DECLARATION OF RESPONSIBLE CHARGE
1. FUSE HOLDERS TO BE WATERPROOF AND UL LISTED. FUSES SHALL BE SLOW BLOW 13/32” X 1 ½” IN-LINE TYPE IN 10 AMP SIZE (UNLESS
SPECIFIED OTHERWISE BY THE CITY). THE FUSE SHALL BE INSTALLED IN THE HOT LEG OF THE LIGHTING CONDUCTOR. THE CIRCUIT SHALL BE
FUSED IN THE BASE OF THE POLE – NOT IN THE PULL BOX. 240-VOLT INSTALLATIONS REQUIRE EACH LEG TO BE FUSED USING A DOUBLE FUSE
HOLDER AND TWO FUSES OF APPROPRIATE SIZE. HEAT SHRINK BOTH CRIMP ENDS.
2. PULL BOXES SHALL BE #3 1/2 PULL BOXES OR APPROVED EQUAL. PULL BOXES SHALL BE INSTALLED PER CALTRANS STANDARD PLAN ES-8 AS
FOLLOWS:
1.LOCATED AT THE END OF THE CONDUIT RUN AND THREE FEET (3’) FROM SCE SERVICE POINT. THE PULL BOX THAT FEEDS INTO SCE SERVICE
POINT SHALL BE A #5 PULL BOX.
2. LOCATED WITHIN FIVE FEET (5’) OF EACH STREET LIGHT.
3. LOCATED AT CONDUIT INTERVAL RUNS OF NOT MORE THAN 200 LF. ADDITIONAL #3 1/2 PULL BOXES WILL BE REQUIRED FOR CONDUIT
RUNS OVER 200 LF LONG.
PULL BOXES SHALL BE INSTALLED BEHIND SIDEWALK OR FIVE FEET (5’) BEHIND THE FACE OF CURB OR DIKE AND, WHERE PRACTICAL, SHALL BE
INSTALLED WITH THE SHORT SIDE PARALLEL TO THE CURB. THEY SHALL NOT BE INSTALLED IN ANY PART OF A DRIVEWAY OR OTHER TRAVELED
WAY, UNLESS APPROVED BY THE CITY ENGINEER AND PROVIDED WITH A METAL TRAFFIC COVER. PULL BOX COVERS SHALL BE INSCRIBED “STREET
LIGHTING” AND SHALL BE SECURED WITH BOLTS, CAP SCREWS OR STUDS AND NUTS MADE OF STAINLESS STEEL. PULL BOXES SHALL BE TAMPER
RESISTANT AND UTILIZE A SPECIAL KEY TOOL FOR OPENING. ANTI-SEIZE SHALL BE USED.

3. ALL CONDUIT SHALL BE TWO-INCH (2”) UL APPROVED HEAVY WALL POLYVINYL CHLORIDE (PVC) SCHEDULE 80. CONDUIT SHALL BE ENCASED IN A
MINIMUM OF THREE INCHES (3”) OF SAND ON ALL SIDES. THE MINIMUM SWEEP RADIO SHALL BE TWENTY-FOUR INCHES (24”). THE MAXIMUM
LENGTH OF A CONDUIT RUN SHALL BE TWO HUNDRED FEET (200’). THE CONTRACTOR MAY, AT HIS EXPENSE, USE CONDUIT OR A LARGER SIZE,
PROVIDED THE LARGER SIZE IS USED FOR THE ENTIRE LENGTH OF THE CONDUIT RUNS BETWEEN PULL BOXES (REDUCING COUPLINGS SHALL NOT
BE ALLOWED).
CONDUIT SHALL BE LAID TO A DEPTH OF NOT LESS THAN THIRTY INCHES (30”) UNLESS PLACED UNDER SIDEWALK IN WHICH CASE ONLY EIGHTEEN
INCHES (18”) SHALL BE REQUIRED. CONDUIT LAID IN OPEN TRENCH SHALL NOT BE COVERED NOR SHALL TRENCH OR INSPECTION HOLE BE
BACKFILLED UNTIL ACCEPTED BY THE CITY ENGINEER OR HIS DESIGNATED REPRESENTATIVE.
4. SPLICES SHALL BE PERMITTED IN PULL BOXES AND LIGHTING STANDARD BASES ONLY. ALL SPLICES SHALL BE WATERPROOFED WITH PENATROX
WITH BUTT SPLICE AND HEAT SHRINK TUBING.
5.ALL CONDUCTORS SHALL BE STRANDED COPPER, XHHW-2 #8 AWG MINIMUM. MAXIMUM WIRE SIZE SHALL BE #6 AWG. NEITHER ALUMINUM NOR
DIRECT-BURIAL CABLE SHALL BE ACCEPTED. ALL STREET LIGHT SYSTEM SHALL BE PROVIDED WITH 120-240V SERVICE.
WIRE SHALL CONFORM TO THE APPLICABLE PORTION OF ASTM B3 AND B8. WIRE SIZE SHALL BE INDICATED ON THE “ASBUILT” PLANS. WIRE
CONNECTORS SHALL BE APPROVED BY THE CITY ENGINEER OR HIS DESIGNATED REPRESENTATIVE AND SHALL BEAR THE UL SEAL OF APPROVAL.
THE INSTALLATION PROCEDURE, CONNECTOR SIZE AND CRIMPING TOOLS SHALL CONFORM TO THE MANUFACTURER’S RECOMMENDATIONS.
WIRE FROM THE BASE OF THE POLE TO THE LUMINAIRE SHALL BE #10. FOR THE 120-VOLT INSTALLATIONS, THE WIRES SHALL BE BLACK AND
WHITE, WITH BLACK BEING THE HOT WIRE AND FUSED. FOR 240-VOLT INSTALLATIONS, ONE HOT WIRE SHALL BE BLACK AND THE OTHER SHALL BE
RED. BOTH HOT WIRES SHALL BE FUSED. ANY GROUND WIRES SHALL BE GREEN AND CONNECTED TO A CLAMP ATTACHED TO AN ANCHOR BOLT.
SERVICE RUNS PARALLEL TO THE STREET SHALL BE INSTALLED UNDER THE SIDEWALK WHERE NEW SIDEWALK IS BEING CONSTRUCTED OR
DIRECTLY BEHIND THE EXISTING SIDEWALK. VOLTAGE DROP SHALL NOT EXCEED FIVE PERCENT (5%).
6.SEE TEMECULA STD. PLAN XHHW-2 #802 FOR SERVICE CABINET INFORMATION.
7.CONTACT SCE FOR A SERVICE POINT. SCE WILL IDENTIFY WHAT SERVICE IS AVAILABLE AND WHERE IT IS LOCATED. IN RARE CASES, A NEW
STREETLIGHT CAN BE CONNECTED TO AN EXISTING STREETLIGHT CIRCUIT, BUT NOT WITHOUT WRITTEN PERMISSION FROM THE CITY ENGINEER.
NEW VOLTAGE DROP CALCULATIONS SHALL BE REQUIRED TO VERIFY THAT EXISTING CIRCUIT CAN HANDLE ADDITIONAL LOAD.
THE SERVICE POINT SHALL BE IN THE CITY’S RIGHT-OF-WAY; OTHERWISE, THE CITY WILL REQUIRE AN EASEMENT TO THE SERVICE POINT.
8. SEPARATE METER PERMIT(S) REQUIRED FROM BUILDING & SAFETY DEPARTMENT.
A. GENERAL NOTES
1. ALL WORK SHALL CONFORM TO THE REQUIREMENTS OF THE CITY OF TEMECULA STANDARD DETAILS AND
SPECIFICATIONS, THE CURRENT STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION (THE “GREENBOOK”),
THE RIVERSIDE COUNTY STREET IMPROVEMENT STANDARDS AND SPECIFICATIONS AND STANDARD PLANS; COUNTY
ORDINANCE NO. 461; CALTRANS STANDARD PLANS AND SPECIFICATIONS; CALIFORNIA MANUAL ON UNIFORM TRAFFIC
CONTROL DEVICES.
2. PRIOR TO START OF WORK, THE DEVELOPER/CONTRACTOR SHALL APPLY TO THE CITY OF TEMECULA ENGINEERING
DEPARTMENT FOR AN ENCROACHMENT PERMIT FOR WORK PERFORMED WITHIN PUBLIC RIGHT-OF-WAY AND TO BE
RESPONSIBLE FOR SATISFACTORY COMPLIANCE FOR CURRENT ENVIRONMENTAL REGULATIONS DURING THE LIFE OF
CONSTRUCTION ACTIVITIES FOR THIS PROJECT. ADDITIONAL STUDIES MAY BE REQUIRED.
3. PRIOR TO START OF WORK, THE DEVELOPER/CONTRACTOR SHALL APPLY TO THE CALIFORNIA DEPARTMENT OF
TRANSPORTATION (CALTRANS) FOR AN ENCROACHMENT PERMIT FOR WORK PERFORMED WITHIN THE STATE
RIGHT-OF-WAY.
4. WORK IN PUBLIC STREETS, ONCE BEGUN, SHALL BE PROSECUTED TO COMPLETION WITHOUT DELAY SO AS TO PROVIDE
MINIMUM INCONVENIENCE TO ADJACENT PROPERTY OWNERS AND TO THE TRAVELING PUBLIC. FAILURE TO COMPLY WITH
THIS REQUIREMENT IS A VIOLATION OF THE CITY OF TEMECULA ENCROACHMENT PERMIT.
5. WHEN IMPROVEMENT PLANS HAVE BEEN SUBMITTED TO THE CITY FOR PLAN CHECKING AND THE PLAN CHECKING
PROCESS HAS BEEN INTERRUPTED FOR A PERIOD OF ONE YEAR OR MORE, THE PLANS SHALL BE DEEMED ABANDONED.
APPROVED IMPROVEMENT PLANS FOR ALL SUBDIVISIONS SHALL BE DEEMED ABANDONED IF CONSTRUCTION HAS NOT
COMMENCED WITHIN TWO YEARS OF THE LATEST APPROVAL DATE (ONE YEAR FOR NON-SUBDIVISIONS). IF
CONSTRUCTION IS INTERRUPTED FOR A PERIOD OF ONE YEAR OR MORE, THE PLANS SHALL BE DEEMED ABANDONED.
ABANDONED PLANS SHALL BE RE-SUBMITTED FOR REVIEW AND ALL FEES SHALL BE PAID IN ACCORDANCE WITH THE PLAN
CHECK AND PROCESSING POLICY PRIOR TO ANY PERMITS BEING ISSUED.
6. APPROVAL OF THIS PLAN BY THE CITY OF TEMECULA DOES NOT CONSTITUTE A REPRESENTATION AS TO THE ACCURACY
OF, THE LOCATION OF, OR THE EXISTENCE OR NON-EXISTENCE OF, ANY UNDERGROUND UTILITY PIPE OR STRUCTURE
WITHIN THE LIMITS OF THIS PROJECT. THIS NOTE APPLIES TO ALL PAGES.
7. ALL REVISIONS TO IMPROVEMENT PLANS, OR MATERIAL SUBSTITUTION REQUESTS, PROPOSED DURING CONSTRUCTION
SHALL BE SUBMITTED IN WRITING TO THE CITY ENGINEERING DEPARTMENT BY THE ENGINEER OF RECORD AND SHALL
FOLLOW THE PROCEDURES AS APPROVED BY THE CITY ENGINEER.
8.LOCATIONS OF EXISTING UNDERGROUND UTILITIES ARE APPROXIMATE. THE DEVELOPER/CONTRACTOR SHALL DETERMINE
THE EXACT LOCATIONS AND VERIFY CONDITIONS ON THE JOB SITE PRIOR TO COMMENCING WORK. THE
DEVELOPER/CONTRACTOR SHALL BE FULLY RESPONSIBLE FOR DAMAGES OCCURRED DUE TO FAILURE TO LOCATE AND
PRESERVE UNDERGROUND UTILITIES. HAND DIG AS NEEDED UNTIL CLEAR OF OBSTRUCTIONS.
9.NOTIFY UNDERGROUND SERVICE ALERT, (800) 227-2600, AND ALL CONCERNED UTILITY COMPANIES AT LEAST TWO
WORKING DAYS IN ADVANCE OF EXCAVATION.
10.A PRE-CONSTRUCTION MEETING WITH THE PUBLIC WORKS INSPECTOR IS REQUIRED PRIOR TO START OF WORK.
11.RIGHT OF ENTRY FOR ANY WORK PERFORMED ON ADJACENT PROPERTIES IS REQUIRED. PERMISSION FOR RIGHT OF
ENTRY SHALL BE OBTAINED IN WRITING AND THE LETTER SHALL COMPLY WITH CITY FORMAT.
12.APPROVAL OF PLANS AND / OR PERMIT ISSUANCE DOES NOT RELIEVE THE PERMITTEE OF THEIR RESPONSIBILITY TO
MAINTAIN WORK WITHIN THE PROJECT PROPERTY BOUNDARIES AND DEDICATED CITY RIGHT-OF-WAY. TRESPASSING ON
PRIVATE PROPERTY IS AGAINST THE LAW AND CAUSE FOR CANCELLATION OF PERMIT AND ISSUANCE OF STOP WORK
NOTICE.
13.IT IS THE RESPONSIBILITY OF THE PERMITTEE TO SUBMIT A REQUEST FOR PERMIT EXTENSION TO THE CITY ENGINEER IN
WRITING PRIOR TO PERMIT EXPIRATION. EXTENSION AND EXPIRATION OF PERMITS SHALL BE IN ACCORDANCE WITH THE
UNIFORM BUILDING CODE AND /OR THE CITY OF TEMECULA ENGINEERING DESIGN GUIDELINES POLICIES AND
PROCEDURES.
14.THE DEVELOPER/CONTRACTOR SHALL BE RESPONSIBLE FOR ANY CLEAN UP ON CITY OF TEMECULA RIGHT-OF-WAY
AFFECTED BY DEVELOPER'S/CONTRACTOR'S WORK. THE DEVELOPER/CONTRACTOR SHALL KEEP CITY OF TEMECULA
RIGHT-OF-WAY CLEAN OF DEBRIS, WITH DUST AND OTHER NUISANCES BEING CONTROLLED AT ALL TIMES. METHOD OF
STREET CLEANING SHALL BE WET SWEEPING OF ALL PAVED AREAS. THERE SHALL BE NO STOCKPILING OF CONSTRUCTION
MATERIALS WITHIN THE CITY OF TEMECULA RIGHT-OF-WAY WITHOUT THE PERMISSION OF THE CITY ENGINEER.
15.THE CONTRACTOR SHALL CONTACT THE CITY OF TEMECULA PUBLIC WORKS INSPECTOR 48 HOURS PRIOR TO
CONSTRUCTION AT (951) 654-4041.
B. STREET IMPROVEMENT NOTES
1.UNDERGROUND FACILITIES, WITH LATERALS, SHALL BE IN PLACE PRIOR TO CAP PAVING THE STREET, INCLUDING, BUT
NOT LIMITED TO, THE FOLLOWING: SEWER, WATER, ELECTRIC, TELEPHONE, CABLE, GAS, STORM DRAINS.
2. TRAFFIC CONTROL PLANS ON EXISTING ROADWAYS SHALL BE PREPARED BY A TRAFFIC OR CIVIL ENGINEER, REGISTERED
IN THE STATE OF CALIFORNIA, AND SUBMITTED FOR REVIEW AND APPROVAL BY THE CITY ENGINEERING DEPARTMENT,
PRIOR TO PERMIT ISSUANCE.
3. PROVIDE STREET LIGHTS IN ACCORDANCE WITH THE APPROVED STREET LIGHTING PLAN AND PROVIDE FOR THE
TEMPORARY OPERATION OF THE STREET LIGHTING SYSTEM.
4. THERE SHALL BE NO ABOVE-GROUND OBSTRUCTIONS IN ANY PORTION OF THE SIDEWALK (WHERE THE WIDTH,
EXCLUSIVE OF TOP OF CURB, IS 5.5 FEET OR LESS). WHERE POWER/TELEPHONE/CABLE POLES, STREET LIGHT
STANDARDS, FIRE HYDRANTS, AND CONTROL BOXES OCCUR IN THE 5.5 FOOT SIDEWALK, THE SIDEWALK SHALL BE
MODIFIED PER CITY OF TEMECULA STANDARD PLAN 402.
5. “PATCHING” OF SIDEWALK DAMAGE IS PROHIBITED; REPAIRS TO SIDEWALK SHALL INCLUDE REPLACEMENT OF THE ENTIRE
PANEL FROM “JOINT-TO-JOINT”.
6. AS-BUILT PLANS AND ASSET/ATTRIBUTE DATA SHALL BE SUBMITTED TO THE CITY PRIOR TO ACCEPTANCE OF
IMPROVEMENTS AND RELEASE OF BONDS.
C. STREET LIGHT NOTES
1.STREET LIGHT DESIGN PLANS FOR CONSTRUCTION SHALL FOLLOW THE LATEST EDITION OF THE CITY OF TEMECULA
STREET AND SAFETY LIGHTING STANDARD GUIDELINES.
2.THIS PROJECT SHALL COMPLY WITH THE MT PALOMAR LIGHT POLLUTION ORDINANCE NO. 655.
3.THESE PLANS HAVE BEEN EXAMINED BY THE CITY OF TEMECULA’S ENGINEERING DIVISION TO INSURE COMPLIANCE WITH
GENERAL ENGINEERING STANDARDS AND THE CITY’S DESIGN STANDARDS AND SPECIFICATIONS. THE
ENGINEER-OF-WORK SHALL BEAR THE SOLE RESPONSIBILITY OF THE MATHEMATICAL DATA AND ACCURACY OF DESIGN
SHOWN HEREON.
4.STREET LIGHT LOCATIONS MAY BE ADJUSTED IN THE FIELD A MAXIMUM OF 10 FEET TO AVOID EXISTING OBSTRUCTIONS
SUCH AS DRIVEWAYS, CATCH BASINS, FIRE HYDRANTS, ETC. ANY DEVIATION EXCEEDING 10 FEET SHALL BE APPROVED
IN WRITING BY THE CITY OF TEMECULA ENGINEERING DEPARTMENT.
5.A REVISED STREET LIGHTING PLAN SHALL BE REQUIRED FOR ANY CHANGES MADE TO THE SUBDIVISION MAPS OR
DESIGN PLANS WHICH AFFECT STREET ALIGNMENTS, LOT SIZES, PARCEL SIZES, BOUNDARIES, ETC.
6.ALL REVISIONS TO IMPROVEMENT PLANS, OR MATERIAL SUBSTITUTION REQUESTS, PROPOSED DURING CONSTRUCTION
SHALL BE SUBMITTED IN WRITING TO THE ENGINEERING DEPARTMENT BY THE ENGINEER OF RECORD AND SHALL FOLLOW
THE PROCEDURES FOR APPROVAL OUTLINED IN THE MOST CURRENT CITY OF TEMECULA ENGINEERING DEPARTMENT
DIRECTIVES.
7.IN ORDER FOR THE CITY OF TEMECULA'S LIGHTING DISTRICT TO ASSUME THE OPERATIONS AND MAINTENANCE OF A
LIGHTING SYSTEM ON ANY PUBLIC STREET, THE STREET SHALL BE ACCEPTED BY THE CITY AND OPEN TO THE GENERAL
PUBLIC.
8.STREET LIGHTS SHALL BE INSTALLED BEHIND THE SIDEWALK, WITH LUMINAIRE ARM ORIENTED OVER THE STREET AND
PERPENDICULAR TO ITS CENTERLINE: A. ARTERIAL STREETS (6 FOOT SIDEWALK): 7’-9” FROM CURB FACE TO CENTER

18. FOUNDATIONS AND PULL BOXES NOT REMAINING IN SERVICE SHALL BE REMOVED. THE RESULTING EXCAVATION SHALL BE FILLED WITH
MATERIAL SIMILAR TO ADJACENT MATERIAL AND SATISFACTORILY COMPACTED WITH A MECHANICAL COMPACTOR IN LAYERS NOT
EXCEEDING 12 INCHES. THE SURFACE SHALL BE FINISHED TO MATCH THE ADJACENT SURFACE.
19. ALL PULL BOXES SHALL BE NO. 3 1/2. ALL STREET LIGHTING PULL BOX LIDS SHALL READ “STREET LIGHTING”. PULL BOXES LOCATED
ADJACENT TO DRIVEWAYS AND ALLEYS SHALL BE INSTALLED AT A MINIMUM DISTANCE OF 5 FEET FROM THE TOP OF THE DRIVEWAY “X” OR

20. PULL BOXES INSTALLED AT INTERSECTIONS OF LOCAL STREETS SHALL BE INSTALLED NO CLOSER TO THE INTERSECTIONS THAN THE B.C.R.
OF AN ASSUMED FUTURE 35 FOOT RADIUS CURB RETURN.

B. HIGH VOLTAGE: MINIMUM 6 FOOT CLEARANCE BETWEEN OVERHEAD LINES AND STREET LIGHTS
27.IN THE EVENT OF OVERHEAD COMMUNICATION LINE CONFLICT WITH STREET LIGHTS, CONTRACTOR SHALL MAKE NECESSARY
ARRANGEMENTS TO PROVIDE A MINIMUM 12 INCH CLEARANCE.
28.PROPOSED STREET LIGHT FOUNDATIONS AND PULLBOXES SHALL BE INSTALLED OUTSIDE OF ACCESS RAMP AREAS. EXISTING
