radar" signs.
SCOTT HARVEY provided the Commission with a slide
presentation of the locations that staff is recommending
"Speed Checked by Radar" signs be installed.
CHAIRMAN ROBERTS commented that the report did not
mention the city limits signs on winchester Road.
SCOTT HARVEY stated that this was a good suggestion, that
he had avoided this road because the City did not have a
radar program there; however, the road is posted 55 mph
and enforceable.
CHAIRMAN ROBERTS suggested that a sign be installed right
at the city limits.
COMMISSIONER GODNICK suggested that the sign on Nicholas
was not necessary.
CHAIRMAN ROBERTS stated that the sign on Nicholas could
be deleted and a sign installed at the City limits on
winchester Road.
SGT. DOMENOE suggested moving the sign recommended on La
Paz to lower Highway 79.
COMMISSIONER GODNICK moved to adopt the recommendation by
staff as amended, seconded by COMMISSIONER JOHNSON.

6. INVESTIGATION/MAINTENANCE REPORT
6.1 Receive and file.
SCOTT HARVEY reviewed the maintenance/investigation log
and provided the following updates:
August 1991, No. 6
All signing and stripping has
been completed.

Traffic study indicates cross-

Staff has installed W2 sign.
Scott Harvey stated that if the
commission feels that a speed
sign should be posted along with
the curb sign, then staff would
recommend a 25 mph warning sign
be posted.
Oct. 1991, No. 6
Cross walks not warranted.
Dec. 1991, No. 5
Staff is in the process of
removing the No "U" Turn sign at
MotorCar Parkway, to allow
vehicles who want to travel
North, to make a legal U-Turn.
Staff is also in the process of
extending the center line
delineators another fifty feet.
COMMISSIONER GODNICK questioned the status of No. 13 from
the August log and No. 20 from the September log.
SCOTT HARVEY advised that staff had just received the
traffic counts on the previous day and it appears that
the intersection warrants a traffic signal.
COMMISSIONER GUERRIERO questioned the status of No. 13
from the October log.
SCOTT HARVEY advised that an investigation indicated that
this intersection was within proper sight distance.
COMMISSIONER GUERRIERO stated that he disagreed with
staff's findings, that a vehicle had to go approximately
five feet beyond the limit line to get a clear view of
traffic.
COMMISSIONER JOHNSON stated that he would like to see a
black and white speed limit sign at Avenida Barca N/O
Margarita.
SCOTT HARVEY advised that a radar study would have to be
done.
SGT. DOMENOE stated that a traffic study would have to be
performed in order to enforce the speed limit by radar.
He stated that he would have to question the dollar value
of doing a traffic study for an area of this size.

SCOTT HARVEY presented the Commissioner's with a street light work
order form and reviewed the procedures.
TIM SERLET gave the following status report:
The City recently concluded the search for a Traffic Engineer
with no applications received. Human resources is looking at
either raising the salary or hiring a consultant on a one day
a week basis.
Scott Harvey is now a full-time City employee. The City also
has a maintenance crew.
1-15 and Rancho California Road ramps are now in the bid
process. Rancho California Road Benefit District to widen
Rancho California Road is also out to bid.
Morago & Margarita Road, project consisting of putting in
curb, gutter and sidewalks around Temecula Middle School, from
the apartments on Margarita around to the wash on Morago.
Ynez Corridor in connection with the CFD is proceeding.
Currently trying to coordinate with the water district.
Local engineer designing improvements to Sixth Street.
- Margarita from Winchester to Solano is currently under design.
Chuck Collins of Ranpac Engineering has submitted some
modifications to Winchester Road and the 1-15 ramps.
COMMISSIONER JOHNSON asked if the work that was planned for Ynez
Road would be going on at the same time as the work planned for 1-
15 and Rancho California Road.
TIM SERLET said that this was a possibility; however, staff was
going to try and arrange for the work to be done at night, but he
did not foresee any road closures.
SGT. DOMENOE reported that there were twenty-one accidents on Ynez
Road, north of Rancho California Road, between the two shopping
centers from January to December, 1991. Report was given to Tim
Serlet to use in staff evaluations.
COMMISSIONER JOHNSON questioned the status of the traffic signal
between the Towne Center and Tower Plaza.
TIM SERLET stated that Land Grant had made a verbal commitment to
fund 50% of the signal at Rancho California Road and between the
two shopping centers. Land Grant paid for 50% of the Rancho

California Road signal. Bedford signed an agreement to 50% of the
signal costs and subsequently forwarded that agreement to Land
Grant in August with no response. Bedford has since requested that
this signal be included in CFD 88-12.
Tim Serlet added that one of things they will do with the traffic
report from Sgt. Domenoe is to see if the speed survey can be re-
evaluated and possibly have the speed limit lowered.
ADJOURNMENT
COMMISSIONER JOHNSON moved to adjourn at 8:30 P.M., seconded by
COMMISSIONER GUERRIERO and carried unanimously.
The next regular meeting of the city of Temecula Traffic and
Transportation Commission will be held, Wednesday, February 26,
1992, 7:00 P.M., Vail Elementary School, 29915 Mira Loma Drive,
Temecula.
