JUNE 25. 1992 A Oregular meeting of the City of Temecula Public Safety Commission was called to order Thursday, June 25, 1992, 6:00 P.M., Fire Station 73, 27415 Enterprise Circle West, Temecula, Chairman Frank Klein presiding. Commissioner Knopp led the flag salute. PRESENT: 5 COMMISSIONERS: Goudy, Holliday, Knopp, Perry, Klein ABSENT: o COMMISSIONERS: None Also present were Police Chief Rick Sayre, Division Fire Chief Jim Wright, Battalion Chief John Winder, and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES It was moved by Commissioner Perry, seconded by Commissioner Holliday to approve the minutes of April 23, 1992 as mailed. The motion was carried as follows: AYES: 3 COMMISSIONERS: Holliday, Perry, Klein NOES: o COMMISSIONERS: None ABSTAIN: 2 COMMISSIONERS: Goudy, Knopp It was moved by Commissioner Goudy, seconded by Commissioner Perry to approve the minutes of May 28, 1992 as mailed. PUBLIC SAFETY COMMISSION MINUTES JUNE 25. 1992 2. BUILDING AND SAFETY - Tony Elmo, Chief Building Official, City of Temecula In the absence of Tony Elmo. no report was given. 3. CITY EMERGENCY MANAGEMENT - Joe Hreha, Sr. Management Analyst, City of Temecula Joe Hreha provided the Commission with an overview of the City's Emergency Management Program. Chairman Klein stated "Joe Hreha's presentation prompts the following comment: If not scheduled, it is suggested that our City Council request a report on the current status and future plans associated with the City's Emergency Management function." 4. EMERGENCY PREPAREDNESS - Vice Chairman Ron Knopp Commissioner Knopp gave no report. 5. NEIGHBORHOOD WATCH INWI ACTIVITIES - N.W. Chairperson Lori Harrison In the absence of Lori Harrison who was on vacation, Linda Cloughen reported the following: . NW is preparing for the July 4th parade. They are currently looking for volunteers to march in the parade, pass out NW literature, brochures, fingerprinting, etc. . NW coordinators are analyzing the program for changes in order to initiate new interest. . Update on the school districts progress on Earthquake Preparedness. 6. UNFINISHED BUSINESS - Chairman Frank Klein . Regarding the potential for a landslide in the Santa Margarita Gorge, Chairman Klein reported he is still awaiting a call from Mr. James Marple, who is hoping to involve a University of California professional in a cost free preliminary investigation. . In response to a previous memo by Commissioner Knopp, the City Engineering Department made some traffic safety changes at the intersection of Ynez Road and Solano Way in early June. PSMIN6/25/92 -2- 7/16/92 . . PUBLIC SAFETY COMMISSION MINUTES JUNE 25. 1992 . Regarding his own concern for the advisability of the City's public safety services using wind data from sources outside of the City, he made the following statement: "It is my belief that wind data available at Fire Station 12 almost always provides more accurate information about local wind conditions than can be provided by any meteorological source outside of the City." Chairman Klein added, "I am supported in this belief by Mr. Joe Cassmassi, the Sr. Meteorologist at SCAQMD. This support of my contention may be confirmed by calling (714) 396-3155". . Regarding the potential for a landslide in the Santa Margarita Gorge as reported by Mr. James Marple: Upon interacting with Doug Stewart. City Engineer, Mr. Stewart does not believe there is any significant probability attached to a near- term landslide at the gorge. OTHER BUSINESS 7. POLICE CHIEF'S REPORT Chief Rick Sayre reported the following: . Update on the status of the June 2 traffic accident aftermath and investigation. . Department is responding undercover to a citizen report of a contact about a deal on Apple computers. . Report of "dry wallers" vandalism problems. . Update on bike patrol. . Update on budget process. . Discussed department stats. 8. FIRE CHIEF'S REPORT P5MIN6125/92 Chief Jim Wright reported the following: . End of month delivery for the Breathing Support Unit. . Increase in fire activity state-wide. .3. 7/15/92 . ., . . PUBLIC SAFETY COMMISSION MINUTES JUNE 25. 1992 Battalion Chief John Winder reported the following: . Increase in traffic fatalities and fire activity. . Weed abatement. 9. COMMISSIONER REPORTS PSMIN6/25/92 Commissioner Holliday discussed the following: . Update on the Drug and Substance Abuse Sub-Committee (Commissioner Holliday and Commissioner Perry). Commissioner Holliday advised that she is presently preparing a questionnaire to distribute to all the local clubs. questioning their participation in any drug and substance abuse programs and their interest in such programs. . Regarding panhandlers and homeless people: asked that a representative from the County address the Commission about the problem. . Requested reports from the director of the Boys and Girls Club and the Teen Center on the programs. . Expressed concern for the increase in graffiti. Commissioner Perry discussed the following: . Advised that gang members from "The Bloods" have moved into Temecula. . Reported that due to the reported possible merger of the Public Safety and TrafficfTransportation Commissions, which may be considered by the City Council in July, no action was taken on PSC Goals and Objectives. Commissioner Knopp discussed the following: . Prepared a grant application on behalf of URGE (Union For Riverside Greenbelt Environment) which the state awarded $50,000 for work on the urban streams restoration project. Working with the State and the City on making a safe environment and providing a recreation area. Chairman Klein discussed the following: . Regarding the traffic accident of June 2, Chairman Klein made the following statement: "On behalf of the Public Safety Commission, the Commission thanks Chief Sayre, Chief Wright and Chief Winder and all the public safety personnel for the excellence of their services on June 2, 1992. PUBLIC SAFETY COMMISSION MINUTES JUNE 25.1992 respect to the June 2, 1992 traffic accident at the site of the Temecula Valley High School, I regret that no one saw merit in involving our Commission in any discussions-internal or inter-agency- that have taken place to date. I realize that the primary agency for prompting such assistance is the City Council. It is quite natural for one to question if the reticence to involve our Commission in the matter says something about the regard or esteem in which our Commission is held." . June 6th Orientation Trip postponed indefinitely. . Possible merger of the Traffic and Transportation Commission and the Public Safety Commission. . Tony Elmo and Gary Thornhill invited to provide presentations at the July 23rd meeting. ADJOURNMENT Chairman Klein declared the meeting adjourned at 8:35 P.M. The next regular meeting of the City of Temecula Public Safety Commission will be held on Thursday, July 23, 1992, 6:00 P.M..
