MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION OCTOBER 22, 1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, October 22, 1992,6:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula, California. The meeting was called to order by Vice Chairman Ron Knopp. Commissioner Holliday led the flag salute. PRESENT: 4 COMMISSIONERS: Goudy, Holliday, Perry, Knopp ABSENT: o COMMISSIONERS: None Also present were Division Fire Chief Jim Wright, Police Lieutenant Larry Grodefin, and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. Approve The Minutes of September 24. 1992. Minute Clerk Gail Zigler advised that resigning Chairman Frank Klein had made some minor changes to the minutes of September 24, 1992. It was moved by Commissioner Perry, seconded by Commissioner Goudy to approve the minutes of September 24, 1992 with the amendments made by Chairman Klein. 2. Passino of Bad Checks Commissioner Perry discussed his concern about increases in the passing of bad checks locally. Commissioner Perry advised he is researching the procedure of fingerprinting the backs of checks; however, the banks have indicated they need the back of personal checks clear for bank processing. Commissioner Perry added he is currently awaiting information from a number of cities which have already implemented this procedure. Police Officer Feltonberger advised he has made several attempts to get information from the Anaheim Police Department, which currently uses this technique. Commissioner Perry stated that he would pass along a contact name to assist him. PSCMIN10/22/92 -,- 11/2/92 . . PUBLIC SAFETY COMMISSION MINUTES OCTOBER 22. 1992 Vice Chairman Knopp opened the public hearing at 6: 15 P.M. Thomas Spring. 27499 Rosebay Court, Temecula, expressed concern regarding invasion of privacy in requiring thumb printing on the back of personal checks. Mr. Spring stated that Bank of America used to follow this procedure and discontinued it. Commissioner Goudy stated that he would like to know if Bank of America did implement this procedure and why did they stop. 3. Neiahborhood Watch (NWl Chris Martinelli, NW Chairperson, provided the following Neighborhood Watch update: . N.W. is currently publishing 3,000 four-page newsletters to be distributing. . Currently coordinating a meeting between the tract coordinators, potential N.W. participants and Officer Dan Feltonberger. . A Kid 1.0. program will be held at Rancho Elementary School on November 14, 1992. . An Earthquake Preparedness Program at the Temecula Library on November 21 , 1992 from 2:00 P.M. to 5:00 P.M. . She distributed County Ordinance 463 regarding street numbering. POLICE CHIEF'S REPORT Lt. Grodefin reported the following: PSCMIN10/22/92 . The Police Department is planning an increase in foot and bike patrols for the upcoming holiday seasons. . Review of monthly police crime stats. . Police Department has implemented "Adopt A School" for the day watch patrol. An officer will contact the Principal or Vice Principal of the designated school several times a week, to discuss problems as well as patrol their designated school during the morning and afternoon hours. . Commissioner Perry advised he was made aware of a potential hazardous situation, in the area of Pauba Road and the Linfield School, during the early morning hours with parents dropping students off for school. .2- 11/2/92 . . PUBLIC SAFETY COMMISSION MINUTES OCTOBER 22. 1992 . Commissioner Goudy asked for an explanation of the Police Department's policy on illegal aliens within the City limits. Lt. Grodefin advised the Police Department does not stop illegal aliens unless there has been a violation. . Brief discussion of a bike identification program for the holidays. Chris Martinelli advised that N.W. is planning a Kid Safety Presentation in May and they are proposing a bike safety program. Lt. Grodefin advised that the Police Department is currently running the bike safety program and bike identification could be incorporated in the program. FIRE CHIEF'S REPORT Division Fire Chief Jim Wright presented the following: . Report on the Rainbow Fire. . Commissioner Perry questioned the status of the East side fire station. Fire Chief Wright advised that he had dropped off two (2) sets of station plans to the City. He added that the City Manager is currently looking at dedicating a portion of the 62 acres recently acquired above the Sports Park. . Advised of a presentation by Vail Elementary School to the Fire Department for their work on the Rainbow Fire. COMMISSIONER REPORT Commissioner Holliday advised of the following: PSCMIN10/22/92 . Extended an invitation to the Public Safety Commissioners to the Temecula Community Partnership's "Together We Can" program on October 26, 1992, 7:00 - 8:30 P.M., at the Performing Arts Center. . A potential traffic hazard at the two-way stop on Rancho Vista and Meadows Parkway. She asked that the Commission request the Traffic and Transportation Commission look into the problem of near accidents due to the two-way stops at the four-way intersection. . Concern that parents are dropping children off in the dirt area across from the Temecula Middle School and students must then cross the street with no -3. 11/2/92 . . PUBLIC SAFETY COMMISSION MINUTES OCTOBER 22. 1992 crosswalk or traffic guard assistance. . The lack of T.I.P. involvement during the Rainbow Fire. Fire Chief Jim Wright asked that Commissioner Holliday arrange an update from the T.I.P. coordinator. Vice Chairman Knopp asked that the Commissioners prepare some ideas on topics they would like to discuss with the Traffic and Transportation Commission. Vice Chairman Knopp stated that he would also like to see a combined Public Safety and Traffic and Transportation Commission workshop. ADJOURNMENT Vice Chairman Knopp declared the meeting adjourned at 7: 15 P.M.
