MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION HELD THURSDAY, MARCH 26, 1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, March 26, 1992, 6:00 P.M., Fire Station 73, 27415 Enterprise Circle West, Temecula, Chairman Frank Klein presiding. Commissioner Perry led the flag salute. PRESENT: 4 COMMISSIONERS: Goudy, Knopp, Perry, Klein ABSENT: 1 COMMISSIONERS: Holliday Also present were Police Chief Rick Sayre, Division Fire Chief Jim Wright, Emergency Services Coordinator Mary Moreland and Minute Clerk Gail Zigler. PUBLIC COMMENT None COMMISSION BUSINESS 1. MINUTES 1.1 It was moved by Commissioner Perry, seconded by Commissioner Knopp to approve the minutes of January 23, 1992 as mailed. PUBLIC SAFETY COMMISSION MINUTES MARCH 26. 1992 2. PUBLIC SAFETY COMPLAINTS/RECOMMENDATIONS None 3. AAA SAFETY PROGRAMS Cathy Zeitz, representing the Automobile Club of Southern California, presented the Commission with literature and information regarding the various AAA safety programs, educational materials and services designed for law enforcement, schools and the community. 4. SAFE ROUTES TO SCHOOL Scott Harvey, Traffic Technician for the City of Temecula, provided the Commission with handouts for Temecula Unified School Districts' safe routes to school, a summary of pedestrian traffic safety in the City of Temecula, AAA Pedestrian Safety Program and AAA Safe Routes to School Program. 5. NEIGHBORHOOD WATCH (NW) ACTIVITIES N.W. Chairperson Lori Harrison provided an update on NW activities for the month of March as follows: N.W. is planning to attend Western Days, April 25 & 26, providing fingerprinting and Kid I.D. Two new housing tracts joined N.W. Two more tracts scheduled to join in April. Mark Lohman and Lori Harrison will meet with Betty Gray on April 29, to discuss ways to educate the community on the importance of lighting for emergency services. N.W. is planning to attend July 4th Parade, providing educational handouts and video presentation. reported that the Summit Homes development has been a victim of graffiti and backyard burglaries. Chairman Klein added that he has recently witnessed serious traffic violations at the Summit Homes Ynez - Santiago intersection. Also noted was considerable traffic speeding on Santiago Road. BUSINESS WATCH ACTIVITIES Community Service Officer Linda Rodriguez, City of Temecula Police Department, provided the Commission with a summary of the Business Watch Program which provides merchants with training and education on check fraud, theft prevention, etc., Seat Belt Safety Programs for pre-schools and elementary schools, and bank training programs utilizing mock robbery set-ups with a response critic. 7. EMERGENCY PREPAREDNESS Commissioner Knopp provided the Commissioners with a memorandum summarizing his meeting of March 18, 1992 with the City Manager and the Assistant City Manager to discuss how the City is integrating the Multi-Hazard Plan with it's staff. 8. UNFINISHED BUSINESS Chairman Frank Klein reported on the following: questioned status of swimming pools being utilized to assist in emergency water supplies. Commissioner Knopp reported that Neighborhood Watch is working on formulating this list. Chairman Klein moved to nominate himself and Commissioner Goudy to serve on a Budget Review sub-committee, seconded by Commissioner Goudy and carried unanimously with Commissioner Holliday absent. OTHER BUSINESS 9. POLICE CHIEF'S REPORT Chief Sayre reported on the following: completed investigation of vacant house on Rancho Vista Road reported by Commissioner Goudy. The City's motor officers are working on a Bicycle Safety Program for the middle school. PSMIN3/26/92 -3- 4/15/92 . . PUBLIC SAFETY COMMISSION MINUTES MARCH 26. 1992 move to French Valley station. CHP is starting to assist in vehicle pursuits involving the Police Department. Police Department has cracked down on RAVE parties and there have been no new parties in the last month. Review of Crime Statistics for February 1992. 10. FIRE CHIEF'S REPORT Chief Jim Wright reported on the following: Fire Program presentation on April agenda. TIP Program Santiago Rancho Fire Fire Engine repairs Review Fire Activity Report for February 1992. 11. COMMISSIONER REPORTS Commissioner Knopp discussed the following: presented the Commission with a copy of his memorandum to the Public Works Department regarding traffic hazard posed by the left turn lane from Solano to Ynez Road. Dog and Bicycle license programs. (Chief Sayre indicated that he would arrange for a representative from Animal Control to attend the next available meeting) Flood Control Commissioner Goudy reported on the following: Mud on sidewalks along frontages of Temecula Valley High School. Chairman Klein discussed the following: A recommendation to the City for representation of the Public Safety PSMIN3/26/92 -4- 4/15/92 . . c PUBLIC SAFETY COMMISSION MINUTES MARCH 26. 1992 Commission by its drug-abuse sub-committee on the joint City and Temecula Valley Unified School District's Drug and Alcohol Abuse Program. Chief Sayre stated that he would support the recommendation. March 12, meeting with Chairmen of the Planning Commission and Traffic and Transportation Commission. Chairman Klein advised that Chairman Roberts of the Traffic and Transportation Commission stated that he felt the Public Safety Commission should carry forward the recommendation for the OptiCom System. Chief Wright and Chairman Klein agreed that the follow-through on the Opticom System should be a joint Traffic/ Transportation Commission and Public Safety Commission effort. As an elected member, attended March 17 meeting of the Growth Management Technical Sub-Committee of the General Plan. Attended March 19 meeting of the Economic Development Technical Sub- Committee of the General Plan. March 25, as a member of the Department of Public Works ad-hoc committee, reviewed survey responses to the closure of Avenida De La Reina. ADJOURNMENT Chairman Frank Klein declared the meeting adjourned at 8: 15 P.M.
