MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION HELD THURSDAY, APRIL 23,1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, April 23, 1992, 6:05 P.M., Fire Station 73, 27415 Enterprise Circle West, Temecula, Chairman Frank Klein presiding. Chairman Klein led the flag salute. PRESENT: 4 COMMISSIONERS: Holliday, Knopp, Perry, Klein ABSENT: 1 COMMISSIONERS: Goudy Also present were Police Chief Rick Sayre, Division Fire Chief Jim Wright, Battalion Chief John Winder, Emergency Services Coordinator Mary Moreland and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES 1.1 Approve the minutes of March 26, 1992 as mailed. It was moved by Commissioner Knopp, seconded by Commissioner Perry to approve the minutes of March 26, 1992 as mailed. AYES: 3 COMMISSIONERS: Knopp, Perry, Klein NOES: o COMMISSIONERS: None ABSTAIN: 1 COMMISSIONERS: Holliday ABSENT: 1 COMMISSIONERS: Goudy 2. PUBLIC SAFETY COMPLAINTS/RECOMMENDATIONS None 3. OAKLAND HILLS FIRE OVERVIEW Wes Alston, Deputy Fire Marshall, Riverside County Fire Department, and David Matis, Department of Forestry and Fire Protection, provided a video and slide presentation depicting the events and devastation resulting from the Oakland Hills Fire of October 20,1991. (See attached Addendum) . . PUBLIC SAFETY COMMISSION MINUTES APRIL 23. 1992 8. EMERGENCY PREPAREDNESS Commissioner Knopp discussed, and provided the Commissioners with a memorandum summarizing, the April 9, 1992 Neighborhood Watch Emergency Preparedness meeting. Reference was made to the September statewide radiological exercise. Commissioner Knopp left the meeting at 6:45 P.M. 4. TRAUMA INTERVENTION PROGRAM (TIP) Virginia Rodriguez, representing TIP, provided a video presentation on the program and updated the Commission on where the program currently stands in Temecula. (See attached Addendum) 5. NEIGHBORHOOD WATCH (NW) ACTIVITIES None 6. BUSINESS WATCH ACTIVITIES CSO Linda Rodrigues reported on Business Watch Activities for the month of April as follows: . Contacted eight pool service companies of which five responded with information which is being compiled and provided to Neighborhood Watch for emergency water supplies as part of Emergency Preparedness. . Old Town merchants have expressed some concern over loitering. . Preparing high risk files on the local banks and jewelry stores. . Reported on KID I.D. program. 7. CRIME PREVENTION Officer Mark Lohman gave the Commission a presentation on the Crime Prevention Program for the City of Temecula and upcoming events as follows: . PUBLIC SAFETY COMMISSION MINUTES APRIL 23. 1992 * May 12 & 13, Vineyard Preschool * May 14, English As A Second Language Course * May 20, Operation Wipe-Out (local schools) 9. UNFINISHED BUSINESS Chairman Frank Klein reported on the following: * Forwarded Commissioner Knopp's memorandum to the Traffic and Transportation Commission and Public Works Department, regarding traffic hazard at the intersection of Solana and Ynez, * Awaiting an appointment date to meet with a geologist to investigate Mr. James Marple's concerns for a potential landslide at the Santa Margarita gorge, downstream from Temecula. * Questioned Chief Sayre on his support of the inclusion of the membership of the Public Safety Commission's drug abuse sub-committee in the TVUSD program to reduce drug and alcohol use in the City. Chief Sayre reported that he discussed the recommendation at the most recent Directors meeting and it most likely will be another eight months before any sub-committees are established. He added that the recommendation was well accepted. * Awaiting the go signal for budget review. * Selected Saturday, June 6, 1992 for orientation trip of the following locations: Fire Services Law Enforcement Services (French Valley Headquarters) CAL I.D. Perris Dispatch OTHER BUSINESS 10. POLICE CHIEF'S REPORT PSMIN4/23/92 Chief Sayre reported on the following: * Bike Patrol will be implemented for the summer months. -3- 5/22/92 . . PUBLIC SAFETY COMMISSION MINUTES APRIL 23.1992 . Sheriff's Department has received their first helicopter which was purchased with asset forfeitures. A second helicopter will be received in six months which was purchased by the County. . Office of Substance Abuse Prevention Program is in the planning stages. . Discussion of Valley Beat shooting incident. . Open house at French Valley Headquarters scheduled for June 25, 1992,3:00- 8:00 P.M. . Presently two officers will remain at the City Hall office. . Preparing paperwork for a K-9 unit for the City. 11. FIRE CHIEF'S REPORT Battalion Chief John Winder reported on the following: . Set-up EOC in preparation for earthquake as a result of the three day advisory in the wake of the recent earthquakes. . Departments preparation for fire season. . Budget review process discussion. 12. COMMISSIONER REPORTS PSMIN4/23/92 Chairman Klein reported the following: . April 6, attended a special meeting of the City Council on the recent shooting incident at the Valley Beat dance club. Responded to request by the Assistant City Manager to provide a list of personal recommendations. . Confirmed that Commissioners Holliday and Perry had reviewed the Brown Act. -4- 5/22/92 . . PUBLIC SAFETY COMMISSION MINUTES APRIL 23. 1992 ADJOURNMENT Chairman Frank Klein declared the meeting adjourned at 8:55 P.M.
