MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
PUBLIC SAFETY COMMISSION

A regular meeting of the City of Temecula Public Safety Commission was called to order
Thursday, September 24, 1992, 6:00 P.M., Temecula City Hall Main Conference Room,
43174 Business Park Drive, Temecula. The meeting was called to order by Chairman Frank
Klein. Commissioner Goudy led the flag salute.

Also present were Police Chief Rick Sayre, Fire Chief Jim Wright, Battalion Chief John Winder
and Minute Clerk Gail Zigler.
Commissioner Holliday arrived at 6:05 P.M.

COMMISSION BUSINESS
1. Minutes of Auaust 27. 1992
It was moved by Commissioner Perry, seconded by Commissioner Goudy to approve
the minutes of August 27, 1992 as mailed.
The motion was carried as follows:

2. Sexual Assault Response Team
It was moved by Commissioner Holliday, seconded by Chairman Klein to more
immediately aid the victims of sexual assault and to materially assist the District
Attorney's Office in the prosecution of offenders. It was suggested that the City
Council express its support and recommend to the County of Riverside the formation
of a Sexual Assault Response Team (SART) Program at a near-by (Temecula/Murrieta)
hospital.

Commissioner Knopp questioned the cost of implementing the SART Program.
Commissioner Holliday read a letter from Sharp Healthcare of Murrieta outlining the
program and the costs.
Chief Sayre questioned the cost of this service as provided by Western Nurse
Specialist.
Commissioner Holliday advised that she has been notified that the information is
forthcoming and will be forwarded to accompany the minute order.

3. Substance Abuse Prevention Plan
Leslie Wood, Temecula Valley School District, provided the presentation. Ms. Wood
provided the Commission with a draft of the Temecula Valley Unified School District
Temecula Community Partnership, 1992-93 Community Prevention Plan Outcomes.
Ms. Wood advised that the Office of Substance Abuse Prevention awarded the City
of Temecula $1,000,000 in grant money to implement the program. Ms. Wood
concluded that the Temecula Community Partnership plans to present the program to
the City Council for their support during "Red Ribbon" week.
It was moved by Commissioner Holliday, seconded by Chairman Klein to recommend
that the City of Temecula City Council support the Temecula Community Partnership's
Community Substance Abuse Prevention Plan during Red Ribbon Week, October 24 -
31, 1992 in working toward a drug free future for the City.
The motion carried as follows:

5. NeiQhborhood Watch INWI Activities
Linda Cloughen introduced Chris Martinelli as the new Neighborhood Watch
Chairperson.
Chris Martinelli gave a brief background of herself and an update on NW activities.

4. Construction Site Hazard Proaram
Officer Mark Leggett presented an overview of the construction zone safety program.
Officer Leggett advised that the purpose of the program is to educate and inform
employees and contractors doing work on city streets of their obligation to maintain
a current traffic control plan approved by the public works department.
Commissioner Goudy stated that he would like the program to address pedestrians
independently.
Other Business
6. Police Chief's Reoort
Chief Sayre reported on the following:

Advised that graffiti removal is currently overriding the annual budget.

Police Department sent two officers to a forty (40) hour course on sexual
assualt response.
.
Discussed increase in "Bad Check" writing in the City.

Review of crime stats.
.
Discussed safety in and around school zones.
7. Fire Chief's Reoort
Division Chief Jim Wright reported on the following:

Fire Captain Susan Zimmerman promoted to Fire Prevention Officer.
.
East side fire station project received support and approval by the City Council.
Location is currently being negotiated.
.
Update on delivery of Breathing Support Unit.
Battalion John Winder reported on the following:
.
Breathing Support Unit will be on display at the October 6. 1992 City Council
meeting and the October 22, 1992 Public Safety Commission meeting..

Review of Fire Department monthly statistics.
8. Commissioner ReDort
Commissioner Perry advised that he made a presentation to the City of Murrieta Public
Safety Commission on "RACES".
Commissioner Perry requested the issue of the passing of bad checks be a topic for
the October agenda.
Chairman Klein provided a report on the status of the Public Safety Commission and
Traffic and Transportation Commission merger advising that the Council voted 4 to 1
in favor of combining the two Commissions.
Chairman Klein announced the expiration of his tenure and stated that this would be
the last meeting he would be attending; the gavel was turned over to Vice Chairman
Ron Knopp.
ADJOURNMENT
Chairman Klein declared the meeting adjourned at 7:45 P.M.

Thursday, October 22, 1992, 6:00 P.M., Temecula City Hall Main Conference Room, 43174
Business Park Drive, Temecula, California.
