AUGUST 27. 1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, August 27,1992,6:00 P.M., Temecula City Hall Main Conference Room, 43174 Business Park Drive, Temecula. California, Chairman Frank Klein presiding. Chairman Klein led the flag salute. PRESENT: 5 COMMISSIONERS: Goudy, Holliday. Knopp, Perry, Klein ABSENT: o COMMISSIONERS: None Also present were Battalion Chief John Winder. Emergency Services Coordinator Mary Moreland and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES It was moved by Commissioner Knopp, seconded by Commissioner Goudy to approve the minutes of July 23, 1992 revised as follows: Page 1. delete last sentence; Page 3, regarding signal improvement at TVHS, correct to read "Rancho Vista"; and Page 4, regarding Emergency Manager. correct to read .......with respect...... EMERGENCY MANAGEMENT OVERVIEW Presentation provided by Mary Moreland, Emergency Services Coordinator for the Riverside County Fire Department. outlining the Emergency Management plan. PSMIN8/27/92 -,- 9/11/92 . . PUBLIC SAFETY COMMISSION MINUTES AUGUST 27.1992 4. EMERGENCY PREPAREDNESS No report given. 6. PEACE OFFICER HIRING PROCESS Tim McCauley. Sheriff Department Personnel and Recruitment Investigator, provided an overview of the peace officer hiring process. Mr. McCauley outlined the hiring levels and test requirements and distributed an example of peace officer job application and pre-investigation questionnaire. 5. NEIGHBORHOOD WATCH (NWI ACTIVITIES Officer Dan Feltenberger reviewed the following: * Monthly police stats. * Provided display of the drug kit being introduced at the schools to provide for more drug awareness. * Drywall Strike Task Force. * Automobile Club has expressed an interest in personalizing the CAT stickers with the City emblem. 2. SEXUAL ASSAULT RESPONSE TEAM Sally Townsend, R.N. and General Manager, and Faye Battiste-Otto, R.N. and President of Western Nurse Specialists, Inc., provided an overview of the services provided by the Sexual Assault Response Team whose main purpose is to provide timely examination, care and counseling for victims of rape crimes, as well as collect evidence for prosecution. Scott Brower, RN, Manager of Critical Care Services for Sharp Health Care of Murrieta, advised the Commission that Sharp Hospital is presently conducting a feasibility study on the cost effectiveness of housing such a program at the Murrieta facility, which could potentially cut current response times in half. Mr. Brower stated that he would like to have the Commission's and Council's support for this program prior to Sharp Hospital going before the County District Attorney for approval of the program as related to certified evidence collection. PUBLIC SAFETY COMMISSION MINUTES AUGUST 27.1992 After discussion, the Commission decided to postpone action on this item, to allow time to prepare an official recommendation to the City Council. Chairman Klein declared a recess at 7:50 P.M. The meeting was reconvened at 8:00 P.M. 7. CITY GROWTH AND PUBLIC SAFETY Chairman Frank Klein made the following statements as to his view of the relationship between City Growth and Public Safety: "City growth translates into increased high-density housing, which translates into the following: * The City inherits more of our society's problems (dysfunctional families) * increases in transient population (more rentals) * increases in families with problem children * increases in two family member income earners * increases in latch-key children (under more peer pressure for mischief and vandalism) * increases of poor parenting households * increased crime and drugs * low-income, affordable housing population in environments more subject to crime: * work odd hours and on streets at night * lack security systems * gangs Economic times are such that home builders must now concentrate on high-density, low-income and affordable dwellings. My position is to hold down high-density housing development to the minimum requirement level set by the State for affordable housing and to increase the City's LOS standard for police to account for the increase in such housing." POLICE CHIEF'S REPORT Officer Un Fanene, representing the Police Department answered questions regarding the monthly crime stats and presented the Commission with a recommendation to close the Temecula Sheriff's Department satellite office at City Hall due to a lack of activity pursuant to the move to French Valley station. It was moved by Commissioner Knopp, seconded by Commissioner Goudy to recommend that the City of Temecula satellite office be closed due to a lack of public interest and activity. The motion was carried as follows: AYES: 4 COMMISSIONERS: Holliday, Knopp, Perry, Klein NOES: 1 COMMISSIONERS: Goudy Commissioner Goudy stated that it was important that the City be provided some police station contact closer than French Valley. 9. FIRE CHIEF'S REPORT Battalion Chief John Winder reported the following: . Attended the TIP graduation ceremony. Program is now on line. . Fire Prevention Officer Howard Windsor has accepted a new position with the County. . Fire activity statewide. . Breathing and light support unit has been delivered. . Discussion of potential new fire station and staffing. 10. COMMISSIONER REPORTS Commissioner Goudy asked that the following statement be included in the minutes: "I have visited the City of Murrieta and have seen the police budget and I have seen PSMIN8/27/92 -4- 9/11/92 . . I have to say that the City of Murrieta is enjoying as much coverage as we here in Temecula have and it is costing the City of Murrieta two million dollars less than we are paying the Riverside Sheriff's Department. I feel the City Manager and the City Council should initiate an ad-hoc committee to investigate the law enforcement budgets of the Cities of both Murrieta and Hemet and likewise the coverage given these two Cities and make a recommendation to the City if a savings in the magnitude of two million dollars can be saved by going to our own police department instead of contracting with the Sheriff's Department. I would like to chair this committee. I have 27 years of police work in my background and feel I could help such a committee as numbers are a big part of police budgets and one can be misled. Some of the sheriff's services we now enjoy would also be available to us at no charge if we had our own police department. I wish to make it perfectly clear this is not a put down of the services now provided by the Sheriff's Department. The training and attitude of sheriff's deputies and city police officers are very much alike making the point even more clear that if the City can save two million dollars for law enforcement it should do so." Commissioner Perry advised that as a result of Joe Hreha's presentation on disaster preparedness, he is in the process of altering the volunteer communication plan to meet with the City plan. Commissioner HOlliday reported that she received information and statistics from the Office of Substance Abuse Prevention (OSAP) and Temecula's teen substance usage is higher than the national average for teen's substance usage. Comissioner HOlliday advised that she would be arranging a presentation by the Temecula Multi-level Community Partnership Prevention Program. Chairman Klein reported the following: . Recommendation to Traffic and Transportation Commission regarding the traffic signal at Temecula Valley High School is currently being studied. . Recommendation for change in status of Emergency Manager position will go before the City Council on September 8, 1992. . Clarified his memorandum advising that he will not seek reappointment to the Commission. . Advised of Certificate of Achievement received for completing a course on Emergency Program Management by FEMA. . September agenda overview. PSMINB/27/92 .6. 9/11/92 . .
