" , MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION HELD THURSDAY, FEBRUARY 27,1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, February 27, 1992, 6:05 P.M., Fire Station 73, 27415 Enterprise Circle West, Temecula. The meeting was called to order by Chairman Frank Klein. Chairman Klein led the flag salute. PRESENT: 3 COMMISSIONERS: Goudy, Holliday, Klein ABSENT: 2 COMMISSIONERS: Knopp, Perry Also present were Police Chief Rick Sayre, Division Fire Chief Jim Wright, Battalion Chief John Winder, Emergency Services Coordinator Mary Moreland and Minute Clerk Gail Zigler. Commissioner Perry arrived at 6: 15 P.M. PUBLIC COMMENTS James Marple, 19210 St. Gallen Way, Murrieta, addressed the Commission describing a plan to create pedestrian walkways and bike paths along the creek beds. Mr. Marple also expressed concern for the potential flooding of Murrieta and Temecula from the Murrieta Creek if the silt is not removed'. Mr. Marple recommended that an investigation be made of the porential for a catastrophic landslide at the Santa Margarita gorge downstream from Temecula. COMMISSION BUSINESS 1. MINUTES 1.1 Approve the minutes of December 19, 1991 as mailed. Chairman Klein requested that Page 1, Item No.2, be amended to read "Chairman Klein explained this item is to be a regular item on each agenda to give the citizens an amplified opportunity to make suggestions and express their concerns to the Commission". It was moved by Commissioner Perry, seconded by Commissioner Goudy to approve the minutes of December 19,1991 as amended. The approval of the minutes of January 23, 1992 was continued to the March agenda due to a lack of quorum of Commissioners in attendance at that meeting. 1.3 Approve the minutes of January 30, 1992 as mailed. It was moved by Commissioner Goudy, seconded by Commissioner Perry to approve the minutes of January 30, 1992 as mailed. AYES: 3 COMMISSIONERS: Goudy, Perry, Klein NOES: o COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Knopp ABSTAIN: 1 COMMISSIONERS: HOlliday 2. PUBLIC SAFETY COMPLAINTS/RECOMMENDATIONS None 3. GENERAL PLAN TECHNICAL SUBCOMMITTEE APPOINTMENT 3.1 Appoint a member of the Public Safety Commission to the Growth Management Technical Subcommittee for the City's General Plan. It was moved by Commissioner Goudy, seconded by Commissioner Perry to appoint Chairman Frank Klein to the Growth Management Technical Subcommittee for the City's General Plan. The motion was carried unanimously, with Commissioner Knopp absent. 4. COALINGA EARTHQUAKE 4.1 Jim Henry, retired Police Chief for the City of Coalinga, provided the Commission with a presentation on the 6.8 Coalinga earthquake of 1983. CODE ENFORCEMENT ACTIVITIES FEBRUARY 27. 1992 5.1 No report given at this time. 6. FORMATION OF SUBSTANCE ABUSE SUB-COMMITTEE 6.1 Nominate two Commissioners to serve on a Substance Abuse Sub-Committee. It was moved by Chairman Klein, seconded by Commissioner Goudy to nominate Commissioner Holliday and Commissioner Perry to serve on a Substance Abuse Sub-Committee. The motion was carried unanimously with Commissioner Knopp absent. 7. NEIGHBORHOOD WATCH ACTIVITIES 7.1 Neighborhood Watch Chairperson Lori Harrison reported the following to the Commission: Kid I.D. Program, tentatively scheduled for April 25, in Old Town. Graffiti is showing up more and more and taking longer to be removed. Police Chief Sayre stated that he would follow-up on turnaround times with the company that handles the removal. Receiving more interest from rural areas within the City. Working with the Police Department on address visibility. 8. STATUS OF NEIGHBORHOOD WATCH COMMUNICATIONS 8.1 Commissioner Perry reported that the Sheriff's Department Emergency Communications, Temecula Police Amateur Radio Team, is in full force and Commissioner Perry briefed the Commission on the results of the Emergency Communications exercise. 9. EMERGENCY PREPAREDNESS 9.1 Mary Moreland reported that the Month of April is earthquake preparedness month and each week will focus on a particular group as follows: PSMIN2/27/92 .3. 3/17/92 . . PUBLIC SAFETY COMMISSION MINUTES FEBRUARY 27. 1992 Week One Week Two Week Three Week Four - Government - Schools - Business - Public (10 days long) Joe Hreha is the point of contact at City Hall. 10. UNFINISHED BUSINESS 10.1 Chairman Frank Klein reported on the following: Office space has been set aside at City Hall for all Commissioners to conduct Commission business. Met with Traffic and Transportation Chairman Ron Roberts to discuss bike paths, which he reported will be worked into the General Plan, TrafficlTransportation and Public Safety Commission communications, and TIT and PIS overlap. Scheduled informal meeting of all Commission chairpersons on March 12,1992. Wooden Roof Ordinance went before the Council and was approved. The City, through the Assistant City Manager, has accepted the suggestion of placing the Public Safety Chairman, and in his absence Vice Chairman, on the alert list for city emergencies. OTHER BUSINESS 11. MOVE TO FRENCH VALLEY STATION Police Chief Rick Sayre reported that tentatively, the County will accept the French Valley Station on March 19. Rick Sayre also reported that a proposal to have the Crime Prevention Officer and an assistant housed at City Hall is under consideration. 12. POLICE CHIEF'S REPORT Chief Sayre reported on the following: Temecula Police Amateur Radio Team held a trial exercise in Emergency PSMlN2/27/92 -4- 3117/92 . . PUBLIC SAFETY COMMISSION MINUTES FEBRUARY 27. 1992 Communications during the Rod Run with good results. Rod Run Event New police bicycles for the bike patrol have been received and will be utilized during the summer months. Comparison reports will be coming in next months reports. Valley Beat has installed bullet resistant glass. The owners also changed the speakers in response to complaints by neighboring residents about the noise. Owners have also agreed to install another door. Police broke up two illegal warehouse parties last month. Answered questions pertaining to the month end reports. Chairman Klein questioned if space had been located for Red Cross services. Chief Sayre stated that the City Manager has not found any space available at this time. 13. FIRE CHIEF'S REPORT Fire Chief Jim Wright reported on the following: New County Fire Chief is Mike Harris. TIP Program was granted $10,000 from the City Council. Continuing to pursue funding for the Opti-Com System. Battalion Chief John Winder reported his thoughts on the effects the Los Angeles and Ventura County flooding would have on the City of Temecula and neighboring communities, and the emergency services that are available to the City. 14. COMMISSIONER REPORTS Commissioner Holliday introduced herself. Commissioner Goudy questioned which department would investigate asbestos and reported exposed asbestos at a vacant house on Rancho Vista Road. Chairman Klein reported on the following: advised that after following up on the signs at the vacant houses on Rancho Vista Road, Alan Marshall advised that the warning signs had been 'posted; however, they were immediately removed without authorization. discussed a convenient day for a Police and Fire orientation; this will probably be on a Saturday. advised Commissioner Perry and Commissioner Holliday to read the Brown Act. March agenda topics and newspaper distribution of agendas. attended a meeting on March 19, regarding the permanent closure of Avenida de la Reina. Advised that Department of Public Works will be making another survey of homeowners in the area of Avenida de la Reina. advised of March 12 meeting with the Assistant City Manager, Police Chief and Fire Chief, and reported on discussions about undue administrative delays related to the Wooden Roof Ordinance and the Opticom System and agreements with respect to the budget review process. ADJOURNMENT Chairman Klein declared the meeting adjourned at 8:25 P.M.
