MINUTES OF A REGULAR MEETING
OF THE CITY OF TEMECULA
DIRECTOR OF PLANNING
JANUARY 27, 2005
A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday,
January 27, 2005 at 1 :30 PM in the Community Development Conference Room, located at
43200 Business Park Drive Temecula California. Principal Planner Don Hazen presiding.
Also present were Associate Planner Matt Peters and Minute Clerk Cynthia Lariccia.
Item No.1: Planninq Application No. PA02-0371 A Tentative Parcel Map application to
subdivide 4.57 qross acres into four (4) sinqle-familv residential lots averaqinq
1.08 net acres in size, located on the east side of Ynez Road. opposite Quiet
Meadows Road and approximatelv 473 linear feet north of the centerline of
Santiaqo Road.
Associate Planner Matt Peters gave an overview of the project and staff recommendations. In
addition, he gave a history of the project. In 2002, the original application for the site was a
proposed changing of the zoning from L 1 (1 acre minimum lot size) to L2 (1/2 acres minimum lot
size) which would have allowed subdividing the parcel into seven (7) residential lots.
Application went to City Council in 2004 and was denied. City Council recommended the map
be continued for a redesign to a four-lot subdivision consistent with L 1 zoning. The application
was resubmitted December 20, 2004. A fault line investigation was conducted and no evidence
of faulting was identified and no restricted use zones for habitable structures was found. All
slopes will not exceed 10 feet and will be maintained by an HOA. Associate Planner
recommended a modification of Condition #5 to include language regarding slope size.
Associate Planner also stated that since the completion of the staff report the map changed
slightly on the north side of the property regarding the slopes.
Principal Planner Hazen opened the Public Hearing at 1 :37 PM.
Craig Way, Marchand Way Development, 28545 Old Town Front Street, Temecula, clarified the
issues relating to fencing and maintenance of the slopes. He also stated that the pad sizes
allow for single-story residences and have resolved the privacy issues with the neighboring
properties.
Principal Planner asked if this would be a gated community and clarification on the timing of the
landscaping of the slopes. Mr. Way responded that it would not be a gated community and that
the irrigation and plantings would be completed before receiving Certificate of Occupancy on the
properties.
Ralph Neimeyer, 29962 Santiago Road, Temecula, a neighboring property owner, stated that he
was very pleased with the design and asked if a block wall could be installed as a privacy issue.
Bob Burns, 30112 Santiago Road, Temecula, a neighboring property owner, stated that there is
a known fault on Lot #4 and what kind of shake-free zone is being proposed.
Craig Way addressed the issue of the fault. Setback is required if the fault cannot be identified.
Fault had been located 200 - 300' in the northeast direction which cleared the development of
the setback requirements. He also stated that there will be great measure of privacy including
the fencing on the south side.

Principal Planner stated he would like to have wording inserted into the conditions that the
vegetation would have a more rural look instead of a well-manicured formal landscape design.
Craig Way addressed the issue of the landscaping. Comparable examples were cited on
Santiago and that he would not be against wording relating to rural landscaping.
Principal Planner closed the Public Hearing at 1 :55 PM.
Principal Planner Hazen approved PA02-0371, subject to modification of Condition #5 to read,
"The Final Map shall contain a note indicating that the slope on Lot 2 on the north side of the
private road is 3:1, or if greater than 3:1 the slope shall be redesigned so as not to exceed 10
feet in height; and, Condition #10 a. to read "....The predominant iandscape theme shall be rural
in nature and similar to the Chaparral area.
There being no further business, hearing was adjourned at 1 :57 PM.
