MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC SAFETY COMMISSION HELD THURSDAY, JANUARY 23, 1992 A regular meeting of the City of Temecula Public Safety Commission was called to order Thursday, January 23, 1992, 6:10 P.M., Fire station 73, 27415 Enterprise Circle West, Temecula. The meeting was called to order by Chairman Frank Klein. Chairman Klein led the flag salute. PRESENT: 3 Knopp, Perry, Klein COMMISSIONERS: ABSENT: Goudy 1 COMMISSIONERS: Also present were Police Chief Rick Sayre, Fire Chief Jim Wright, Battalion Chief John Winder, Director of Public Works Tim Serlet, Senior Planner John Meyer and Minute Clerk Gail Zigler. PUBLIC COMMENTS None COMMISSION BUSINESS 1 . MINUTES 1.1 Approve the minutes of November 21, 1991 as mailed. CHAIRMAN KLEIN advised that he held a from Commissioner Goudy approving November 21, 1991. proxy statement the minutes of Chairman Klein requested a correction to the minutes on page 6, third paragraph under Commissioner Reports, which should read "COMMISSIONER KNOPP suggested that the Commission send forth comments to the city Council and the Planning Department, which states that high density leads to high crime and if the City wants to curtail crime they have to stop the high density." It was moved by COMMISSIONER KNOPP, seconded by CHAIRMAN KLEIN to approve the minutes as corrected. PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 COMMISSIONER PERRY abstained from the vote because he was not an appointed member of the Commission nor present at the meeting on November 21, 1991. 1.2 Approve the minutes of December 19, 1991 as mailed. CHAIRMAN KLEIN requested a correction to the minutes on page 4, Item 7, third paragraph, last sentence should read "He explained EVAC would provide emergency airborne transportation and/or reconnaissance to emergency professionals in the event of some type of disaster or maj or emergency."; and page 5, Item 9, sixth sentence should read "Current status questioned but unanswered." Approval of the minutes for December 19, continued due to a lack of quorum of commissioners. 1991 was attending 1.3 Approve the minute procedure change. It was unanimously approved by the Commission to continue to review the initial draft of the minutes. 2. PUBLIC SAFETY COMPLAINTS/RECOMMENDATIONS 2.1 There were no requests to speak. CHAIRMAN KLEIN stated that if this item is not used by the pUblic in the next few months, it will no longer be a regular agenda item. 3. RED CROSS DISASTER SERVICES 3.1 CHAIRMAN FRANK KLEIN introduced Pat Wiedemeyer of the Red Cross who gave an overview of the services provided by the Red Cross. PAT WIEDEMEYER advised that the Red Cross is mandated by Congress to provide disaster relief for all the citizens of the United states. The Red Cross is one of the largest volunteer organizations in the world. The Red Cross works very closely with all the government agencies within the County of Riverside. Ms. Wiedemeyer added that the Red Cross is written into the Multi-Hazard Functional Plan as the lead agency to open up shelters. Ms. Wiedemeyer outlined the following services provided PSMN1/23/92 -2- 1/27/92 . . JANUARY 23. 1992 PUBLIC SAFETY COMMISSION MINUTES by the Red Cross: Open up shelters (work with the Department of Social Services) Damage assessment (the only agency that does residential damage assessment) Respond to single family fires Mass feeding on large disasters, servicing victims and volunteers Provide health services to victims of disaster Open up service centers, working with the federal government in very large disasters Ms. Wiedemeyer advised the Commission that she has approached the City Manager for some space for the Red Cross volunteers to work from, to teach the citizens of Temecula to be prepared for disaster. COMMISSIONER KNOPP asked what the City Manager's response was to the request for space for the Red Cross services. PAT WIEDEMEYER stated that the city Manager agreed to the need and stated that he would look into that. CHIEF SAYRE stated that he would like to follow-up on that with the City Manager. Chief Sayre added that he would like to have an in-house First Aid course for his officers. COMMISSIONER PERRY advised Commission has recommended Intervention Program to the looking for someone to share Pat Wiedemeyer that the approyal of the Trauma City Council and they are facilities with. COMMISSIONER KNOPP asked if there was a facility stocked with emergency disaster equipment within the city. PAT WIEDEMEYER stated that the nearest emergency equipment was at the Lake Elsinore yard; however, the City needed to establish their own. DON SNOW of the Red Cross outlined the services provided by the Crisis Intervention Program. Mr. Snow stated that he is currently organizing a group of people who are currently working in the mental health field, to act as a response team in the event of a disaster. CHAIRMAN KLEIN asked what the arrangements are for the PSMN1/23/92 -3- 1/27/92 . . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 Red Cross to be alerted to fires and/or disasters. PAT WIEDEMEYER stated that the Red Cross can be reached through the Perris dispatch or through the office phone number, and they have an answering service and an after hours number. The system has been in effect for ten years now and is working well. COMMISSIONER KNOPP suggested that the Red Cross solicit volunteers through the Neighborhood Newsletter, and to submit that information to Cloughen. could Watch Linda 4. CAL I.D. 4.1 POLICE CHIEF SAYRE introduced Lt. Richard coz, coordinator of the CAL 1.0. program throughout Riverside County. Lt. Coz provided a summary of the CAL 1.0. program. Lt. Coz stated that CAL 1.0. handles automated fingerprint identification systems for the County, offers a full service DNA laboratory and are hoping to bring on board an automated mug shot system. CAL 1.0. identifies people of interest to the law enforcement communities. Lt. Coz stated that the automated fingerprinting system is the basic system that CAL 1.0. uses. In Riverside county region, CAL 1.0. has a data base of 600,000 known criminal offenders. CAL 1.0. is also linked to a statewide data base of 8,000,000 known criminal offenders, Los Angeles county with 2,000,000, San Diego County with 1,500,000 and approximately 12,000,000 known criminal offenders in California. Lt. Coz added that approximately 25% of all the arrests occur in California. Lt. Coz added that 60% of all the arrests that occur in California are repeat offenders and 10% 15% have arrests in other Counties. Lt. Coz advised the Commission that the DNA program, which uses blood, semen and pieces of bodies to identify, would be coming on line in March. He added that it is a very slow and costly process; however, necessary when there is no other means of identification. COMMISSIONER KNOPP asked what the rate of return was on the fingerprint identification. LT. COZ stated about 1 out of 5 (approximately 20%). PSMN1/23/92 -4- 1/27/92 . . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 5. AVENIDA DE LA REINA SAFETY CONCERNS 5.1 CHAIRMAN KLEIN opened the public hearing. ANTHONY BERGERON, 31300 Corte Alhambra, Temecula, addressed the Commission with his concerns regarding the closure and blockade of Avenida de la Reina. Mr. Bergeron stated that the residents of Corte Alhambra have been assured by the Fire Chief that the blockade posed no problems for the fire crews, who could move the blockades without any delays. Mr. Bergeron informed the Commission that the blockade is now nailed down and box trees have been placed behind each blockade. TIM SERLET concurred that the blockades had been nailed down; however, they were still moveable. BATTALION CHIEF WINDER advised that assuming the address and cross streets are correct, the 911 system would not direct the fire crews through this route; however, if it was necessary to access through the blockade it would not pose a problem to the fire crews. Chief Winder added that the fire department could come in through two different directions. ANTHONY BERGERON stated that where he is located there is only one access. JOE SEGUIN, 41640 Avenida De La Reina, Temecula, stated that the Fire Chief had answered many of his concerns about the safety of the closure. Mr. Seguin added that the closure is working well and is a solution. CHAIRMAN KLEIN stated that Frank Kimbro, Ben Madison and Anthony Bergeron expressed the concern at the December meeting of one entrance and exit into the tract. Chairman Klein stated that the Fire Department has clarified that there are two exits onto Rancho vista from Corte Alhambra; however, the concern appears to be that these are both from the South. Chairman Klein added that Lorraine Stafford had requested that the Commission assure residents of Avenida de la Reina that the closure does not present a safety hazard. CHAIRMAN KLEIN stated that, basing his opinion on the evaluations made by both the law enforcement and fire department, the current situation suggest that there is not a safety problem. PSMN1/23/92 -5- 1/27/92 . . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 CHIEF SAYRE asked if it was the Commission's decision, as a body, was that closure did not present a public safety issue. CHAIRMAN KLEIN stated that since this agenda item specified "Discussion Only", the Commission was restricting itself to making comments regarding the temporary solution. Chairman Klein added that he hoped that the agencies involved with the considerations for the permanent solution to the problem would involve the Public Safety Commission. COMMISSIONER KNOPP stated that from what he's seen both before the blockade was put up and after, the public safety situation for the area has been improved. Prior to the blockade, the traffic was extremely hazardous to the residents and the students taking that route to school. 6. PUBLIC WORKS AND SAFETY 6.1 TIM SERLET, Director of Public Works, advised that the city Council would be evaluating the present situation and will be considering some specific measures at the city Council meeting on January 28, 1992. Mr. Serlet added that staff sent out approximately 724 notices in this neighborhood. COMMISSIONER PERRY stated that although he was not familiar with the problems on Avenida de la Reina prior to the closure, it appears that the closure did solve a public safety problem and since the closure, according to Fire Chief Jim Wright and Police Chief Rick Sayre, posed no problems with ingress and egress into the tracts. Ron Perry suggested that the Public Safety commission make a recommendation in regards to public safety and send that to the City Council. CHAIRMAN KLEIN stated that the Commission could send forth the statement that the PUblic safety Commission unanimously agrees that they do not regard the current situation on Avenida de la Reina, as rendering a safety problem. COMMISSIONER KNOPP suggested forwarding the Commission's comments to the city Council. PSMN1/23/92 -6- 1/27/92 . . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 CHAIRMAN KLEIN requested that the Commission's statement be provided to Tim Serlet prior to the city council meeting of January 28, 1992. Mr. Serlet provided the Commission with an overview of the Public Works Department and its functions and briefed the commissioners on the status of the following items: 1-15 and Rancho California Road ramps are now in the bid process. Rancho California Road Benefit District to widen Rancho California Road, from Via Las Colinas to Margarita, is also out to bid. Morago & Margarita Road, project consisting of putting in curb, gutter and sidewalks around Temecula Middle School, from the apartments on Margarita around to the wash on Morago. Also installing sidewalks around Rancho Elementary School and Vail Elementary School. - widen Ynez Corridor to six lanes, in connection with the CFD and includes the design of the Overland crossing. Local engineer designing improvements to Sixth Street. Margarita from winchester to Solano is currently under design. Western by-pass corridor. Mr. Serlet stated that the driving issue relative to Public Works is safety. CHAIRMAN KLEIN asked for Mr. Serlet's comments regarding speed humps. TIM SERLET advised that the State of California does not accept speed humps as a traffic control device, as well as the City Attorney does not support them. COMMISSIONER KNOPP suggested that the City look at placing signs throughout the community reminding people to buckle up. CHIEF SAYRE stated that the department has placed some signs in town; however, he concurred that more signs are PSMN1/23/92 -7- 1/27/92 . . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 needed. Chief Sayre added that the City intends to coordinate another seat belt checkpoint. RON PERRY directed attention to the two left turn lanes on Winchester Road at Diaz. He stated that he witnessed people using the center lane as a left turn lane. CHIEF SAYRE stated that he thought that was more of an enforcement problem. ANTHONY BERGERON, 31300 Corte Alhambra, Temecula advised that traveling north on Avenida de la Reina, there was a sign indicating an exit through Corte Alhambra which was a cul-de-sac. Tim Serlet stated that a "Not A Through Street" sign should be posted there. 11. GENERAL PLAN TECHNICAL SUBCOMMITTEE APPOINTMENT 11.1 JOHN MEYER, Senior Planner, provided an update on the General Plan process. Mr. Meyer requested that the Commission appoint a member to the General Plan's Growth Management Technical Subcommittee. COMMISSIONER KNOPP indicated that he would not be available to attend the meetings. COMMISSIONER PERRY offered to serve on the committee. CHAIRMAN KLEIN suggested that a special meeting be called to appoint a member to the committee sometime during the next week, in order to include Commissioner Goudy. 7. NEIGHBORHOOD WATCH ACTIVITIES 7.1 COMMISSIONER KNOPP briefed the Commission on behalf of Lori Harrison as follows: Colina vista and Rancho Valley are in the process of completing their block information and this is scheduled to be completed at the end of January. Appreciation dinner was a success. Addresses and street names for emergency vehicles is going to be the topic of interest in the tract meetings. They will be discussing how to get good address visibility for the emergency vehicles. PSMN1/23/92 -8- 1/27/92 . . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 Curbs are not painted red in front of the hydrants along Winchester Creek. Also, need to re-paint some of the hydrants and suggested using some of the kids in the community. Chairman Klein suggested that such an effort be coordinated with, and directed by, the responsible city agency. 8. STATUS OF N.W. COMMUNICATIONS 8.1 COMMISSIONER PERRY stated that this was his first awareness of interaction between emergency communications and Neighborhood Watch. Commissioner Perry indicated that he would work together with Neighborhood Watch on this item and he will be prepared to give a report at the next meeting. 9. EMERGENCY PREPAREDNESS 9.1 LINDA CLOUGHEN provided the following update: Have left it up to the Red Cross representative to set up a meeting with the school, Neighborhood Watch, Emergency Services Coordinator, and commissioner Knopp to discuss the contract situation. will be going before the PTA Council on February 28, 1992, to discuss setting up the school sites for emergency preparedness. Trying to make contact with Scott Harvey on the issue of school drop-off zones. Ms. Cloughen added that as stated by Tim Serlet in his presentation tonight, the city has a Safe Routes To School Committee. Chief sayre suggested placing this item on the next agenda and having Public Works department member and his department's representative attend and provide them with a presentation on what kind of program they have. 10. UNFINISHED BUSINESS 10.1 CHAIRMAN KLEIN reviewed the following unresolved items: Designate file and office space at the city Hall. PSMN1/23/92 -9- 1/27/92 . i . PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 PSMN1/23/92 Was assured that the City Manager and his assistant are continuing to work on this and they would like to accommodate the request. Bike paths. Chairman Klein indicated that he is currently coordinating a meeting between himself and the Chairman of the Traffic and Transportation Commission, and this will be one of the topics he will be bringing up. commissioner Knopp stated that he would like the commission to send forth a recommendation. Commissioner Knopp also stated that he would be discussing this topic with the Director of Parks and Recreation. Two-man sub-committee to head emergency preparedness considerations for commission deliberations. Opticom System Chief Wright advised that the city had submitted it under HUD grant funding however, it was not accepted. Chief Wright will follow-up on the status and report at the next meeting. Formal City involvement in a substance abuse program. Agenda item for February. Chairman, and in his absence the Vice Chairman, be on the alert list for City emergencies. Councilmember proposing this as a recommendation to the City Council. Senior and youth security and recreation program. commissioner Knopp indicated that he is looking for ideas on how to make a situation for both the elderly and the young to improve their quality of life and safety within the city. PUBLIC SAFETY COMMISSION MINUTES JANUARY 23. 1992 San Luis Obispo Flood Control System. commissioner Knopp stated that he had received information from San Luis Obispo and is currently in'the process of obtaining grant funds. Should be able to provide a status of funding at the next meeting. 12. POLICE CHIEF'S REPORT 12.1 CHIEF SAYRE reported on the following: Two motorcycle officers will be attending a "visual Emission Evaluation" certification training course on March 3 & 4, provided by AQMD. Valley Beat has been an issue. Chairman Klein met with the department and the owner. Tenant is looking into putting up bullet proof glass along the freeway frontage. Update on radio program. Advised the commission of a fire hydrant issue involving a resident's property. The Commission unanimously approved the action proposed by the Police Department. Review of Police Stats. 13. FIRE CHIEF'S REPORT 13.1 CHIEF WRIGHT reported on the following: County Fire Chief has been promoted to assistant Region Chief for the CDF. Interviews start next week for the new County Fire Chief position. TIP Program funding was denied by the Finance Department. Is going before the City Council on Tuesday night. Review of Fire stats. COMMISSIONER'S REPORTS 14.1 CHAI~ KLEIN reported on the following: Alan Marshall followed-up on the vandalized empty house on Rancho vista way and also at a house on Front street. January 7, joined commissioner Goudy for a surveillance of school traffic on paseo Goleta resulting from the closure of Avenida de la Reina. witnessed no significant traffic increase. January 8, guest speaker at the Neighborhood Watch Appreciation Dinner. January 16, joined Commissioner Goudy to survey the situation at the Valley Beat Dance Club. January 21, participated in a meeting with the ownership of the Valley Beat and the Police Department. January 20, surveyed the situation under the bridge at Rancho California Road. Reported graffiti is there again. Commissioner Knopp reported that the Main street bridge at Pujol also needed to be cleared of graft i ti.
